1341. Saudi Arabia in the New Middle East

Abstract:
There is arguably no more unlikely U.S. ally than Saudi Arabia: monarchical, deeply conservative socially, promoter of an austere and intolerant version of Islam, birthplace of Osama bin Laden and fifteen of the nineteen 9/11 hijackers. Consequently, there is no U.S. ally less well understood. Many U.S. policymakers assume that the Saudi regime is fragile, despite its remarkable record of domestic stability in the turbulent Middle East. “It is an unstable country in an unstable region,” one congressional staffer said in July 2011. Yet it is the Arab country least affected in its domestic politics by the Arab upheavals of 2011. Many who think it is unstable domestically also paradoxically attribute enormous power to it, to the extent that they depict it as leading a “counterrevolution” against those upheavals throughout the region. 2 One wonders just how “counterrevolutionary” the Saudis are when they have supported the NATO campaign against Muammar al-Qaddafi, successfully negotiated the transfer of power from Ali Abdullah Saleh in Yemen, and condemned the crackdown on protestors by Syrian president Bashar al-Assad, and how powerful they are when they could do little to help their ally Hosni Mubarak in Egypt.

Abstract:
The current Greek crisis raises the question of its impact on foreign direct investment (FDI) by Greece on its neighbors in the Balkans. Greek multinational enterprises (MNEs) first began to establish a presence there in the 1990s, following the breakup of the former Yugoslavia. This trend accelerated during the past decade. As of 2009, Greece's outward FDI stock in the Balkans stood at US$ 10.5 billion or 26.5% of Greece's outward FDI stock worldwide.

1344. Towards an Enhanced Polish-Spanish Partnership

Abstract:
In Autumn 2011, parliamentary elections took place in Poland and Spain. In both countries centre-right parties came out triumphant, but the new governments will hold power in extremely challenging times. The much-desired economic recovery in the EU has yet to come to pass and economic issues will dominate national political agendas. Poland Prime Minister Donald Tusk's coalition government of Civic Platform (PO) and its junior partner, Polish People's Party (PSL), will have to make significant reforms to reduce public debt and minimize the risk of recession. In Spain, however, Mariano Rajoy's People's Party (PP), the majority government, will have much harder work to do. It will need to restore international confidence in the Spanish economy, implement further measures aimed at stimulating economic growth and reducing the country's record-high unemployment. The success will depend on close cooperation among EU member states. Indeed, it is not only European economic recovery at stake but also the future of European integration. The present difficulties have been feeding euroscepticism and doubts about the integrity of the EU. With their strong record as the most vocal supporters and beneficiaries of the membership to the bloc, Poland and Spain could champion efforts advocating solidarity and further integration in the EU. The urgency and scale of the issues concerning the Union give a perfect opportunity for these new governments to renew a common agenda and enhance their bilateral relationship.

Abstract:
Since its launch in 2004, the ENP has succeeded in bringing about a strengthening of economic relations, especially trade, between the EU and its neighbours. However, the political record of the seven-year implementation of this policy is relatively poor. The violent, unprecedented socio-political changes in North Africa and the Middle East, which started in January 2011, revealed weaknesses and problems in the European policy towards its southern neighbours as developed in the framework of the Barcelona Process and the Union for the Mediterranean. Arab spring has shown that the EU support to introduce political reforms and to build and consolidate democracy in the southern neighbouring countries has yielded very limited results. The Eastern Partnership seems to be one of the few positive manifestations of the European Neighbourhood Policy's evolution in recent years but is not free from problems. The most tell-tale sign of the Eastern Partnership's deficiencies is a palpable relapse in democratisation.

R2P, like all norms, is bound to see its capacity to deliver on its intended goals tested by real experience. Ever since R2P was endorsed by member states at the United Nations General Assembly in 2005, a number of cases have helped define the boundaries of its application. Well before Libya, R2P had already made a discrete difference in a number of cases: from the most cited example of the political and diplomatic response to the outbreak of ethnic violence in Kenya in early 2008; to the patchy response to signs of ethnic cleansing in Kyrgyzstan in the summer of 2010; to the more forceful regional and international efforts in Guinea at the end of that year.

Abstract:
After the end of the Cold War, the disintegration of the Soviet Union (USSR) and the emergence of new independent states in the Caucasus and Central Asia, Turkey was forced to restructure its regional policy concept and started a new pursuit in its foreign policy. Turkey has been in interaction with this transition geography and has a complex array of economic, political and cultural relations with its neighboring re- gions. Since the Justice and Development Party (AKP) assumed power in 2002, Turkey has been trying to follow a pro-active regional policy approach and solve existing problems with its “zero problems with neighbors” policy concept. This article focuses on the Turkish regional policy in Caucasus and Central Asia and provides an assessment of this policy. It argues that Turkey needs a new applicable, feasible and realistic action plan regarding the Caucasus and Central Asia in order to combine its normative outlook with the realities of the region. The article asserts that in order to enhance cultural, economic and politi- cal ties with the region, first, the necessary structural and institutional conditions have to be created.

Abstract:
It has long been recognised that the actors involved in crafting and implementing China's foreign policy are not always in agreement. This paper argues that the prioritisation of commercial outreach over purely political objectives in Africa has led to a shift in influence from the Ministry of Foreign Affairs (MFA) to the Ministry of Commerce (MOFCOM). To that end, the paper examines the rising prominence of China Exim Bank's concessional loans as a foreign policy instrument in Africa along with the process through which they are negotiated and implemented. Using the case of Angola, this paper shows how despite formal institutional equality, the MOFCOM is playing a far more influential role than the MFA is in defining the direction of China's foreign policy toward Africa.

Abstract:
This policy brief seeks to contribute to and inform the debate concerning a possible attack by the United States and/or Israel on Iranian nuclear and military facilities. The presumed aim of such an attack would be to weaken the Islamic Republic, particularly by hindering its ability to build a nuclear weapon. However, the history of the Iraqi invasion of Iran in September 1980 calls into question the contention that an attack will weaken the regime in Tehran. This policy brief examines Iran's reactions to the Iraqi invasion in order to shed light on Iran's possible reactions to a U.S. or Israeli attack. It will assess how the Iranian people responded to the invasion and its effects on Iranian politics and the position of the new regime. It will also explore the nature of the policies adopted by the Islamic Republic in waging the Iran-Iraq War that carried on for eight years after the Iraqi invasion.

With the beginning of the post-Maoist era, the focus of Chinese foreign policy shifted from ideology and revolution to pragmatism and reform. Chinese scholars in the field of International Relations (IR) are now encouraged to develop abstract scientific analyses of China's international environment. This requires not only the handling of IR theories and methods of foreign policy analysis (FPA), but also a sound knowledge of the organizational structures and policy principles of other states.
