331. Funding for Media Development by Major Donors Outside the United States: A Report to the Center for International Media Assistance

Abstract:
The main guiding questions for this research are: How much are European and other governments and donors spending on international media development? Where is the money going, for what sort of development (training, capacity building, infrastructure, legal or physical safety, etc.) and what are the trends in terms of donor priorities and approaches? The present study is an update of one produced for the United Kingdom's Department for International Development (DFID) by the author, with Emma Grant, in 2007 (see Grant and Myers in References). That study was, in one way, more limited in that it dealt only with media support when used by donors to enhance access to information and promote governmental accountability in developing countries. In another way it was broader in that it made recommendations about “what works” and “what are the gaps” in media support in order to guide DFID policy. The present study is less of a discussion document and more of a straight survey.

Abstract:
This paper analyses the seemingly uncontroversial public life of the PRSP approach in Mozambique and suggests that it embodies much of the Frelimo government's thinking about development since independence, though obviously 'packaged' to fit international donor discourses as they continually change. The PRSP is therefore not an outright 'imposition' on the Frelimo government or necessarily a 'challenge' to its sovereignty, as it is often argued. In general we argue that the PRSP became over time a broad 'consensus document' because it came to potentially incorporate 'all' stakeholders needs and wishes. We argue that after the political turbulence of the 1980s and 1990s with privatisation and structural adjustments, the PRSP allowed for different elite groups to find common ground with regard to ideological and party-preserving concerns, as social and market-economic trade-offs could now be legitimately accommodated.

334. Refraiming the Aid Debate: Why aid isn't working and how it should be changed

Everyone knows that aid is not working as intended, and that something must change. The big question is how to change the status quo. The current international aid debate is characterized by dichotomies and over-simplified generalizations. In order to push the debate forward and identify solutions we must first reframe the aid debate. The most important factors undermining aid's effectiveness need to retake center stage in the debate. These include: what is economic development and the role of aid in achieving it; the politics of aid relationships in aid dependent countries and have they generate perverse incentives; and the everyday practices and bureaucratic routines of aid agencies and how they diminish the impact of aid. Based on a reassessment of why aid is working, and on assessment that reforms inspired by the Paris Declaration have largely failed, the paper concludes with a different approach to changing the way donor countries think about aid and the way bilateral and multilateral agencies give aid.

335. Aid, Dutch Disease, and Manufacturing Growth

Abstract:
We examine the effects of aid on the growth of manufacturing, using a methodology that exploits the variation within countries and across manufacturing sectors, and corrects for possible reverse causality. We find that aid inflows have systematic adverse effects on a country\'s competitiveness, as reflected in the lower relative growth rate of exportable industries. We provide some evidence suggesting that the channel for these effects is the real exchange rate appreciation caused by aid inflows. We conjecture that this may explain, in part, why it is hard to find robust evidence that foreign aid helps countries grow.

336. Development Assistance, Institution Building, and Social Cohesion after Civil War: Evidence from a Field Experiment in Liberia

Abstract:
Can brief, foreign-funded efforts to build local institutions have positive effects on local patterns of governance, cooperation, and well-being? Prior research suggests that such small-scale, externally driven interventions are unlikely to substantially alter patterns of social interaction in a community, and that the ability of a community to act collectively is the result of a slow and necessarily indigenous process. We address this question using a randomized field experiment to assess the effects of a community-driven reconstruction (CDR) project carried out by the International Rescue Committee (IRC) in northern Liberia. The project attempted to build democratic, community-level institutions for making and implementing decisions about local public goods. We find powerful evidence that the program was successful in increasing social cohesion, some evidence that it reinforced democratic political attitudes and increased confidence in local decision-making procedures, but only weak evidence that material well-being was positively affected. 337. Will World Bank and IMF Lending Lead to HIPC IV? Debt Deja-Vu All Over Again

Abstract:
Four years ago, the G-7 pushed through an unprecedented initiative forcing the international financial institutions to cancel 100 percent of their outstanding debt claims on the world's poorest countries. Through the Multilateral Debt Relief Initiative (MDRI), these heavily indebted poor countries (HIPCs) stand to receive up to $60 billion in debt relief over time. Moreover, the World Bank, African Development Bank, and IMF shareholders approved a new debt sustainability framework to govern future lending decisions and prevent the need for yet another round of systemic debt relief. All parties emerged from these landmark agreements confident that the dragon of unsustainable debt finally had been slain. However, several unsettling trends raise serious questions about the finality of these actions. First, World Bank and AfDB lending disbursement volumes to these very same HIPC countries remain very high, and nearly the same as compared to pre-MDRI. Emergency IMF lending in response to the global economic crisis has compounded the situation. Second, IMF and World Bank growth projections for HIPCs remain overly rosy compared to actual and historical performance. Our new dataset of IMF growth projections suggests a structural optimism of at least one percentage point per year. Third, HIPCs continue to experience significant volatility in country performance measures that has a direct impact on their ability to carry debt sustainably. Taken together, these findings suggest that donor countries should re-examine the issue of debt sustainability in low-income countries and the system for determining the appropriate grant/loan mix. The upcoming IDA and AfDF replenishment negotiations present a timely opportunity to do so. Absent assertive and corrective action, the international community may be faced with the prospect of a HIPC IV agreement in the not too distant future.

338. Post-Conflict Health Reconstruction: New Foundations for U.S. Policy

Abstract:
The stabilization and reconstruction of states emerging from conflict has gained increasing attention in U.S. foreign policy as means to promote well-governed states, avoid future conflict and alleviate the enduring human suffering from war. Over the last two decades, stabilization and reconstruction initiatives supported by the United States and other donors have sometimes included investments in re-establishing – or in some cases, establishing for the first time – a system of health services for the population. Despite the knowledge generated and the encouraging outcomes of many of these programs, however, and the increasing attention to and financial commitments to global health in U.S. foreign assistance, the place and priority of health reconstruction as part of post-conflict U.S. stabilization initiatives remain undefined.

What should Australia do to assist Zimbabwe's re-emergence? In March 2009, Australia became the first major donor country to provide assistance to the new power-sharing government in Zimbabwe. Given the pervading influence of hardline elements, many doubt the merits and viability of the 'inclusive government'. Ought Australia continue its support, accepting the risk of buttressing Mugabe and his regime? Or should Australia stand back and maintain pressure for a more acceptable government – at the risk of contributing to theinclusive government's failure?

President Carter tells the story of the inspiration for The Carter Center by recalling how in 1981 amid fundraising for his presidential library and trying to figure out what to do with the rest of his life, he awoke one night and sat up in bed. Mrs. Carter, worried, asked him what was wrong. He replied that he wanted to create an institute similar to Camp David adjacent to the new library, where warring factions could go for mediation. And so The Carter Center was born.
