Abstract:
Climate change has taken centre stage in European and international politics. Since the second half of the 1980s, the EU has established itself as an international leader on climate change and has considerably improved its leadership record. The Union has significantly enhanced both its external representation and its internal climate policies. However, implementation and policy coherence, coordination of EU environmental diplomacy, an evolving international agenda, EU enlargement, and a still precarious EU unity remain major challenges. Shifts in underlying driving forces and advances of EU domestic climate and energy policies nevertheless support the expectation that the EU will remain a progressive force in international climate policy for some time.

Abstract:
Policymakers, military strategists and academics all increasingly hail climate change as a security issue. This article revisits the (comparatively) long-standing "environmental security debate" and asks what lessons that earlier debate holds for the push towards making climate change a security issue. Two important claims are made. First, the emerging climate security debate is in many ways a re-run of the earlier dispute. It features many of the same proponents and many of the same disagreements. These disagreements concern, amongst other things, the nature of the threat, the referent object of security and the appropriate policy responses. Second, given its many different interpretations, from an environmentalist perspective, securitisation of the climate is not necessarily a positive development.

Abstract:
The end of the Cold War brought about a change in US basing policy in Italy. Some bases were dismantled, while others, like the one in Vicenza, were strengthened raising considerable local protest for environmental reasons. The article examines whether agreements establishing the US bases have a solid foundation in the Italian Constitution and whether the weapons detained there are in conformity with the disarmament treaties binding Italy. Since the bases are now employed for NATO "out-of-area" operations and have become a part of the US strategy of "war on terror", they inevitably influence Italy's foreign policy and its option to stay out of ongoing conflicts. The article also considers the continuing need for US bases from the point of view of Atlantic solidarity.

634. The Changing Fortunes of the Universal Declaration of Human Rights: Genesis and Symbolic Dimensions of the Turn to Rights in International Law

Abstract:
The article explores the genesis of the Universal Declaration of Human Rights and the turn to rights in international law. To this end, it focuses on how international lawyers have received the Declaration in their contemporary doctrinal and political contexts. The fact that the political and moral importance of the Declaration from the very beginning outweighed its concrete legal significance invited intriguing scholarly reflections on the symbolic dimension of the document. Despite early sceptical voices about its legal and moral value, international lawyers welcomed and reaffirmed its significance during the 1960s and 1970s. While attention turned to human rights treaty law in the 1980s, the Declaration embodied the hope for a new era of human rights protection after the end of the Cold War. Throughout the 1990s a new scholarly defence of the universal character of the Declaration could be observed, later being accompanied by new insecurity and soul-searching in the face of institutional limitations. In general, the Declaration became synonymous with the turn to individual rights in international law, and whenever there was a sense of crisis because of institutional blockades or challenged foundations, the Declaration received new and increased attention. It symbolized unity in an increasingly fragmented and contentious institutional and political environment for international human rights protection. The story of its scholarly reception is therefore also a story of the failed and perhaps unattainable attempt fully to institutionalize international human rights in a cosmopolitan legal order.

635. Policies for Funding a Response to Climate Change

Abstract:
This paper asserts that a significant increase in public funding for climate change research and development (R) is needed in the United States. While additional public R funding alone is unlikely to provide a sufficient policy response to climate change, it is a critical policy component in an effective long-run strategy. Different possibilities for generating additional public revenues for R funding are considered. The analysis demonstrates that quite modest taxes on carbon emissions or gasoline could fund a significant increase in public R funding for clean energy. As an alternative to tax instruments, the paper also considers a program of voluntary retirement contributions to a clean energy fund. These clean energy retirement accounts (CERAs) would allow individuals to directly contribute to a fund that would be used exclusively to support climate change-related R Specifically, the paper suggests that CERA funds be used to offer low-interest loans to private firms and to form private-public partnerships pursuing the long-term development of clean energy technologies. Loan repayment and the eventual profitability of some partnerships will at least partially fund payments to CERA holders when they retire. Using reasonable assumptions, a simulation analysis demonstrates the financial feasibility of the program and the conditions in which the program would be fully self-funding.

Because of their significant contribution to global demand for improved living standards, meaningful actions by the United States and China on transportation and energy will be important in any effort to reduce global consumption of traditional energy sources. Together the United States and China consume 40% of the world's energy and are responsible for 50% of the world's greenhouse gas emissions. Given their economic size and impact on global markets, it is imperative that the U.S. and China join in a mutually beneficial process.

Abstract:
Expectations for nuclear energy have grown dramatically. More than thirty nations now have plans to build nuclear power plants for the first time. A nuclear renaissance, however, is not a foregone conclusion. A major expansion would require significant policy and financial support from governments. Key questions need solid answers beforehand: Can nuclear power help reduce dependence on foreign oil or contribute significantly to needed reductions in carbon emissions? Is nuclear power economically competitive? Can safety be assured and is an acceptable solution for nuclear waste at hand? Can nuclear power be expanded in such a way as to adequately control the added risks of proliferation? To minimize some of the risks of nuclear expansion—whether related to economics, safety, security, or proliferation—the United States should consider several actions: help strengthen the rules of nuclear commerce and transparency, deemphasize the element of national prestige with respect to nuclear energy, help other countries undertake clear-eyed assessments of all available options for generating electricity, and limit the acquisition of sensitive nuclear technologies like uranium enrichment and spent-fuel reprocessing.

The forecast for tomorrow is a snapshot of a country deeply torn by good and bad climate policies and actions among business, public and government - with each group inextricably bound by the actions of the others. Whether the UK succeeds in achieving its emissions reduction targets and in becoming a leader in international climate negotiations depends on whether good or bad policies prevail. At stake are the lives and livelihoods of millions of poor people around the world, who will suffer first and worst from climate change despite being the least responsible for it.

639. Drought Management Considerations for Climate Change Adaptation

Cambodia is one of the most disaster-prone countries in East Asia, with its vulnerability to annual floods and droughts. One of the reasons why it is vulnerable to natural disasters is that the livelihoods of the majority of people depend directly upon natural resources, with a large proportion of its population occupied in agriculture and related sectors, including animal husbandry. Extreme poverty, which limits access to food, water, and other basic amenities, increases vulnerability. These characteristics heighten Cambodia's exposure to the impacts of climate change too. The Mekong region has recently been showing signs of climate change, as illustrated in our previous report on VietNam ('Drought-Management Considerations for Climate-Change Adaptation: Focus on the Mekong Region – Report (VietNam)', October 2007). There is evidence of greater climatic extremes: both declining rainfall in the dry season and more violent rainfall in the wet season, causing flash floods. Increasingly powerful typhoons also appear to be occurring.
