541. Policy uncertainty and renewable energy investments in Romania

Abstract:
Mobilizing private investments for the renewable energy transition requires credible policy support over the long-term. This Policy Brief discusses how Romania’s abrupt policy changes and inconsistent policy signals over the last decade have deterred private investments in the renewable energy sector. The example of Romania provides key policy lessons for other countries engaged in the energy transition. Romania has one of the highest renewable energy potentials in Europe (up to 71 GW), which is approximately six times higher than the country’s current renewable deployment (IRENA 2017). As shown in Figure 1, wind and solar PV energy experienced a significant boom between 2009 and 2013 followed by a more or less complete stagnation since 2014.

542. The Peace-Building Process in the South China Sea: Challenges and Future Prospects for a Maritime Regime

Abstract:
The aim of this article is to examine two treaties which are often presented by scholars as potential models for a maritime regime in the South China Sea, namely the Svalbard Treaty and the Antarctic Treaty System. The work concludes that even though both of the treaties have resolved equally complex territorial disputes, their importance as a role model for the SCS is limited due to the unique political condition in the Asia-Pacific. However, the solutions within the sphere of environmental protection and the structure of decision-making institutions developed by the abovementioned treaties present a valuable lesson and a potential example for the countries involved in the South China Sea dispute to emulate. The article argues that cooperation within environmental protection and fisheries management, as a low-profile endeavour, is easier to be put into practice than the joint development of highly contested hydrocarbon resources of the SCS. Furthermore, it can potentially lay foundation for the future high profile collaboration. The paper also presents a model of a maritime regime for the South China Sea.

543. What Stymies Action on Climate Change? Religious Institutions, Marginalization, and Efficacy in Kenya

Abstract:
Low-income countries of the Global South will be hardest hit as Earth’s climate changes, yet fear of climate change often fails to stimulate activism among their citizens. We foreground efficacy—a belief that one’s actions can create political change—as a critical link in transforming concern into action. However, that link is often missing for marginalized ethnic, socioeconomic, and religious groups. Prior case studies show the power of community institutions to mobilize and empower marginalized citizens, yet community institutions can also reinforce the perception that action is futile by conveying narratives of neglect and discrimination. Analyzing interviews, focus groups, and survey data from a case study of Kenya, we find that Muslims express much lower efficacy to address climate change than other religious groups; the gap cannot be explained by differences in science beliefs, issue concern, ethnicity, or demographics. Instead, we attribute it to socialized understandings of marginalization vis-à-vis the Kenyan state.

This paper discusses the political economy of oil in Uganda since the announcement of its discovery in 2006. It focuses on the dynamics of oil revenue generation (pre-commercial production) and expenditure, investor-stakeholder contestation (i.e. between bureaucrats, investors/oil companies, and domestic stakeholders), and the role of public policy. Although the Government has created several institutional and regulatory frameworks to manage oil-related revenues and ensure that oil contributes to structural transformation, Uganda is already experiencing many of the stylized facts associated with natural resource exploitation, including macroeconomic instability, rent dissipation, and, more broadly, threats of adverse impact on the environment and on local livelihoods in the oil regions. Besides these, Uganda, and similarly endowed African countries, face the economic challenges related to the global shift in recent decades towards a low-carbon development paradigm and the threatening prospect of oil investments becoming ‘stranded assets’. The latter issues are not yet part of the policy conversation in Uganda.

545. Vehicle fleets path and non-linear ownership elasticity for Bolivia, 2000 - 2035

Abstract:
This paper seeks to analyze the evolution of the Bolivian vehicle stock in the mid-term and its policy implications. First, we analyze the relationship between income and vehicle ownership in the country during the period 1970 – 2017 through robust econometric techniques. Based on these results, we use an energy-mix accounting model programmed in General Algebraic Modelling System (GAMS) to analyze how the vehicle fleet and the derived demand of gasoline, natural gas and diesel oil evolved over time. Finally, we observe the trajectory of CO2eq in the transport sector for different types of vehicle categories. Our results prove that the relationship between vehicle ownership and per capita income is highly non-linear and we observe an excessive increase in the vehicle fleet during the last decade. Both of these results will speed up the saturation level of the vehicle fleet in Bolivia. With more equivalented vehicles (EV) on the roads, we expect that the consumption of derivatives will increase over the next years. Hence, we assume imbalances in diesel oil and gasoline production and a lower decarbonization path. Without an energy policy in the transport sector or any energy efficiency measures, the consumption of derivatives would grow 6.9 times and the total emissions of CO2eq would increase 7.93 times in the 2000-2035 period.

546. In Defense of Alternatives to Pollution Pricing

Abstract:
2020 marks the 100th anniversary of the publication of economist Arthur Cecil Pigou’s The Economics of Welfare. This book is widely recognized as introducing the concept of Pigouvian welfare economics, that is, of using the basic tools of neoclassical economics to study how to improve the functioning of the economy and people’s lives. While Pigou’s analysis touched on many topics in the economy, the part of Pigouvian welfare economics most remembered today by environmental economists (and perhaps by anyone who has taken an introductory microeconomics course) is his theory of externalities. Pigou argued that externalities, like pollution or congestion, create market failures, but that they can be cost-effectively remedied using taxes or subsidies. These price policies have come to be known as Pigouvian pricing, or Pigouvian taxes or subsidies. If there is one common lesson argued by most environmental economists today regarding the design of environmental policy, it is: the best way to correct the market failure caused by pollution is Pigouvian pricing. According to this argument, a price should be levied on pollution equal to the value of the damages it causes to society. The price can be directly applied via a pollution tax, or indirectly via a cap-and-trade system where the permit price becomes the Pigouvian price on pollution. If the price is correct, then the most efficient outcome will be realized, and it will be achieved at the lowest possible cost to society. A corollary is that environmental policies other than price policies, for example technology mandates or performance standards (what economists often call “command-and-control” policies), are inferior and should not be used.

Abstract:
The Inter-Policy School Summit is a student-run conference hosted by the University of Chicago Harris School of Public Policy. The Summit brings together graduate students from around the world each year to propose solutions to pressing global issues. The 2020 Summit was held February 28 – March 1, 2020. Graduate students from twenty universities in four countries gathered together to explore innovative strategies to address the issue of City Resiliency and Climate Change with the goal of identifying potential solutions to help urban areas adapt to climate change related challenges. As climate change alters our environment and causes increased instances of extreme weather, cities around the world are faced with new, damaging, and often life-threatening weather events. Dangerous flooding, superstorms, unprecedented heat waves, and raging forest fires are just a few of the climate change-related phenomena that present challenges to cities’ infrastructures and disaster response abilities. Vulnerable cities around the world need actionable sustainability and resilience plans to protect the health and safety of their citizens. While many cities may understand the need to act, they often face obstacles, such as lack of resources, expertise, manpower, or political will to find and implement the most effective or innovative solutions.

Abstract:
The article’s purpose is the multidimensional analysis of the evolution of Australia and India’s maritime policies and their impact on the endeavors to develop their maritime cooperation in the 21st century. Two research questions are to be answered in that connection: what changes and why India and Australia introduced to enhance their maritime security doctrines in the 21st century and why those changes contributed to the more in-depth cooperation in the second decade of the 21st century. The hypothesis based on those questions argues that not only the rise of China but also global processes in maritime affairs - such as the growing number of state and non-state actors, as well as the interdependence between the fields of human activities at sea - pushed the littorals like India and Australia to turn their maritime strength from coastal to oceanic and convinced them too to cooperate. That process was accompanied by the convergence of the security perceptions by both countries (India and Australia) and the mutual understanding of common interests in all the elements of modern maritime security. The Christian Bueger’s matrix serves as an explanatory framework to highlight the dynamics and broader context of the changes in India and Australia’s maritime security doctrines in the 21st century. It provides the conceptual framework for explaining closer cooperation between these two countries. The article analyzes India and Australia’s maritime strategies, focusing on four variables from Bueger’s matrix: national security, economic development, marine environment, and human security. In those dependent variables, particular elements of their activities serving as sub-variables are highlighted: in national security - shaping the seapower; in economic development - Illegal, Unreported, and Unregulated (IUU) fishing; in the marine environment - climate change mitigation; in human security - the fight against piracy and human trafficking. The choice of the mentioned elements is justified by their role in Australia and India’s activities within maritime strategies and their influence on other elements of the maritime security matrix. The article starts with a description of Bueger’s matrix in the context of the evolution of the maritime security concept in international relations. The second part outlines the centrality of the Indian Ocean in Indian and Australian modern military and economic security. The third part explores and explains the roots of Indian maritime security thinking, and the fourth investigates the evolution in Australia’s attitude toward maritime affairs. The final part presents the developments in Indo-Australian bilateral cooperation in the 21st century.

Abstract:
Loreto es un lugar de contrastes. Es el departamento más grande del Perú, pero se encuentra entre los de menor densidad poblacional. Su capital, Iquitos, está más cerca de los estados fronterizos de Brasil y Colombia que de las capitales de sus regiones vecinas en el Perú - San Martín y Ucayali. Sólo se puede llegar a Iquitos por vía aérea o fluvial, lo que la convierte en una de las mayores ciudades del mundo sin acceso por carretera. Desde la fundación del departamento, la economía de Loreto ha dependido de la explotación de recursos naturales, desde el boom del caucho a finales del siglo XIX y principios del XX hasta la extracción petrolera y explotación de recursos forestales que predomina en nuestros días. Este modelo ha traído consigo daños ambientales significativos y ha producido un patrón de crecimiento lento y volátil, que ha abierto una brecha cada vez más amplia entre la economía de la región y la del resto del país. Entre 1980 y 2018, Loreto creció a una tasa promedio compuesta anual cuatro veces menor a la del resto del Perú. Es decir, mientras el resto del Perú triplicó el tamaño de su economía, la de Loreto creció algo menos que un tercio. En la última década (2008-2018), la región también se ha venido distanciando de sus pares amazónicos en el país (Ucayali, San Martín y Madre de Dios), que han crecido a una tasa promedio anual cinco veces mayor. En este período, el ingreso promedio por habitante en Loreto ha pasado de ser tres cuartas partes del promedio nacional en 2008 a menos de la mitad para 2018. Además del rezago económico - o quizás como consecuencia de él -, Loreto también se ubica entre los departamentos con peores indicadores de desarrollo social, anemia y desnutrición infantil del Perú. En este contexto, el Laboratorio de Crecimiento de la Universidad de Harvard se asoció con la Fundación Gordon and Betty Moore para desarrollar una investigación que proporcionara insumos y recomendaciones de política para acelerar el desarrollo de la región y generar prosperidad de forma sostenible.
