411. Energizing Rio+20: How the United States Can Promote Sustainable Energy for All at the 2012 Earth Summit

Abstract:
Worldwide, about 1.3 billion people lack access to electricity (one in five people), while unreliable electricity networks serve another 1 billion people. Roughly 2.7 billion—about 40 percent of the global population—lack access to clean cooking fuels. Instead, dirty, sometimes scarce and expensive fuels such as kerosene, candles, wood, animal waste, and crop residues power the lives of the energy poor, who pay disproportionately high costs and receive very poor quality in return. More than 95 percent of the energy poor are either in sub-Saharan Africa or developing Asia, while 84 percent are in rural areas—the same regions that are the most vulnerable to the adverse effects of climate change.

Abstract:
While China has achieved extraordinary economic success in the past decades, its economic structural risks have increased significantly as well. As Chinese top leaders have repeatedly emphasized, economic restructuring is a critical task facing China's economy. To restructure China's economy, the country needs to find a new engine for growth to replace the export and investment led growth model, address social inequality and protect the environment. The key approaches identified by the Chinese government include urbanization, upgrading the manufacturing sector and developing strategic industries. However, through in-depth analysis, this paper finds that the effectiveness of these measures remains in question as they fail to target at all the root causes of China's economic problems.

Abstract:
The Copenhagen Climate Summit in 2009 was aimed at building on an international agreement through a new environmental accord for the post-Kyoto period (2008-2012), including new targets for greenhouse gas emissions. Although various options have been suggested since then, no definite agreement has yet been achieved. The recent United Nations Climate Change Conference in Durban, South Africa further negotiated the implementation of the Convention visa- vis the Kyoto Protocol, the Bali Action Plan, and the Cancun Agreements. The main outcome included the decision to adopt a universal legal agreement on climate change as soon as possible and no later than 2015. This commentary looks at the strengths and problems faced with the Protocol and what will constitute a fair differentiation of commitments among countries to address the issue more effectively post-Kyoto.

417. Are Closed Areas the Solution for Fisheries Management?

Abstract:
There is strong scientific consensus that closed areas contribute towards increased abundance of fish, protect against the risk of fishery collapse, and guard against the shortcomings of other environmental management tools. Studies at some areas have shown that protected spots experienced a rapid increase in fish numbers. While closed areas may offer promise for the conservation and management of marine fisheries and their habitats, there are however, mixed views on their benefits. Critics argue that most commercial species are too mobile to benefit from closed areas; whereas fishermen worry that it would reduce their fishing grounds, and thus affect their catches. Cheryl summarises that well enforced closed areas have great potential to maintain or enhance fishery catches and increase sustainability, but they cannot be considered as the solution to the problem of dwindling global fisheries stocks. The potential in improving fisheries management towards better yield will be limited unless the roots of management failures are addressed. These hugely requires reductions in fishing mortality, better enforcement strategies, improved design and selection of suitable sites as fisheries closed areas, and increased transboundary cooperation among countries on migratory fish species.

Every year, the UN climate negotiations seem to fail the test of saving the global climate in the public eye. The expectations placed on the UN climate regime are simply too high. The great expectations of the UN climate regime—and the subsequent inability to meet them–are damaging, as they resonate with sceptics of international climate policy and UN multilateralism in general. The world has changed since the early 1990s, when post-Cold War optimism provided fertile ground for establishing several environmental regimes. The new geopolitical and domestic realities provide the backdrop for the progress that can be achieved through multilateral climate negotiations. However, the UN climate regime plays a crucial role by catalysing climate action, building a common vision between different states, enhancing transparency, and promoting the diffusion of novel policy ideas and instruments. The role of the UNFCCC could be further strengthened by allowing it to act as an orchestrator which coordinates the array of initiatives.

419. Ripe and ready for Rio+20? The UN conference on sustainable development and the European Union

Abstract:
The UN Conference on Sustainable Development (Rio+20) marks a historic opportunity to address unsustainable trends in economic, social and environmental development multilaterally. Still, on the eve of Rio+20, the international community lacks consensus and leadership. The European Union has taken a very proactive and constructive role in the preparations for Rio+20. However, the EU's commitment to the sustainable development agenda is not shared equally across its policies or member states. This weakens the EU's strategic position in the negotiations. Disagreements between Rio+20 parties cut across all the main items on the agenda. In particular, the topic of the “Green Economy” brings old clashes between developing economies and post-industrialized countries back to the fore. The key question relates, on the one hand, to the right to determine development strategies, and on the other hand, to the division of responsibilities between countries. On a more optimistic note, the need for institutional reform and joint sustainable development objectives has been widely acknowledged. In addition, much progress can still be made in the 15 thematic areas of sustainable development. This may compensate for the lack of unanimity on grand paradigms. It is of utmost importance for a successful outcome that the Union works in unison, with clear negotiation mandates, and coordinates its views effectively throughout the process. Success at Rio+20 may also help to increase the EU's own coherence with regard to sustainable development in the future.

Streetcars are the latest urban planning fad, stimulated partly by the Obama administration's preference for funding transportation projects that promote "livability" (meaning living without automobiles) rather than mobility or cost-effective transportation. Toward that end, the administration wants to eliminate cost-effectiveness requirements for federal transportation grants, instead allowing non-cost-effective grants for projects promoting so-called livability. In anticipation of this change, numerous cities are preparing to apply for federal funds to build streetcar lines.
