721. The Unbearable Lightness of Regulatory Costs

Abstract:
Will unbearable regulatory costs ruin the US economy? This specter haunts official Washington, just as fears of communism once did. Once again, the prevailing rhetoric suggests, an implacable enemy of free enterprise puts our prosperity at risk. Like anti-communism in its heyday, anti-command-and-control-ism serves to narrow debate, promoting the unregulated laissez-faire economy as the sole acceptable goal and standard for public policy. Fears of the purported costs of regulation have been used to justify a sweeping reorganization of regulatory practice, in which the Office of Management and Budget (OMB) is empowered to, and often enough does, reject regulations from other agencies on the basis of intricate, conjectural, economic calculations.

Abstract:
The cooperation between the Russian Federation, the People's Republic of China, and Japan in the field of energy is one of the major factors defining the foreign policies of these countries and determining the strategic environment in Northeast Asia. For several years now, each of the three countries has been considering means of ensuring long-term energy security (Japan and China), and the appropriate use of existing energy potential to modernise the state and improve its international standing (Russia).Although the energy cooperation between these countries is still of a limited scope, the dynamic development of the regional energy markets is to be expected, given the fast changing international setting. The nature of future relations between the three powers (whether cooperative or confrontational) in the field of energy will have an impact on both regional and global security, particularly if one considers the growing political and economic significance of the Asia-Pacific region. An analysis of the present state of this cooperation and of its future prospects entails a discussion of the existing international and domestic conditions determining the policies of the three main actors: Russia, China, and Japan.

Abstract:
Spurred by world events, energy security has vaulted to the top of the US political agenda. Concerns about supply interruptions and rising prices sped approval of an energy bill which Congress had in the works for nearly five years. Moreover, the growing prominence of the nation's energy challenges, drew special attention from President Bush in his 2006 State of the Union Address, sparking a renewed search for viable alternative fuels. Of those, ethanol is receiving the lion's share of attention. This paper will argue that the new US focus on energy alternatives will undoubtedly impact the ethanol and agriculture markets. However, this discussion will also advance the notion that a key element of an effective ethanol strategy from both cost and environmental perspectives lies in forging technological and open trading relationships in the Western Hemisphere, particularly with Brazil and Canada.

China and Iran are important geopolitical actors as well as major players in the global energy market. In recent years, the Sino-Iranian relationship has broadened and deepened. Energy cooperation is the main axis around which this partnership revolves. As a result, China is a stakeholder in the outcome of the diplomatic crisis that has been brewing over the Iranian nuclear program. The relationship between China and Iran deserves careful scrutiny, not the least because their strategic motivations remain ambiguous and their dealings with each other lack transparency.

A peaceful, amicable relationship between Taiwan and the People's Republic of China (PRC) is essential to prosperity and security in and beyond the Taiwan Strait. Anticipating the future direction of cross­strait relations is thus very important. But it is also very difficult, not least because key trends in the Strait seem to be headed in opposite directions. On the one hand, the scope and intensity of cross­strait interactions are expanding rapidly, creating shared interests on the two sides and eroding resistance to closer cross­strait ties. On the other hand, popular support for political unification within Taiwan is declining, and the percentage of Taiwan residents who think of themselves as Taiwanese, not Chinese, is rising.

Abstract:
The Iranian nuclear issue has entered a critical phase. A draft UN Security Council resolution has been circulated that could pave the way for political and economic sanctions. Should these fail to change Iran's position, the likelihood of military action will grow towards the end of 2006 and into 2007. At the same time, high oil prices have bolstered Iran's ability to defy demands that it give up uranium enrichment and provide greater transparency with respect to its nuclear program. Given current supply, demand and price indicators, oil provides Iran with a very potent weapon with which to respond to punitive measures. However, the economic and political fallout produced by the use of the oil in this way makes it likely Tehran would use such a weapon cautiously.

"America is addicted to oil," President George W. Bush told the nation in his January 31 State of the Union address, "which is often imported from unstable parts of the world." Spelling out a plan for using technology "to develop cleaner, cheaper, more reliable alternative energy sources," the president set a worthy goal to "make our dependence on Middle Eastern oil a thing of the past." Although the president's long-term vision is of a country less dependent on petroleum, a near-term solution for being less reliant on "unstable" sources of energy can be found in encouraging resource-rich nations in the Western Hemisphere to adopt sound policies for developing their oil and gas industries. Without a concerted effort right now engaging government and industry, however, we may witness some countries with vast potential embrace statist models that squander their natural resources and make them less reliable and less stable partners.

In a June 4 speech marking the anniversary of the death of his predecessor, Ayatollah Ruhollah Khomeini, Iranian supreme leader Ayatollah Ali Khamenei issued a warning to the United States in the crisis of over Iran's nuclear program. “If the Americans make a wrong move toward Iran, the shipment of energy will definitely face danger, and the Americans would not be able to protect energy supply in the region,” Khamenei said. This raises questions about the strength of the Iranian military and how the United States could counter it, using military power, alternative export routes, or a combination of both.

In his January 31 State of the Union address, President George W. Bush declared that America was “addicted to oil” and urged spending on technologies “to break [that] addiction.” Noting that oil is often imported from unstable parts of the world, he set a goal of replacing more than 75 percent of U.S. oil imports from the Middle East by 2025. Depending on exactly what Bush means by that statement, such a policy could have huge significance for U.S. policy in the region, or it could be less than meets the eye.
