Abstract:
In December 2011, parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Durban Platform for Enhanced Action, which launched a new round of negotiations aimed at developing "a protocol, another legal instrument or an agreed outcome with legal force" for the post-2020 period. The Durban Platform negotiations got underway this year and are scheduled to conclude in 2015. This Viewpoint analyzes the elements of the Durban Platform and the possible role that a new instrument might play.

This paper introduces ƐCPR, country performance ratings that support Norway's Energy+ initiative by monitoring the progress of 153 countries in reducing the CO2 emissions intensity of energy consumption. It develops annual ƐCPR ratings for the period from 2001 to 2010.

403. Renewables in the Energy Transition: Evidence on Solar Home Systems and Lighting-Fuel Choice in Kenya

Abstract:
We study the determinants of households' choices of lighting fuels in Kenya, including the option of using solar home systems (SHSs). The paper adds new evidence on the factors that influence the introduction and adoption of decentralized and less carbon‐intensive energy sources in developing countries. We capitalize on a unique representative survey on energy use and sources from Kenya, one of the few relatively well‐established SHSs markets in the world. Our results reveal some very interesting patterns in the fuel transition in the context of lighting‐fuel choices. While we find clear evidence for a crosssectional energy ladder, the income threshold for modern fuel use – including solar energy use – is very high. Income and education turn out to be key determinants of SHSs adoption, but we also find a very pronounced effect of SHSs clustering. In addition, we do not find a negative correlation between grid access and SHSs use.

Abstract:
This literature review summarises selected theories of institutional change, with a particular emphasis on issues relevant to the Climate Change and Rural Institutions (CCRI) research programme. The review focuses on concepts that can be applied in understanding how and why meso level institutions operating at district and provincial levels respond or fail to respond when faced with climate change related upheavals. The review examines the concepts of path dependency, gradual institutional change and institutional bricolage, and how these tools might be used to understand processes of change in meso level institutions when faced by catastrophic environmental change.

405. Direct Distribution of Oil Revenues in Venezuela: A Viable Alternative?

Abstract:
Venezuela is a textbook example of a resource-dependent country—between 1950 and 2008, oil generated over a trillion dollars of income for the state. Nevertheless, Venezuela currently combines an economy that is stagnant, despite high oil prices, with an increasingly authoritarian government. The authors argue that large oil rents that accrue to the state, together with a lack of formal and transparent mechanisms to facilitate citizen oversight, are a large part of the problem. They consider the nature of the fiscal contract between the Venezuelan government and its people. This has been characterized by increasing discretion of the executive; only a small share of the rents is now subject to political oversight within the framework of the budgetary system. The authors consider the case for direct distribution of rents, distinguishing it from a populist approach to transfers as effected through Venezuela's misiones. They also report on focus group discussions of the directdistribution approach and the political viability of direct transfers.

Abstract:
A key outcome of the Seventeenth Conference of the Parties (COP-17) of the United Nations Framework Convention on Climate Change (UNFCCC), held in Durban, South Africa, late in 2011 — the Durban Platform for Enhanced Action — represents an important milestone in the history of climate negotiations. This is because it departs from the long-standing and problematic dichotomous division of the world's countries into those with serious emissions-reduction responsibilities and the others — with no such responsibilities whatsoever. That distinction, now apparently abandoned, has prevented meaningful progress for decades. The Durban Platform — by replacing the Berlin Mandate's (1995) division of the world into a set of countries with ambitious responsibilities and another set of countries with no responsibilities — has opened an important window. National delegations from around the world now have a challenging task before them: to identify a new international climate policy architecture that is consistent with the process, pathway, and principles laid out in the Durban Platform, while still being consistent with the UNFCCC. The challenge is to find a way to include all key countries in a structure that brings about meaningful emission reduction on an appropriate timetable at acceptable cost, while recognizing the different circumstances of countries in a way that is more subtle, more sophisticated, and — most important — more effective than the dichotomous distinction of years past.

The U.S. electric-vehicle industry has posted impressive growth over the last decade, with hundreds of companies now advancing the plug-in electric vehicle (PEV) market. But there is still much to do to further the transition to electric-drive vehicles. It will take a sophisticated set of policy tools and local action to spur manufacturers, utilities, localities, and states to fully commercialize PEVs.

Regardless of many benefits available to Russia from adopting a more practical approach to climate mitigation, the country remains on the outskirts of the international climate policy debate—an important element of foreign policy in this decade. Russian leaders tend to point to the post-Soviet decline of Russia's greenhouse gas emissions as a major contribution to global climate mitigation efforts. Yet, because the country's carbon intensity remains very high, that stance undermines Russia's role as a serious global climate actor.

409. The Hunger Grains: The fight is on. Time to scrap EU biofuel mandates.

Abstract:
In 2009, EU governments committed to sourcing 10 per cent of transport energy from renewable sources by 2020: they are set to meet this target almost exclusively using biofuels made from food crops. By putting a mandate in place, European governments are propping up powerful industry and farming lobbies without spending a penny from national budgets: as direct subsidies and tax exemptions are phased out, the cost is increasingly borne by the consumer. For example, by 2020 biofuel mandates are likely to cost UK consumers between £1bn and £2bn more each year—that's about £35 from every adult—and to cost German consumers between €1.37bn and €2.15bn more—up to €30 per adult. EU governments have replaced subsidies paid out of the public purse with a subsidy that consumers, often without their knowledge, pay directly to big business.

410. Shale Gas and the EU Internal Gas Market: Beyond the Hype and Hysteria

This paper analyses the interplay between shale gas and the EU internal gas market. Drawing on data presented in the 2012 International Energy Agency's report on unconventional gas and additional scenario analyses performed by the Joint Research Centre, the paper is based on the assumption that shale gas will not fundamentally change the EU's dependence on foreign gas supplies. It argues that attention should be shifted away from hyping shale gas to completing the internal gas market. Two main reasons are given for this. First, the internal gas market is needed to enable shale gas development in countries where there is political support for shale gas extraction. And second, a well-functioning internal gas market would, arguably, contribute much more to Europe's security of supply than domestic shale gas exploitation. This has important implications for the shale gas industry. As it is hard to see how subsidies or exemptions from environmental legislation could be justified, shale gas development in Europe will only go ahead if it proves to be both economically and environmentally viable. It is thus up to the energy industry to demonstrate that this is the case.
