Abstract:
How many of you have had the experience of touring an older industrial city, perhaps in the company of a local booster keen to describe the city's glorious past, exhibit its vibrant present, and sketch its exciting future? You're likely to have been shown the redeveloped business district, with some gleaming skyscrapers, transportation hubs, and commercial redevelopment. Much would have been made of the "world-class," "cutting-edge," and "competitive" facilities businesses could find there.

532. Out of the Glass Niche and into the Swimming Pool: the Transformation of the Sirena figure in Concha Méndez's Surtidor: Poesías

Abstract:
The present study is an exploration of revisionist mythmaking in Concha Méndez's Surtidor: poesías (1928), specifically of the Generation of 27 poet's appropriation and inscription of the androcentric myth of the siren/mermaid into female discourse, as seen through three poems: "Nadadora," "Natación," and "Bar". Through an analysis of these poems I show that Méndez dismantles the conventional "sirena" figure and revises her to suit a modern woman. In her appropriation of the "sirena," Méndez replaces the antiquated siren/ mermaid of masculine hegemonic discourse with an athletic, capable, and liberated water woman who decides her own destiny. In presenting a woman who frees herself from the restrictions of male subjectivity, Concha Méndez proposes an alternative model for female iconography—a siren singing a song rarely listened to, a song of feminine freedom and self-determination that would set the poet apart from her contemporaries for many years.

Josefina Aldecoa intertwines history, collective memory and individual testimony in her historical memory trilogy: Historia de una maestra, Mujeres de negro and La fuerza del destino. In the series, Gabriela and her daughter Juana navigate through the Second Republic, the Spanish Civil War, the Spanish postwar and exile, and Spain after the death of Franco. Through the central theme of education, Aldecoa is able to express her own personal experiences of contemporary Spain alongside a generation's collective experiences. In this way, individual testimony and collective memory are fused through representations of education in Aldecoa's trilogy.

Anna Maria Martínez-Sagi is a largely forgotten but immensely evocative voice in the liberal-progressive press of nineteen-thirties' Spain. In particular, she is remarkable for being one of very few female writers of the time who were also active sportswomen, as well as being fiercely Catalanist and pro-women, in an inclusive sense. This article looks at her contribution to the debate on physical culture in Catalonia at the time, with reference to other writers concerned with the subject, and aims to capture in some small way the energy and humour which characterized her columns and reports.

It has been more than two years since President and Chief of Army Staff Pervez Musharraf pledged to reform Pakistani society by reversing the trend of Islamist extremism. In a televised speech, he promised a series of measures to combat extremism. One of the key issues was to bring all madrasas – the religious schools that educate many Pakistani children – into the mainstream and to increase scrutiny of them by controlling funding and curriculum.

536. Commune-Level Estimation of Poverty Measures and its Application in Cambodia

In this study, we combined the Cambodian socioeconomic survey for 1997 and the country's population census of 1998 to produce poverty measures at the commune-level in Cambodia using the small-area estimation technique developed by Elbers, Lanjouw and Lanjouw. While there are a number of communes for which the standard errors associated with the estimates are too high, we found that they are on average small enough to be useful. We illustrate the application of poverty maps with reference to education programmes.

537. The Medium- and Long-term Effects of an Expansion of Education on Poverty in Côte d'Ivoire: A Dynamic Microsimulation Study

Abstract:
I use a dynamic microsimulation model to analyse the distributional effects of an expansion of education in Côte d'Ivoire in the medium and long term. The simulations are performed in order to replicate several policies in force or subject to debate in this country. Various hypotheses concerning the evolution of returns to education and labour demand are tested. The direct effects between education and income as well as the different transmission channels, such as occupational choices, fertility, and household composition, are analysed. The effects of educational expansion on the growth of household incomes, their distribution and poverty depend very crucially on the hypothesis made on the evolution of returns to education and labour demand. If returns to education remain constant and the labour market segmented, the effects will be very modest.

This report, the most recent of several SSRC projects related to knowledge production, research networks and capacity building in sub-Saharan Africa, concerns the state of collaboration between U.S. and South African higher education institutions around social science research and other areas linked to the extraordinary changes that have (and are) taking place in post- apartheid South Africa's higher education system. Conducted and written by Beth Whitaker, an assistant professor of political science at the University of North Carolina, Charlotte and former program associate at the American Council on Education's Association Liaison Office for University Cooperation in Development, the study inventories recent partnerships with an eye toward the future. Political transformations in South Africa catalyzed a flood of student exchange programs, individual research partnerships between U.S. and South African scholars, and broader efforts in establishing institutional linkages around research, advanced training, and in addressing the extreme inequities of a higher education system bifurcated along racial lines (an issue far from unfamiliar in the U.S. context). In focusing on these broader institutional connections, the study demonstrates some overlaps and some significant gaps (especially the paucity of cross-national institutional collaborations on HIV/AIDS). It also calls attention to the unevenly distributed participation in partnerships—with historically black and disadvantaged institutions in both countries less able to establish networks internationally for mutual benefit. It should be an important resource for those institutions planning future collaborations, which will hopefully address some of the gaps that have been identified in the study. While the research for the study was primarily conducted in 2002-3 with the support of the National Science Foundation, Prof. Whitaker updated the results for the purposes of this publication in the Spring of 2004.

Abstract:
Participants in the annual symposium on The Brookings-Wharton Papers on Urban Affairs—convened by Brookings and the University of Pennsylvania's Wharton School—present research on issues unique to urban areas as well as on broader economic and policy topics that can apply to urban settings. This year's participants focused on urban education and presented findings on the results of an experiment designed to detect cheating on standardized tests, the impact of school reform in an urban setting, the effect of school quality on housing values, and the determinants of improved academic performance. Two other studies addressed other urban economic issues: the increase in economic inequality across and within geographic regions, and local variation in land use regulations. This year's Brookings-Wharton symposium took place at Brookings in October 2002. The resulting bound volume is due out this month from the Brookings Institution Press.
