Income inequality is rising, and in this article, AEI visiting scholar N. Gregory Mankiw looks at the statistical evidence and causes. Government policy, he says, is unlikely to be the culprit because inequality has risen in Democratic and Republican administrations--we need to look instead at skills-based technological change and educational attainment. Education, Mankiw says, is key to understanding the broader trends, but it cannot fully explain the incomes of the super-rich.

When pundits discuss the influence of sports on American culture, they often emphasize the negatives: Michael Vick and dog fighting, the steroids scandals in baseball, lewd fan behavior in football, or doping incidents in cycling and track. But below the radar of popular athletic culture is something that has profoundly shaped the lives of millions of Americans for the better: youth sports. A growing body of research is showing the social and economic benefits of participation in youth sports to be surprisingly large and overwhelmingly positive. Other things being equal, if a kid plays sports, he will earn more money, stay in school longer, and be more engaged in civic life.

Abstract:
This paper analyzes a relatively neglected facet of the complex debate regarding human capital–higher (or tertiary) education. It addresses five broad questions examining higher education in developing countries. One, are the economic effects of higher education on developing countries different from those in industrialized countries, with its links with labor markets of lesser importance than its impact on institutional development? Two, how does the impact of higher education depend on the type of education and its beneficiaries? Three, with the state unable to meet growing demand pressures, what should be the proper role of the state to ensure not just quality but also equity and access? Four, how should countries rethink the provision of higher education in an "open economy" from seeking education abroad or encouraging foreign providers into the country or simply linking domestic institutions with foreign quality assurance mechanisms? And five, do new technologies offer developing countries a new paradigm to expand the provision of high quality but low cost higher education? The aim is not to provide categorical answers to these complex questions, but rather highlight the analytical and empirical lacuna with regard to each of these questions.

395. The Fiscal Impact of a Large-Scale Education Tax Credit Program

In this paper we estimate the budgetary impact of the Cato Institute's Public Education Tax Credit model legislation on five states and presents a generalized spreadsheet tool (“the Fiscal Impact Calculator”) that can estimate the program's effect on any other state for which the necessary input data are supplied. It is estimated that, in its first 10 years of operation, savings from the PETC program would range from $1.1 billion for South Carolina to $15.9 billion for Texas. Illinois, Wisconsin, and New York are estimated to enjoy 10-year savings within that range.

396. The Determinants of Child Weight and Height in Sri Lanka: A Quantile Regression Approach

Abstract:
Reducing child malnutrition is a key goal of most developing countries. To combat child malnutrition with the right set of interventions, policymakers need to have a better understanding of its economic, social and policy determinants. While there is a large literature that investigates the determinants of child malnutrition, it focuses almost exclusively on mean effects of these determinants. However, socioeconomic background variables and policy interventions may affect child nutrition differently at different points of the conditional nutritional distribution. Using quantile regressions, this paper explores the effect s of variables such as a child's age, sex and birth order; household expenditure per capita; parental schooling; and infrastructure on child weight and height at different points of the conditional distributions of weight and height using data from Sri Lanka's Demographic and Health Survey. Results indicate that OLS estimates can be misleading in predicting the effects of determinants at the lower end of the distributions of weight and height. For example, even though on average Sri Lankan girls are not nutritionally-disadvantaged relative to boys, among children at the highest risk of malnutrition girls are disadvantaged relative to boys. Likewise, although expenditure per capita is associated with strong nutritional improvement on average, it is not a significant determinant of child height or weight at the lower end of the distribution. Similarly, parental education, electricity access, and the availability of piped water have larger effect son child weight and height at the upper quantiles than at the lower quantiles. The policy implication is that general interventions—parental schooling, infrastructure and income growth—are not as effective for children in the lower tail of the conditional weight and height distributions. These children, who are at the highest risk of malnutrition, are likely to need specialized nutritional interventions.

In 2006 the Indian Parliament passed legislation reserving an additional 27 percent of seats in all institutions of higher learning, funded by the central government, for the category of socially disadvantaged groups officially known as "Other Backward Classes." At a time when India is opening its economy to global competition, this initiative has re-ignited the debate on the efficacy of reservations and triggered fresh anxieties about the impact of this policy on India's economic growth.

Exemplifying the negative consequences of a variety of inappropriate fiscal and social policies, Zimbabwe has failed to realize its potential to become a strong, independent state, going from the admiration and envy of its neighbours to near-complete collapse and abject poverty. Economic turmoil, caused by failed land reforms and inflation, combined with increased malnutrition, and evaporating access to education, health care, and employment have only exacerbated unrest, particularly for constituencies who receive few benefits from President Robert Mugabe's regime. This paper assesses Zimbabwe's social, political and economic crisis and its impact on Zimbabweans, indicating the steps needed for national recovery and sustainable development.

Abstract:
The Romani community is the most marginalized and disadvantaged ethnic community in Georgia. Although accurate estimates are hard to establish, the population is thought to number up to 1,500 persons, living in multiple small settlements across Georgia. Extreme poverty, unemployment, lack of education and health care, and isolation from larger society comprise several of the major problems the community as a whole is facing. The overall situation for the Roms in Georgia has significantly deteriorated since the Soviet period, leaving the population practically devoid of any means to lift themselves out of their often devastating circumstances.

Following the economic disasters of the 1960s and 1970s, brought on by the statist policies of the political left, America seemed to change course. Commentators called the shift the "swing to the right"-that is, toward capitalism. From about 1980 to 2000, a new attitude took hold: the idea that government should be smaller, that recessions are best dealt with through tax cuts and deregulation, that markets work pretty effectively, and that many existing government interventions are doing more harm than good. President Bill Clinton found it necessary to declare, "The era of big government is over." Today that attitude has virtually vanished from the public stage. We are now witnessing a swing back to the left-toward statism. As a wave of recent articles have proclaimed: The era of big government is back. The evidence is hard to miss. Consider our current housing and credit crisis. From day one, it was blamed on the market and a lack of oversight by regulators who were said to be "asleep at the wheel." In response to the crisis, the government, the policy analysts, the media, and the American people demanded action, and everyone understood this to mean more government, more regulation, more controls. We got our wish. First came the Fed's panicked slashing of interest rates. Then the bailout of Bear Stearns. Then the bailout of Freddie Mac. Then a $300 billion mortgage bill, which passed by a substantial margin and was signed into law by President Bush. No doubt more is to come. All of this intervention, of course, is supported by our presidential candidates. Both blame Wall Street for the current problems and vow to increase the power of the Fed's and the SEC's financial regulators. John McCain has announced that there are "some greedy people on Wall Street that perhaps need to be punished." Both he and Barack Obama envision an ever-growing role for government in the marketplace, each promises to raise taxes in some form or another, and both support more regulations, particularly on Wall Street. Few doubt they will keep these promises. What do Americans think of all this? A recent poll by the Wall Street Journal and NBC News found that 53 percent of Americans want the government to "do more to solve problems." Twelve years earlier, Americans said they opposed government interference by a 2-to-1 margin. In fact, our government has been "doing more" throughout this decade. While President Bush has paid lip service to freer markets, his administration has engineered a vast increase in the size and reach of government. He gave us Sarbanes-Oxley, the largest expansion of business regulation in decades. He gave us the Medicare prescription drug benefit, the largest new entitlement program in thirty years. He gave us the "No Child Left Behind Act," the largest expansion of the federal government in education since 1979. This is to say nothing of the orgy of spending over which he has presided: His 2009 budget stands at more than $3 trillion-an increase of more than a $1 trillion since he took office. All of this led one conservative columnist to label Bush "a big government conservative." It was not meant as a criticism. Americans entered the 21st century enjoying the greatest prosperity in mankind's history. And many agreed that this prosperity was mainly the result of freeing markets from government intervention, not only in America, but also around the world. Yet today, virtually everyone agrees that markets have failed. Why? What happened? To identify the cause of today's swing to the left, we need first to understand the cause and consequences of the swing to the right.
