The 2010 Academic Ranking of World Universities (ARWU) is released today by the Center for World-Class Universities of Shanghai Jiao Tong University. Starting from 2003, ARWU has been presenting the world top 500 universities annually based on a set of objective indicators and third-party data. ARWU has been recognized as the precursor of global university rankings and one of the most influential lists.

Abstract:
There has been considerable progress in school construction and enrollment worldwide. Paying kids to go to school can help overcome remaining demand-side barriers to enrollment. Nonetheless, the quality of education appears very poor across the developing world, limiting development impact. Thus we should measure and promote learning not schooling. Conditional cash transfers to students on the basis of attendance and scores, school choice, decentralization combined with published test results, and teacher pay based on attendance and performance may help. But learning outcomes are primarily affected by the broader environment in which students live, suggesting a learning agenda that stretches far beyond education ministries.

Abstract:
Foreign aid often works, but it is often criticized for being ineffective or even for undermining progress in developing countries. This brief describes a new approach, Cash on Delivery Aid, which gives recipients full responsibility and authority over funds paid in proportion to verified measures of progress. Through the example of using COD Aid to support universal primary-school completion, the brief illustrates a practical approach to aid that holds the promise of making aid more effective and less burdensome by fundamentally restructuring the relationships of accountability among funders, recipients, and their respective constituencies.

The documentary Waiting for “Superman” examines America's failing public education system and calls on Americans to do something about it. Writer/director Davis Guggenheim takes viewers through the entrails of our public schools, showing the horrifying experiences of students across the country (mostly fifth and eighth graders), exposing the policies that led to those experiences, and providing statistics that measure the extent to which our public school system has failed. As part of the exposé, the movie includes several compelling interviews with educators, addressing issues such as the failure of the No Child Left Behind program, the purpose and effects of teachers' unions, the incredibly high dropout rates among public school students, and the impact of failing schools on our economy and society.

360. Do Vouchers and Tax Credits Increase Private School Regulation?

Abstract:
School voucher and education tax credit programs have proliferated in the United States over the past two decades. Advocates have argued that they will enable families to become active consumers in a free and competitive education marketplace, but some fear that these programs may in fact bring with them a heavy regulatory burden that could stifle market forces. Until now, there has been no systematic, empirical investigation of that concern. The present paper aims to shed light on the issue by quantifying the regulations imposed on private schools both within and outside school choice programs, and then analyzing them with descriptive statistics and regression analyses. The results are tested for robustness to alternative ways of quantifying private school regulation, and to alternative regression models, and the question of causality is addressed. The study concludes that vouchers, but not tax credits, impose a substantial and statistically significant additional regulatory burden on participating private schools.
