411. The Senkaku/Diaoyu Islands Territorial Dispute between Japan and China : Between the Materialization of the ‘China Threat’ and Japan ‘Reversing the Outcome of World War II’?

Abstract:
The territorial dispute between Japan and China over the sovereignty of the Senkaku/Diaoyu Islands is framed by economic interests, domestic circumstances, national identity issues, requirements of international law and historical grievances. The article provides an analysis of these issues which are indicative of the bilateral relationship in general. The analysis of the 1972-2010 period traces the reasons for the erosion of the implicit agreement in 1972 and 1978 between the two countries to shelve the territorial dispute, using Constructivist as well as Realist approaches. The second part contains a case study of the 2010 and the 2012/13 Senkaku incidents, the latter and most serious one started by Ishihara Shintaro, the right-wing Governor of Tokyo, when he declared in April 2012 his intention to have his local government buy some of the contested islands from its private owner which prompted the national government of Prime Minister Noda to buy them instead. The ensuing Chinese reaction has led to a crisis in the bilateral relationship which has political, military and economic implications of considerable importance for the future of Japan and China but also for the stability of the whole East Asian region.

Abstract:
In his article “Turkey and the Gulf Dialogue in the Middle East” Şaban Kardaş reflects on the enhancement of the Turkey- Gulf relationship, arguing that both sides have overlapping interests in deepening economic and trade connections as well as in achieving a more equitable settlement to regional disputes. To this end, Kardaş draws on the insights of the TESEV- Derasat workshop on 5 September 2012 where experts discussed the current regional environment, the diverging and converging views on regional issues, the implications of Turkey’s growing involvement in Gulf affairs and the policy options available to the sides. 413. Cypriot Perceptions of Turkey

Abstract:
This report contains the findings of TESEV Foreign Policy Program’s survey of the perception of Turkey in Cyprus. Conducted by Rebecca Bryant and Christalla Yakinthou, the survey aims to understand and represent Turkish and Greek Cypriot assessments of their respective relationships with Turkey today. The report uses a set of fifty extended interviews to present Cypriots’ anxieties, hopes, and fears regarding their relationships with Turkey and possibilities for the future. The report reveals some striking findings. While Turkish Cypriots demand sovereign equality from Turkey; Greek Cypriots are more concerned with the economic performance of Turkey and Greece, rather than the role of Turkey on the future of the island. Both sides think of Turkey’s military presence on the island as an issue and it is also widely believed that Turkey should adopt a more constructive attitude and take concrete steps towards a long-term solution. u rapor TESEV Dış Politika Programı’nın Kıbrıs’ta Türkiye algısını anlamaya yönelik çalışmasının detaylı sonuçlarını içermektedir. 414. What do the COMESA Customs Union and COMESA-EAC-SADC Tripartite Free Trade Area mean for Zambia’s import trade and trade tax revenue?

Abstract:
Zambia has participated actively in the Common Market for Eastern and Southern Africa (COMESA) and Southern African Development Community (SADC) regional integration programmes. Within SADC it is now reportedly a full participant in the SADC Free Trade Area (FTA), granting duty-free and quota-free access to goods originating from the SADC region. It is also a founding participant in the COMESA FTA and is now looking ahead to participate in the establishment of the COMESA Customs Union. The country is also committed to participate in the recently announced Tripartite FTA, which will establish a free trade area and then eventually a customs union, consolidating the regional economic communities of COMESA, SADC, and the East African Community (EAC). Quite often the actual or potential short-term or transitional impacts of the tariff reforms associated with regional integration are not well known. This is the case with respect to Zambia’s commitments to further integration under the forthcoming COMESA Customs Union and Tripartite FTA. ZIPAR therefore undertook a study to assess the potential effects for Zambia of the forthcoming trade reforms implied in both the COMESA Customs Union and the Tripartite FTA. The study made two starting-point observations: on the one hand, the Tripartite FTA is expected to consolidate the internal markets of the three regional economic communities and facilitate duty- and quota-free trade within the common market, subject to rules of origin. This means the Tripartite FTA will define Zambia’s internal trade policy position with other member states. On the other hand, the COMESA Customs Union, with its Common Tariff Nomenclature, Common External Tariff structure and common Customs Management Regulations, will define Zambia and other COMESA Member States’ common external trade policy position. Given Zambia’s ratification of these trade arrangements, it is important for policy-makers to understand the significance of the trade policy reforms implied in both the COMESA Customs Union and the Tripartite FTA. This paper therefore seeks to determine the implications for Zambia of the trade reforms that the country will undertake. It applies the following methods of ex-ante analysis: (1) Import trade and tariff profiling using simple descriptive statistical analysis of trade for the period 2000-2010 and of tariff structures in 2010; (2) Analysis of required trade policy reforms; and (3) Analysis of revenue implications and economic effects using the World Bank’s Tariff Reform Impact Simulation Tool (TRIST). Trade and customs data as well as other data were obtained from authentic national and international sources including the Zambia Revenue Authority, COMESA Secretariat, Central Statistical Office, Ministry of Finance, World Trade Organisation and World Bank, among others. 415. The Iranian Intentions behind Joining the Shanghai Cooperation Organization

Abstract:
China welcomed Iran’s desire to strengthen cooperation in all spheres with the Shanghai Cooperation Organization (SCO) following its official application in April 2007 to become a full member. With the SCO currently growing into strategic alliance between several of the worlds leading energy producers and two of its most hungry consumers; the United States saw an opportunity to establish itself in the region and therefore lobbied for observer status in 2005, however the request was denied. Since then, we have seen the SCO assume an ideological mantle of growing anti-Americanism. Committed to establishing a new international political and economic order, the association of East Asian states known as the SCO was founded as an intergovernmental organization in Shanghai on15th June, 2001. Its six founding countries; China, Russia Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, with Iran, Mongolia and Pakistan holding roles as country observers, have asppired to mitigate the influence of US power in the region, therefore Iran’s application for full membbership has crucial, and possibly underlying aspects to its reasoning. Therefore we would like to present some information about the SCO to specifically present the benefits Iran would gain by full membership.
