Abstract:
In the late 20th century, U.S. petrodollar dominated the world economy. In the 21st century, we are witnessing the rise of the Chinese petroyuan. This ascent could speed up the erosion of the dollar’s dominance after a century of power. The U.S. dollar still accounts for 39% of international payments – more than the euro (33%), English pound (7%), Japanese yen (3%) and Chinese yuan (28%) – but times are changing.

282. From Meseberg to Nowhere? A Franco-German Impetus for the Eurozone

Abstract:
This study analyses the joint efforts by France and Germany to bring about a comprehensive reform of the European currency union. These efforts culminated in the joint Meseberg Declaration adopted in June 2018. The article contextualises these efforts with respect to the reforms realised so far and the different reform options at hand. Besides questions of economic viability and institutional deficits, the article tackles issues of political feasibility. “From Meseberg to nowhere” was the prognosis given by Werner Mussler, economic correspondent for the Frankfurter Allgemeine Zeitung in Brussels. Commenting on the outlook for the joint declaration by the French President and German Chancellor on 19 June, following protracted negotiations at the German Government's official guest house at Schloss Meseberg, near Berlin, the journalist was critical of both the compromises it contained on strengthening the euro area and the chances of these ever being implemented. There is no question that the negotiations on the development of the euro area come at a difficult time. However, there are still good grounds for reaching a different conclusion. Both valid economic and political reasons can be found for the reforms proposed in the declaration, the details of which have yet to be developed. Anyone broaching the subject realistically knows that negotiations on economic and monetary union have always been challenging, due to differing concepts of economic policy and divergent economic needs and interests. At the same time, the two figures responsible for the Meseberg Declaration are both exceptional political personalities whom have shown in the past that they can cope with difficult negotiations, and can achieve remarkable results – on condition that Angela Merkel remains in office.

283. Gulf Powers: Maritime Rivalry in the Western Indian Ocean

Abstract:
The Western Indian Ocean (the Suez Canal, the Red Sea, the Bab el-Mandeb, the Gulf of Aden, the Arabian Sea, the Gulf of Oman, the Arabian/Persian Gulf) is the new Gulf powers’ battlefield. Saudi Arabia and Iran, as already in the Middle East, are vying for hegemony in this sub-region: the Gulf monarchies also compete for influence, especially after the 2017 Qatari crisis and Doha’s boycott by neighbours. Saudi Arabia, Iran, the United Arab Emirates (UAE), Qatar, Oman but also Turkey, struggle to acquire geopolitical leverage in the Western Indian Ocean (WIO). Nowadays, the multipolar system which shapes International Relations maximizes the geostrategic relevance of WIO, at the crossroads between Eastern Africa, the Gulf, and Southern Asia. In these waterways, regional and international players share security and energy interests (as freedom of navigation), but they also compete, more and more, for local alliances, commercial ports, and/or military agreements and bases. In the WIO, China and India are designing rival nodes of influence: the Chinese “One Belt, One Road” initiative (OBOR), which adapted the previous “string of pearls” strategy, pushed New Delhi to counterbalance Beijing’s plans with a policy of connectivity in the sub-region. For the Gulf powers, maritime politics enters a new protagonist season: WIO is its basin. The Gulf “pivoted to East” since the 2010s, in terms of energy export, trade and market routes, investments, and infrastructures. Gulf monarchies’ strategies of economic diversification, as the Saudi “Vision 2030”, have further enhanced this trend: would-be post-oil economies need Foreign Direct Investments (FDI) and partners for infrastructural projects. Saudi Arabia and the United Arab Emirates (UAE) pursue a new interventionist and military-driven foreign policy: this pro-active posture has to be supported by maritime power and sea expertise, as demonstrated by the military operation in Yemen. On the other shore of the Gulf, Iran seeks economic modernization and recovery after years of international sanctions: Iranian port throughput increased after 2015. Asian markets can boost trade and investments in Teheran, helping the Islamic Republic to develop a new set of alliances since Iran also aims to upgrade its naval power. Gulf powers’ maritime competition in the WIO crafts fresh alignments with Asian and Eastern African players, adding to the traditional map of rivalries in the Indian Ocean (India vs Pakistan; China vs India). This intra-Gulf competition can be traced along three vectors of geostrategic influence: commercial ports, military agreements and bases, and choke-points.

284. China's Engagement in Pakistan, Afghanistan and Xinjiang: Will China's Root Cause Model provide regional stability and security?

In the latest policy report in DIIS’s Defence and Security Studies series, Lars Erslev Andersen and Yang Jiang discuss the potential of China’s approach to stabilising security conditions in Pakistan and Afghanistan through development. The report explores China’s westward policy by analysing the opportunities and obstacles related to its flagship Belt and Road Initiative (BRI) in South Asia, in particular the China–Pakistan Economic Corridor (CPEC). One aspect of the philosophy behind the CPEC is that lifting people out of poverty by providing them with better opportunities for jobs and incomes and hence improved living conditions will reduce the attractions of violent extremism and the inclination to indulge in it, thereby enhancing stability. This so-called Root Cause model draws on China’s experience of successfully lifting more than 600 million of its own citizens out of poverty due to the reform policy that has changed China rapidly over the past forty years, especially in the big cities in eastern China. However, the model has had mixed results in western China, especially in Xinjiang province. As this issue can shed light on the kinds of problems that China will face in Afghanistan and Pakistan, the report explores the situation in Xinjiang by investigating how it is conducting its policy there. The report outlines this development, which brings the Root Cause model into question to some extent, thus identifying some of the challenges that China will face in trying to stabilise conflict-torn parts of Pakistan and Afghanistan ‘the Chinese way’. Following these observations, the report takes a closer look at China’s economic diplomacy in Afghanistan. The last section discusses China’s increasing role in mediating between Afghanistan, Pakistan and the Taliban. Whether the Chinese approach to the situation in Pakistan and Afghanistan proves to be a sustainable way of providing stability and achieving results is the question addressed in the report’s conclusion.

285. Multiple Moves: How Will Turkey Exploit its Economic Presence in Northern Syria?

Abstract:
Turkey has recently stepped up its economic presence in the cities of northern Syria, including Al-Bab, Jarablus, and Azaz, among others. Those cities are now controlled by the Syrian opposition with the assistance of the Turkish army through two military operations between 2016 and 2018 dubbed Euphrates Shield and Olive Branch. Turkey has worked to rehabilitate the basic services of electricity, education and health in these cities in cooperation with private Turkish companies, as well as promoting the export of various goods to these cities. Through its presence there, Turkey is aiming to achieve numerous goals in line with its vision towards the trajectories of the Syrian conflict, and its position, in the coming phase.

286. Numerous Factors: Can Sudan Overcome the Inflation Crisis?

Abstract:
Sudan grapples with an acute economic crisis, as the inflation rates spiked to unprecedented levels in the past months, causing a severe liquidity crunch due to the cash-strapped banking system. This has coincided with the constant plummeting of the Sudanese pound against the dollar in the past period. The current compound crisis has ensued from the drop in the country’s oil export revenues in the wake of the secession of South Sudan in 2011, while other resources, such as gold, have not been able to fill the growing trade deficit. To contain this crisis, the government should continue its efforts to adhere to its recent economic reform program and to strengthen monetary and fiscal policies to address the existing economic distortions.

Abstract:
Southeast Asia is no mere strategic sideshow. For centuries, it has been geopolitically important due to the sea lanes that pass through it, its proximity to and abutment of India and China, and the resources to which it plays host. The United States should strive to shape a Southeast Asia that is at peace with itself and its neighbors; is characterized by states that are strong, independent, and prosperous; and is home to governments that are resilient, responsive, and accountable. Washington should adopt a comprehensive strategy—with security, economic, and governance pillars—to achieve those ends. Should the United States succeed, it will ensure a regional balance of power favorable to the United States and its friends and allies, shore up the liberal international order, deepen prosperity at home and in Southeast Asia, and advance freedom in the region.

The CCP’s development of the ‘social credit’ system is another step in the Party’s long exploration of ways to fuse political control and economic prosperity. The expanding global reach of China’s economy means that social credit’s fusion of social and political control will also be used to bend entities outside China’s borders towards the Party’s political objectives. Dozens of international airlines, including four US airlines, recently discovered what this means in practice.

Abstract:
The purpose of this paper is to examine the prospects of China Pakistan Economic Corridor (CPEC) from a stakeholder’s perspective. The identification and communication of stakeholders can play a vital role in identifying the perceptions of all who are directly or indirectly involved in a project. Moreover, this study focuses on the general nature of stakeholders and their awareness about the mega project. An exploratory study was conducted through a structured survey instrument to tap the awareness and opinions of the stakeholders connected to the likely benefits of CPEC. The results revealed interesting findings relating to their opinions about CPEC. The study further suggests some important implications and future directions to introduce an inclusive approach to mitigate the misconceptions about CPEC.

Abstract:
On November 5th, 2018, the Trump administration re-imposed severe sanctions on Iran. These sanctions, which President Obama called the “toughest sanctions ever faced by the Iranian government,” were lifted by the 2015 Joint Comprehensive Plan of Action (JCPOA), also known as the Iran Deal. The JCPOA was signed with a view to blocking Iran’s alleged pursuit of nuclear weapons, allowing international inspectors into Iran in return for sanctions relief. Withdrawing the United States (US) from the deal was a prominent promise of Donald Trump leading up to the presidential elections of 2016. In a May 2018 speech that described the deal as rooted in “fiction,” President Trump made good on his promise to leave the JCPOA and to move to unilaterally re-impose sanctions on Iran.
