1. Digitalisation and its Impact on SME Finance in Sub-Saharan Africa: Reviewing the Hype and Actual Developments

Abstract:
The vast majority of enterprises worldwide can be categorized as small and medium-sized enterprises (SMEs). They play a crucial role in providing a livelihood and income for diverse segments of the labour force, in creating new jobs, fostering valued added and economic growth. In addition, SMEs are associated with innovation, productivity enhancement as well as economic diversification and inclusiveness. However, almost half of the formal enterprises in low and middle-income countries (LMICs) are financially constrained, meaning that SMEs’ financing needs are unserved or underserved. Digitalisation is often seen as game changer that overcomes the challenges of SME finance by capitalising on the reduced transaction costs, the broader access to more and alternative data and the new customer experience shaped by convenience and simplicity. This paper aims to answer the question what the role of digital financial instruments in SME finance in Sub-Saharan Africa is. It reviews and discusses the opportunities and challenges of digital advances for SME finance in general and of three specific financing instruments, namely mobile money (including digital credits), crowdfunding (including peer-to-peer lending) and public equity. It contrasts the hype around digital finance with actual market developments and trends in Africa. Main findings indicate that even though digital advances have led to impressive growth of certain digital finance instruments, it has not triggered a remake of the financial system. Digitalisation of the financial system is less disruptive than many expected, but does gradually change the financing landscapes. Some markets have added innovative and dynamic niches shaped by digital financial services, but new digital players have in general not replaced the incumbents. Furthermore, the contributions of digital instruments to finance in general and SME finance in particular are still very limited on the African continent compared to either the portfolio of outstanding SME finance by banks or the capital raised by similar innovative instruments elsewhere in the world. Many uncertainties remain, most importantly the response of regulators and responsible authorities. They need to provide a suitable legal framework to strike a balance between the innovation and growth aspiration of the digital finance industry and the integrity and stability of markets and the financial system at large. Also regulators have to safeguard data privacy and cybersecurity and prevent illicit financial flows, bad practices around excessive data collection, intransparency and poor reporting as well as exploitation of vulnerable groups with limited financial literacy. Governments also have to address the increasing gap towards those left behind by digital finance due to issues with ownership of a digital device, mobile network coverage and the internet connection or issues of basic digital and financial literacy.

2. The New “Rare Metal Age”: New Challenges and Implications of Critical Raw Materials Supply Security in the 21st Century

Abstract:
When Beijing threatened to restrict China’s export of rare earths (widely used in numerous important civilian and military technologies) to the United States at the end of May 2019, the world was reminded of China’s rare earths export disruption in the autumn of 2010 amid a maritime territorial conflict between China and Japan. In the past few years, the worldwide attention cast on the future supply security of rare earths and other critical raw materials has increased in the United States, the European Union, Japan and other countries owing to the global expansion of “green technologies” (including renewable energy sources, electric vehicles and batteries, and smart grids) and digitalisation as well as equipment and devices embedded with artificial intelligence. In this paper, the term “critical raw materials” (CRMs) refers to raw materials critical to industries that are also import-dependent on them, and to new technologies which often have no viable substitutes and whose supply, besides being constrained by limited recycling rates and options, is also dominated by one or a few suppliers. CRMs include rare earth elements (REEs), which comprise 17 different elements (see Figure 4). The global race for the most advanced technologies dependent on CRMs has intensified the competition for access to as well as strategic control of REEs, lithium, cobalt, copper, nickel and other CRMs. This working paper analyses the global supply and demand balance of three CRMs (REEs, lithium and cobalt, the latter two being major raw materials for batteries) in the foreseeable future and whether ASEAN countries can play a role as producers and suppliers of CRMs. It also examines potential counterstrategies for mitigating and reducing the global demand for CRMs, such as substitution, reduced use of CRMs, and recycling and re-use.

The rapid digital transformation occurring worldwide poses significant challenges for policy makers working within a governance framework that evolved over centuries. Domestic policy space needs to be redefined for the digital age, and the interface with international trade governance recalibrated. In this paper, Dan Ciuriak and Maria Ptashkina organize the issues facing policy makers under the broad pillars of “economic value capture,” “sovereignty” in public choice and “national security,” and outline a conceptual framework with which policy makers can start to think about a coherent integration of the many reform efforts now under way, considering how policies adopted in these areas can be reconciled with commitments under a multilateral framework adapted for the digital age.

Abstract:
From posting photos and videos to tracking physical activity, apps can do almost anything, but while they may seem like harmless fun, they may also pose a threat to personal data and national security. This paper compares the different responses of the United States, Canada and Germany to data risks posed by popular apps such as FaceApp, Facebook, Strava, TikTok and ToTok. These apps and many others store troves of personal data that can be hacked and misused, putting users (and the countries in which they live) at risk.

Abstract:
The paper studies the drivers of productivity at country and sectoral levels over the period 2000-2017 with the focus on the impact of capital accumulation and structure. The analysis confirms an especially important role of ICT and intangible digital capital for productivity growth, particularly in the manufacturing sectors. While backward global value chain participation and EU integration are also found to be instrumental for accelerating productivity growth, the impact of inward foreign direct investment is not robustly detected when the data is purged from the effects of special purpose entities and outlier countries.

Abstract:
The global economy is currently experiencing a new wave of technological change involving new technologies, especially in the realm of artificial intelligence and robotics, but not limited to it. One key concern in this context is the consequences of these new technologies on the labour market. This paper provides a comprehensive analysis of the direct and indirect effects of the rise of industrial robots and productivity via international value chains on various industrial indicators, including employment and real value added. The paper thereby adds to the existing empirical work on the relationship between technological change, employment and industrial growth by adding data on industrial robots while controlling for other technological advancements measured by total factor productivity (TFP). The results indicate that the overall impact of the installation of new robots did not statistically affect the growth of industrial employment during the period 2000–2014 significantly, while the overall impact on the real value added growth of industries in the world was positive and significant. The methodology also allows for a differentiation between the impact of robots across various industries and countries based on two different perspectives of source and destination industries across global value chains.

7. Viral Alarm: When Fury Overcomes Fear

Abstract:
The coronavirus (COVID-19) epidemic has revealed the corruption of Chinese authoritarianism under Xi Jinping. In an unsparing critique, Tsinghua University professor Xu Zhangrun argues that Chinese governance and political culture under the Chinese Communist Party have become morally bankrupt. The Party deceived the Chinese people as the viral outbreak in Wuhan spread across China before developing into a global pandemic. Chinese officials were more concerned with censoring the internet and news of the disease to preserve Xi’s one-man rule than with protecting the people from a public-health disaster. Xu calls on his fellow citizens to reject the strongman politics of the People’s Republic in favor of greater reform and the creation of a constitutional democracy.

Abstract:
In the space of just a few weeks, the COVID-19 pandemic caused by the novel coronavirus has radically transformed the lives of people around the globe. Apart from devastating health consequences for people directly affected by the virus, the COVID-19 pandemic has had major implications for the way people live and work, socialize and love, and make personal, political, and economic decisions. The elbow bump has replaced the handshake. Privately owned communications technologies such as Zoom and Skype have become media of necessity, not of choice. Unemployment is at record levels, the low-wage sector is growing, and short-term work and precariousness is on the rise. The downward mobility trend (Nachtwey 2016) that has been underway in, among others, Western capitalist states for a while, continues to cement itself. Fears of social and personal decline are growing. All of this, and more, harbors the danger of increasing polarizations, (re)producing old and new figures of enmity, hate, and blame. The pandemic has inflicted a level of pain that is deep. War metaphors have been and are being bandied around, enlisting us in a fight in which supposedly we are all together. But as the papers included in this collection show, this “we” is not harmonious, uniform, or even. It cracks across fault lines of poverty, gender, and race. Data from a variety of reliable sources show that African Americans, who suffer disproportionally from poverty, inadequate housing, limited access to good health care, and chronic illnesses such as diabetes and hypertension, are dying from COVID-19 at horrific rates. In the banlieues and cités (public housing complexes) of France food-price spikes have triggered hunger riots. While many of us have had (and have) the privilege to work from home, others, including warehouse packers and front-line workers, have been exposed to deadly hazards at work. Domestic, sexual, and gender-based violence has increased, and stay-at-home measures have exposed women and children who live with violent men to great danger. Restrictions that translate into national-security policies have ramped up anti-migrant sentiments. And across Canada, as well as in other places, people in local nursing homes, seniors’ residences, and single-parent households are disproportionally affected and suffer. Indeed, it appears as if the very fabrics of the social, whatever they were before, are at stake.

9. Toward a Discursive Approach to Growth Models Social Blocs in the Politics of Digital Transformation

The growth models perspective analyzes the role of social blocs in crafting countries’ eco- nomic policies, but its treatment of business power as purely structural prevents it from ad- dressing an important question in the politics of digital transformation: How have new sec- tors with miniscule economic footprints been able to influence economic policy? This paper explores how tech and venture capital successfully lobbied for financial deregulation at the beginning of digital transformation in the United States. The paper argues that explaining the role of social blocs in digital transformation requires incorporating discourse analysis and develops a conceptual framework around three discursive components in the dynamics of social blocs: coordination, persuasion, and performativity. This framework contributes to theory development in the growth models perspective and illustrates how the concept of social blocs can help make sense of the politics of digital transformation.

Abstract:
For years, activists, academics and watchdogs have characterized the spyware industry as out of control, with technology outpacing the laws designed to constrain the industry’s activities. In January 2020, the nefarious potential of such technology was vividly demonstrated when the heir to the Saudi kingdom apparently used Israeli-made spyware to breach the personal phone of the world’s richest man, who owns a leading American newspaper and runs one of the world’s most valuable publicly traded companies. Meanwhile, the growing prevalence of facial recognition technology in authoritarian countries like Russia and the United Arab Emirates, which use it to monitor activists and suppress dissent, has raised increasing alarm among human rights advocates. Perhaps the most egregious example is in China, where the government has used facial recognition technology to racially profile Uighurs, a predominantly Muslim ethnic minority that is concentrated in Xinjiang province, and forcibly lock them up in internment camps. But authoritarian countries are not alone: This technology is now being harnessed for law enforcement and surveillance purposes in many democracies.
