Abstract:
More than half of the global population lives in cities, an increase of 15 percent over the last 35 years. Driven largely by population growth and a search for better living conditions and work opportunities, this trend is expected to continue. With 80% of its population living in cities, Latin America is the second most urbanized region on the planet and is estimated that by 2050 approximately 90% of its population will be urban (UN-Habitat, 2012).

Abstract:
The rise of the fourth industrial revolution (IR) is deeply embedded in a wider context of privatization of knowledge, rising costs of innovation and uneven distribution of capacity between countries. But debates on a ‘balanced’ policy framework to tackle these issues have until now floundered to address some of the fundamental dilemmas of our times. Will the fourth IR render the manufacturing-led model of economic development a thing of the past? Are there new boundaries for innovation and industry in the fourth IR? What should policy do in such an uncertain technological era? This paper addresses these crucial questions and makes a case for comprehensive digital industrial policies that are differentiated and rooted in the broader reality of development and globalization in the fourth IR. The paper maps the new boundaries for innovation and industrialization, after which, it elaborates in detail the market and institution failures in the platform economy that arise from the highly complex nature of technological change and a lack of effective policy oversight. It offers evidence to the effect that although manufacturing as we knew it – with its effects on low and unskilled labour and employment creation - might not continue to exist, it will continue to thrive using high technology skills and R&D, within a new model of industrialization where the knowledge-component of all sectors – agriculture, manufacturing and services – will be on the rise. Countries therefore, need a more nuanced and differentiated industrial policy 4.0 framework that can: (a) sustain overall industrial performance, (b) in a way that helps close the gap to the frontier in a constantly evolving technological landscape, (c) while mitigating the adverse consequences for society, in terms of employment, privacy and latent social fabric. The paper proposes the components of such an industrial policy 4.0 in detail in its concluding section.

Abstract:
United Nations' 2030 Sustainable Development Goals' SDG 5 places gender equality front and centre for sustainable development. The Joint Declaration on Trade and Women's Economic Empowerment on the Occasion of the WTO Ministerial Conference in Buenos Aires in December 2017 brings gender equality to the forefront of trade policy. In the intersection of trade policy and digital technologies, this paper examines how electronic commerce can work towards gender equality, filling a knowledge gap about gender-inclusive governance. Legal-empirical analysis of key regulatory and policy challenges facing women in e-commerce, and identification of vehicles for gender equality at the regional and multilateral level are followed by policy options for promoting women participation in e-commerce. The paper presents a framework for understanding the multiplicity of gender gaps as they manifest themselves in e-commerce models, suggesting potential but also concerns, and advances a multi-level approach to incorporating gender-inclusive e-commerce regulation into trade policy.

Abstract:
In2017,theEconomistproclaimedthatdatawasthenewoil. Justastrade in oil has underpinned the global economy for a century, flows of data— the most valuable resource of the twenty-first century—now drive eco- nomic value. Indeed, in 2017, all five of the world’s most valuable publicly traded companies specialized in digital technologies, whereas just a decade earlier three of the top five companies were in the energy sector. This does not mean that the energy sector has been left behind by the digital revolution. To the contrary, digitalization is at the heart of the tectonic shifts that are starting to reshape the energy landscape. As energy industries produce ever more data, firms are harnessing greater computing power, advances in data science, and increased digital con- nectivity to exploit that data. These trends have the potential to trans-form the way energy is produced, transported, and consumed. An important potential benefit of this digital transformation of energy is a reduction in global emissions of greenhouse gases that cause climate change; the elimination of such emissions from the global economy is known as decarbonization. By enabling clean energy sys- tems that rely on low-carbon energy sources and are highly efficient in using energy, digital innovations in the energy sector can speed decar- bonization. Yet they are not guaranteed to do so. In fact, digital innova- tions could well increase global greenhouse emissions, for example, by making it easier to extract fossil fuels.

Abstract:
Given that much of the global leadership in value creation over the past couple of decades has been driven by the Silicon Valley model – not only a geographic region but a distinct ecosystem of complementary characteristics – the basic question this paper asks is how far Japan’s Abenomics reforms are pushing Japan towards being able to compete in an era dominated by Silicon Valley firms. To answer this, the first section of this paper looks at content of the third arrow of Abenomics. The second section then distills the Silicon Valley ecosystem into its key characteristics, sorts each of these characteristics according to the underlying institutions to put forth a model, and briefly evaluates whether third arrow reforms move Japan closer to a Silicon Valley model of entrepreneurship and innovation.

In recent years, the Middle East’s information and communication landscape has changed dramatically. Increasingly, states, businesses, and citizens are capitalising on the opportunities offered by new technologies, the fast pace of digitisation, and enhanced connectivity. These changes are far from turning Middle Eastern nations into network societies, but their impact is significant. The growing adoption of a wide variety of technologies in everyday life has given rise to complex dynamics that beg for a better understanding. We grew up in a century defined by the Second Industrial Revolution. Today, that revolution is being eclipsed by a Digital Revolution. The uncertainty that we are experiencing in every aspect of our society is the same disorientation that occurred between 1870 and 1910 when the first Industrial Revolution ended and a second one began. It eventually vaulted nations like America and Australia to the top of the world order. But it also produced the Gilded Age, labor unrest, mass migrations, the Great Depression and two world wars. That era is closing, and we are now experiencing the new great dis­ruption that Silicon Valley promised. Digital technology—while solving crucial problems—is creating or compounding others. It has outstripped the capacity of government to control it and amplified the collapse of public confidence in democratic governments. It has inflamed rivalries between those who benefit and those who don’t. It has undermined standards—of altruism and of civility—that are necessary for us to find common ground. To appreciate this, we have to see where we’ve come from. A hundred and fifty years ago, we went through the same thing. Changes in technology revolutionized media, global integration and demographics. The changes were profound. In 1879, during a three-month period, both the electric light and a workable internal combustion engine were invented. Those two inventions alone produced over the next 40 years a dizzying number of new technologies. The telephone, phonograph, motion pictures, cars, airplanes, elevators, X-rays, electric machinery, consumer appliances, highways, suburbs and supermarkets—all were created in a 40-year burst from 1875 to 1915. Technology fundamentally transformed how people live. We’ve known for a while that the structures created by this Second Industrial Revolution were running their course, at least in advanced economies, and that it was being replaced by a new revolution, the digital revolution. Recently, the pace of these advances has started to build exponen­tially, and the pressure has been mounting. Everyone who has had to throw out their CD player for a DVD player for an iPod for an iPhone for Spotify knows what I mean. Further, the pace at which our world is being changed just keeps accelerating. Every year a new massive theory of disruption emerges: “the digital economy,” “the social network,” “the Internet of things,” “sharing economy” and “big data.” Last year, “machine learning”—where machines teach themselves things we do not know—was the buzzword. The word in Silicon Valley this year is “singularity”—where our species itself is altered by technology (gene-editing, bionics, artificial intelligence), creating a new hybrid species.

The Institute for Development and International Relations – IRMO has published the book by Višnja Samardžija, Hrvoje Butković and Ivana Skazlić entitled Industrial Relations in Croatia and Impacts of Digitalisation on the Labour Market. This publication is a result of research activities carried out in Croatia within the project ‘Industrial relations in Central and Eastern Europe: Challenges ahead of economic recovery’ supported by the European Commission (vs/2016/0101) which was implemented between April 2016 and September 2017. The project analysed the existing industrial relations practices in six selected EU Member States (Bulgaria, Romania, Croatia, Estonia, Poland, and the Czech Republic) and one candidate country (FYR Macedonia) in the period of economic recovery in order to formulate recommendations in this field. This publication provides the newest insights about development of the existing practice of industrial relations in Croatia attained through research of primary and secondary sources for the post 2012 period. The aim was to deepen the existing knowledge about industrial relations, but also to analyse possibilities for the future development of industrial relations in Croatia in the context of an emerging digital economy which already has profound implications on the labour market.

50. What the Trump Administration’s NAFTA Priorities Get Right (and Wrong) About Digital Trade

Digital commerce and trade are increasingly important to the global economy. Seven of the ten most valuable firms today are technology companies (Apple, Alphabet, Microsoft, Amazon, Facebook, Alibaba, and Tencent). Data, according to some analysts, is the new oil. A major study concluded that the internet has powered some one-fifth of recent economic growth within the leading economies. Jobs are increasingly dependent on digitization; digital skills are needed for all but two job categories [PDF] in the United States: dishwashing and food cooking. Just as national economies are becoming more digitized, barriers to digital trade are being erected. These barriers limit opportunities for consumers to access global providers and for small- and medium-sized enterprises to reach new customers. It is not only technology firms that suffer; all enterprises with international operations need cross-border data flows to process, analyze, and transfer data about employees, customers, and operations. Global supply chains depend on the flow of goods, data, and services across borders. Moreover, commitment to the free flow of information across borders is essential to freedom of expression. Digital trade is about more than access to markets; it is about access to information. The renegotiation of the North American Free Trade Agreement (NAFTA) is an excellent opportunity to set the gold standard for digital free trade. Despite public pronouncements about the harm free trade causes to the steel and automobile industries, the Donald J. Trump administration, to its credit, recognizes the importance of removing digital trade barriers in its stated objectives for the NAFTA renegotiation [PDF]. In its negotiations with Canada and Mexico, the Trump administration should seek rules limiting data localization, promote a balanced approach to intellectual property protections, support cross-border privacy rules, and remove barriers that hinder the trade of services.
