2301. Measuring the Capability to Raise Revenue. Process and Output Dimensions and Their Application to the Zambia Revenue Authority

Abstract:
The worldwide diffusion of the good governance agenda and new public management has triggered a renewed focus on state capability and, more specifically, on the capability to raise revenue in developing countries. However, the analytical tools for a comprehensive understanding of the capability to raise revenue remain underdeveloped. This article aims at filling this gap and presents a model consisting of the three process dimensions 'information collection and processing', 'merit orientation' and 'administrative accountability'. 'Revenue performance' constitutes the fourth capability dimension which assesses tax administration's output. This model is applied to the case of the Zambia Revenue Authority. The dimensions prove to be valuable not only for assessing the how much but also the how of collecting taxes. Theycan be a useful tool for future comparative analyses of tax administrations' capabilities in developing countries.

Abstract:
Much of recent international relations literature argues conflicts to achieve or to frustrate regional dominance will become more virulent in the future. In this context we examine different approaches in international relations theory regarding the role and importance which they attribute to regional powers. We discuss diverse concepts of power and theoretical approaches that address the topics of power relations and power hierarchies in international politics. Marking differences as well as common grounds with the more traditional concept of “middle powers”, we sketch an analytical concept of regional powers adequate for contemporary international relations research. The paper concludes with reflections on the relationship between regional powers and regional integration and a short discussion of the analytical value of the concept of cooperative hegemony for the study of regional powers.

Abstract:
The article provides a critical discussion of the literature on “patrimonialism” and “neopatrimonialism” as far as the use in Development Studies in general or African Studies in particular is concerned. To overcome the catch-all use of the concept the authors present their own definition of “neopatrimonialism” based on Max Weber's concept of patrimonialism and legal-rational bureaucracy. However, in order to make the concept more useful for comparative empirical research, they argue, it needs a thorough operationalisation (qualitatively and quantitatively) and the creation of possible subtypes which, in combination, might contribute to a theory of neopatrimonial action.

It has been one year since Hurricane Katrina struck the New Orleans area and the surrounding Gulf Coast. While longtime residents of these communities can easily rattle off the names of past hurricanes, “Katrina” will be emblazoned like no other. And for good reason: After accounting for all households and structures, Hurricane Katrina is the deadliest and costliest storm this country has ever seen, causing over 1,800 deaths to date and approximately $81.2 billion in total damage.

A key component of the struggle for prosperity in American metropolitan areas is development patterns, which define everything from density to the socioeconomic make up of residents. Development patterns are partly a consequence of decisions by local governments—often with very little coordination, oversight, or even guidance from state or regional entities—about the physical character of new growth. Among the most important of these decisions is how to regulate land; a prerogative that local governments guard jealously.
