After two decades of indefensible neglect, agriculture is back on the agenda. The World Bank's publication of the 'World Development Report 2008: Agriculture For Development' (hereafter WDR), the first WD R on agriculture since 1982, reflects this renewed interest in the sector's potential to reduce rural poverty and inequality.
During recent years, drought has become a common occurrence in most areas in the Mekong River Delta of the Mekong region, including nine provinces in the Southern Central and Central Highland regions in Viet Nam. The Department of Water Resources, Ministry of Agriculture and Rural Development (MARD), has estimated that between 1 and 1.3 million people (13–17 per cent of the total population) are affected by drought in these provinces and hence are in need of assistance. Ninh Thuan province is the worst affected of these provinces.

Climatic disasters are on the increase as the Earth warms up – in line with scientific observations and computer simulations that model future climate. 2007 has been a year of climatic crises, especially floods, often of an unprecedented nature. They included Africa's worst floods in three decades, unprecedented flooding in Mexico, massive floods in South Asia and heat waves and forest fires in Europe, Australia, and California. By mid November the United Nations had launched 15 'flash appeals', the greatest ever number in one year. All but one were in response to climatic disasters.
Access to medicines is fundamental for people to achieve their right to health. While governments have the primary responsibility for ensuring access to health care for all their citizens, the role of the pharmaceutical industry in providing a vital element – medicines – carries its own responsibilities.

Abstract:
Two key themes stand out within current US government reports and foreign policy commentaries on American public diplomacy. These are: firstly, that US efforts to attract 'hearts and minds' in the Middle East were inadequate before and immediately after the 11 September 2001 attacks on America and must be improved, and secondly that the administration of public diplomacy has required major reform in order to meet the challenge of engaging Arab and Muslim audiences into the future. This paper assesses US public diplomacy in a regional context that has not been subject to significant scrutiny within the post-11 September debates on US public diplomacy: the Asia–Pacific. This oversight is lamentable, given Washington's significant security and economic interests in the Asia–Pacific, and because the Asia–Pacific is a region undergoing significant economic, diplomatic and political shifts that are likely to complicate Washington's ability to bring about desired outcomes in the future. This paper demonstrates, furthermore, that the Asia–Pacific represents an important case study from which to reflect on the administrative and substantive questions raised in recent critiques of US public diplomacy at a general level.

Recent research on political parties and ethnicity has challenged the conventional wisdom about ethnicity as the major factor that explains voter alignment in Africa. The paper maintains that the cleavage model, although modified to include ethnicity, still provides heuristically the best foundation for the explanation of party formation and voting behaviour in Africa. It points out that inconclusive and contradicting research results about the salience of ethnicity can be attributed to a variety of unresolved methodological and conceptual problems linked to the 'fluidity' of the concept of ethnicity. To overcome these problems refined research designs and more sophisticated analytical tools are required. Finally, it is safe to assume that the relevance of ethnicity for the formation of party systems and voter alignment is not a uniform pattern across Africa, but will differ from one country to the other.
Local producers, in their interaction with local processors or exporters and international retailers have the possibility to acquire new skills and knowledge. The type of trust relationship and coordination pattern can determine how information flows and how firms upgrade. In addition, the implementation and compliance with standards provides opportunities for learning and acquiring skills and knowledge. Focusing on this kind of interactions, the study explains how local producers in Honduras engage in upgrading and whether this had an impact on the sales of those firms. The majority of the producers in the sample upgraded their products and internal processes. A limited number of producers engaged in functional upgrading. Most of the producers were aware of the important role of standards. They affirmed that in the process of implementing and complying with standards, they have gained new knowledge and were convinced that they succeeded in securing at better position in the value chain.
This article challenges claims that liberalising state regulated markets in developing countries may induce lasting economic development. The analysis of the rise of tourism in Egypt during the last three decades suggests that the effects of liberalisation and structural adjustment are constrained by the neo-patrimonial character of the Egyptian political system. Since the decline of oil rent revenues during the 1980s tourism development was the optimal strategy to compensate for the resulting fiscal losses. Increasing tourism revenues have helped in coping with macroeconomic imbalances and in avoiding more costly adjustment of traditional economic sectors. Additionally, they provided the private elite with opportunities to generate large profits. Therefore, sectoral transformations due to economic liberalisation in neo-patrimonial Rentier states should be described as a process, which has led to the diversification of external rent revenues, rather than to a general downsizing of the Rentier character of the economy.
