1721. Funding for Media Development by Major Donors Outside the United States: A Report to the Center for International Media Assistance

Abstract:
The main guiding questions for this research are: How much are European and other governments and donors spending on international media development? Where is the money going, for what sort of development (training, capacity building, infrastructure, legal or physical safety, etc.) and what are the trends in terms of donor priorities and approaches? The present study is an update of one produced for the United Kingdom's Department for International Development (DFID) by the author, with Emma Grant, in 2007 (see Grant and Myers in References). That study was, in one way, more limited in that it dealt only with media support when used by donors to enhance access to information and promote governmental accountability in developing countries. In another way it was broader in that it made recommendations about “what works” and “what are the gaps” in media support in order to guide DFID policy. The present study is less of a discussion document and more of a straight survey.

Abstract:
After 14 years of intense international efforts to stabilize and rebuild Bosnia, the country now stands on the brink of collapse. For the first time since November 1995 -- when the Dayton accord ended three and a half years of bloody ethnic strife -- Bosnians are once again talking about the potential for war. Bosnia was once the poster child for international reconstruction efforts. It was routinely touted by U.S. and European leaders as proof that under the right conditions the international community could successfully rebuild conflict-ridden countries. The 1995 Dayton peace agreement divided Bosnia into two semi-independent entities: the Federation of Bosnia and Herzegovina, inhabited mainly by Bosnian Muslims and Bosnian Croats, and the Serb-dominated Republika Srpska (Serb Republic, or RS), each with its own government, controlling taxation, educational policy, and even foreign policy. Soon after the war's end, the country was flooded with attention and over $14 billion in international aid, making it a laboratory for what was arguably the most extensive and innovative democratization experiment in history. By the end of 1996, 17 different foreign governments, 18 UN agencies, 27 intergovernmental organizations, and about 200 nongovernmental organizations (NGOs) -- not to mention tens of thousands of troops from across the globe -- were involved in reconstruction efforts. On a per capita basis, the reconstruction of Bosnia -- with less than four million citizens -- made the post-World War II rebuilding of Germany and Japan look modest. As successful as Dayton was at ending the violence, it also sowed the seeds of instability by creating a decentralized political system that undermined the state's authority. In the past three years, ethnic nationalist rhetoric from leaders of the country's three constituent ethnic groups -- Muslims, Croats, and Serbs -- has intensified, bringing reform to a standstill. The economy has stalled, unemployment is over 27 percent, about 25 percent of the population lives in poverty, and Bosnia remains near the bottom of World Bank rankings for business development.

Abstract:
This article explores two interrelated aspects of the new dynamics within the CCP leadership – the new elite groups and the new ground rules in Chinese politics. The first shows profound changes in the recruitment of the elite and the second aims to reveal the changing mechanisms of political control and the checks and balances of the Chinese political system. The article argues that the future of the CCP largely depends on two seemingly contradictory needs: how broad-based will the Party's recruitment of its new elites be on the one hand and how effective will the top leadership be in controlling this increasingly diverse political institution on the other. The emerging fifth generation of leaders is likely to find the challenge of producing elite harmony and unity within the Party more difficult than their predecessors. Yet, the diverse demographic and political backgrounds of China's new leaders can also be considered a positive development that may contribute to the Chinese-style inner-Party democracy.

1725. The Mozambican PRSP Initiative: Moorings, usage and future

Abstract:
This paper analyses the seemingly uncontroversial public life of the PRSP approach in Mozambique and suggests that it embodies much of the Frelimo government's thinking about development since independence, though obviously 'packaged' to fit international donor discourses as they continually change. The PRSP is therefore not an outright 'imposition' on the Frelimo government or necessarily a 'challenge' to its sovereignty, as it is often argued. In general we argue that the PRSP became over time a broad 'consensus document' because it came to potentially incorporate 'all' stakeholders needs and wishes. We argue that after the political turbulence of the 1980s and 1990s with privatisation and structural adjustments, the PRSP allowed for different elite groups to find common ground with regard to ideological and party-preserving concerns, as social and market-economic trade-offs could now be legitimately accommodated.

1726. Refraiming the Aid Debate: Why aid isn't working and how it should be changed

Everyone knows that aid is not working as intended, and that something must change. The big question is how to change the status quo. The current international aid debate is characterized by dichotomies and over-simplified generalizations. In order to push the debate forward and identify solutions we must first reframe the aid debate. The most important factors undermining aid's effectiveness need to retake center stage in the debate. These include: what is economic development and the role of aid in achieving it; the politics of aid relationships in aid dependent countries and have they generate perverse incentives; and the everyday practices and bureaucratic routines of aid agencies and how they diminish the impact of aid. Based on a reassessment of why aid is working, and on assessment that reforms inspired by the Paris Declaration have largely failed, the paper concludes with a different approach to changing the way donor countries think about aid and the way bilateral and multilateral agencies give aid.

1727. Developing Countries, Dispute Settlement, and the Advisory Centre on WTO Law

Abstract:
Critical appraisals of the current and potential benefits from developing country engagement in the WTO focus mainly on the Doha Round of negotiations. This paper examines a different aspect of developing country participation in the WTO: use of the WTO dispute settlement system to enforce foreign market access rights already negotiated in earlier rounds of multilateral negotiations. We examine data on developing country use from 1995 through 2008 of the WTO Dispute Settlement Understanding (DSU) to enforce foreign market access. The data reveal three notable trends: developing countries' sustained rate of self-enforcement actions despite declining use of the DSU by developed countries, developing countries' increased use of the DSU to self-enforce their access to the markets of developing as well as developed country markets, and the prevalence of disputes targeting highly observable causes of lost foreign market access, such as antidumping, countervailing duties, and safeguards. The paper also examines how introduction of the Advisory Centre on WTO Law (ACWL) into the WTO system in 2001 has affected developing countries' use of the DSU to self-enforce their foreign market access rights. A first pass at the data indicates that developing country use of the ACWL mirrors their use of the DSU more broadly; the ACWL has had little effect in terms of introducing new countries to DSU self-enforcement. A closer look at the data reveals evidence on at least three channels through which the ACWL may be enhancing developing countries' ability to self-enforce foreign market access: increased initiation of sole-complainant cases, more extensive pursuit of the DSU legal process for any given case, and initiation of disputes over smaller values of lost trade.

1729. Aid, Dutch Disease, and Manufacturing Growth

Abstract:
We examine the effects of aid on the growth of manufacturing, using a methodology that exploits the variation within countries and across manufacturing sectors, and corrects for possible reverse causality. We find that aid inflows have systematic adverse effects on a country\'s competitiveness, as reflected in the lower relative growth rate of exportable industries. We provide some evidence suggesting that the channel for these effects is the real exchange rate appreciation caused by aid inflows. We conjecture that this may explain, in part, why it is hard to find robust evidence that foreign aid helps countries grow.

1730. Development Assistance, Institution Building, and Social Cohesion after Civil War: Evidence from a Field Experiment in Liberia

Abstract:
Can brief, foreign-funded efforts to build local institutions have positive effects on local patterns of governance, cooperation, and well-being? Prior research suggests that such small-scale, externally driven interventions are unlikely to substantially alter patterns of social interaction in a community, and that the ability of a community to act collectively is the result of a slow and necessarily indigenous process. We address this question using a randomized field experiment to assess the effects of a community-driven reconstruction (CDR) project carried out by the International Rescue Committee (IRC) in northern Liberia. The project attempted to build democratic, community-level institutions for making and implementing decisions about local public goods. We find powerful evidence that the program was successful in increasing social cohesion, some evidence that it reinforced democratic political attitudes and increased confidence in local decision-making procedures, but only weak evidence that material well-being was positively affected.
