1681. Climate Change Negotiating Positions of Major Developing Country Emitters

Abstract:
Developing countries with large greenhouse gas emissions play a decisive role in negotiating a post-Kyoto climate agreement. No effective program to reduce global emissions is possible without their support. At the same time, developing countries face a delicate task in balancing their growing responsibility for a livable climate with the pursuit of continued economic development. This article discusses the negotiating positions major developing country emitters are taking on core issues. Among the most vital unsettled questions are burden sharing between developed and developing countries, the role of the market in the international climate architecture, as well as implementation arrangements. An annex discusses current mitigation policies of major developing country emitters, and argues that developing countries are already taking meaningful action to limit the growth of their greenhouse gas emissions.

Abstract:
The Turkish political scene did not witness a profound change with the local elections of March 2009. The ruling Justice and Development Party (AK Party) continued its strong electoral performance and maintained its status as the most popular political force. One change following the election was the cabinet reshuffle in May in which Professor Ahmet Davutoğlu was appointed as Turkey's minister of foreign affairs. Such an appointment was hardly a surprise, since it is no secret that he had been the architect of Turkey's foreign policy under the AK Party government as the chief foreign policy advisor to the prime minister.

Abstract:
Turkish media frequently employ the term "White Turks" to describe the Turkish cultural elite. Although Turks are unfamiliar with American-style racial divides, the terms "black" and "white" are widely used to colorcode inequalities in Turkey. The common tendency to distinguish White Turks from Black Turks on the basis of wealth, however, fails to uncover the historical and cultural dynamics that gave rise to these two groups. This essay not only offers a necessary clarification of this popular heuristic device but also proposes a perspective for understanding the current standoff in Turkish politics between the governing Justice and Development Party (AKP, Adalet ve Kalkınma Partisi) and the secular establishment, with their distinct value systems and competing claims to modernity.

Abstract:
His article asks why Turkey recently adopted the emerging international norm of inter-civilizational dialogue as one of its foreign policy priorities. In addressing this question, we turn first to an assessment of the limitations of normative and realist arguments, then suggest that the Justice and Development Party's (AK Party) considerations of domestic political survival were necessary factors in the adoption of intercivilizational dialogue, even though in and of themselves, they were not sufficient. The AK Party government, circumscribed by the secularist establishment, strategically adopted the norm of inter-civilizational dialogue to create a legitimate space for its survival in Turkey's domestic political sphere. This conclusion stems from the theoretical finding that in those states in which political power is not concentrated in the government, the domestic political considerations of the government gain priority in foreign policymaking.

Abstract:
Does development lead to the establishment of more democratic institutions? The key to the puzzle, we argue, is the previously unrecognized fact that based on quantitative regime scores, countries over the past 50 years have clustered into two separate, very distinct, yet equally-common stages of political development—authoritarian states with low levels of freedom on one side an d democracies with liberal institutions on the other side of a bimodal distribution of political regimes. We develop a new empirical strategy—exploiting exogenous world economic factors and introducing new panel data estimators—that allows for the first time to estimate the effects of development as well as unobserved country effects in driving democracy at these different stages of political development. We find that income and education have the least effect on democracy when authoritarian regimes are consolidated and that only country effects, possibly accounting for institutional legacies, can lead to political development. Ironically, it is in highly democratic and wealthiest of nations that income and education start to play a role; however greater wealth and better educated citizenry can both help and hurt democracy depending again on what the country's institutional legacies are. Far from accepting the notion that much of the developing world is cursed by unchanging and poor long-run institutions, policy-makers should take note that with democratization we also see country-specific factors that in turn condition the difference income and education make for democracy.

1689. Strategies for Growth and Poverty Reduction: Has Tanzania's Second PRSP Influenced Implementation?

Abstract:
Tanzania's current growth and poverty reduction strategies are contained in its second PRSP. This document, and the processes leading to its formulation, has helped to mobilize donor funds. However, the content of the PRSP is largely irrelevant for implementation, and has contributed little to better inter-sectoral linkages and synergies both of which were its main purposes. The immediate reasons for this irrelevancy include a participatory planning process not aligned with the domestic political process and with no budget constraints which led to a shopping list of un-prioritized initiatives; an implementation machinery around the budget process which in practice does not ensure that resources are allocated in line with the document's priorities; and limited understanding and/ or acceptance across the spectrum of government institutions and political leadership that the PRSP is the overall strategic guiding document.

1690. FDI Protectionism Is on the Rise

Abstract:
Over the past two decades or so, countries have liberalized their FDI regulatory frameworks and have put in place an international investment law regime that provides various protections for international investors. In the past few years, however, there are signs that countries are reevaluating their approach toward such investment. As a result, FDI protectionism is on the rise, with screening of inward M becoming more frequent. Typically, this is being done under the guise of "national interest" or similar concepts, often linked to strategic sectors and national champions. While the international investment law regime faces a challenge to find the right balance between the rights and responsibilities of governments and investors, care needs to be taken that the rise of FDI protectionism does not endanger a rules-based approach to FDI. An independent FDI Protectionism Observatory to monitor new protectionist measures and name and shame countries that take them is therefore needed.
