Abstract:
The book is a collection of essays contributing to comparative studies on the constitutional systems of Middle Eastern countries, with particular reference to Afghanistan, Iran, Iraq, and Turkey. While the first four essays – by Darling, Arjomand, Brown, and Mayer – provide a comparative and general analysis of their respective topics, the last four essays – by Shambayat, Bilgin, Rubin, and Arato – are country case studies. The authors are mostly scholars of political and social science; Linda Darling is a historian and Ann Elizabeth Mayer is the sole lawyer among the authors. The impressive list of authors includes internationally recognized experts. Although there are a number of publications on the constitutional law of most of the individual states examined here, the unique feature of this book is that it is one of the first, or even the first, which describes the constitutional development in a large variety of Islamic, Middle Eastern countries in a broad comparative perspective, highlighting peculiarities, similarities, and problems of the different legal systems.

Abstract:
Despite the current economic crisis, outward foreign direct investment (OFDI) by Latin American and Caribbean enterprises continued its upward trend in 2008 (annex figure 1). OFDI by firms in the region reached nearly USD 35 billion in 2008, an increase of 42% with respect to 2007 (ECLAC, 2009a). However, several of the factors that fostered such growth have recently changed, possibly affecting OF DI prospects for 2009. This Perspective briefly explores these changes and their potential effects on firms' investing behavior, as well as some important countervailing factors that may cushion the effects of the economic crisis on Latin American firms' investment plan.

1654. The growth of Brazil's direct investment abroad and the challenges it faces

Abstract:
The internationalization of Brazilian companies is a relatively recent phenomenon. From 2000 to 2003, outward foreign direct investment (OFDI) averaged USD 0.7 billion a year. Over the four-year period 2004−2008, this average jumped to nearly USD 14 billion. In 2008, when global FDI inflows were estimated to have fallen by 15%, OFDI from Brazil almost tripled, increasing from just over USD 7 billion in 2007 to nearly USD 21 billion in 2008 (annex figure 1 below). Central Bank data put the current stock of Brazilian OFDI at USD 104 billion, an increase of 89% over 2003. Caution is in order about these figures, however, as in Brazilian outflows it is difficult to separate authentic FDI from purely financial investment under the guise of FDI. 1656. Liberia: Uneven Progress in Security Sector Reform

Abstract:
Since independence and for fourteen years of war, Liberia's army, police and other security agencies have mostly been sources of insecurity and misery for a destitute people. The internationally driven attempt to radically reform the security sector since the war's end in 2003 is a major chance to put this right and prevent new destabilisation. Security sector reform (SSR) programs have been unprecedented in ambition but with mixed results. Army reform, entailing complete disbanding of existing forces, has made significant progress despite lack of proper oversight of private military companies (PMCs) and of consensus on strategic objectives. But police and other security reforms are much less satisfactory. The bold approach to army reform was possible due to strong national consensus and the presence of a large, liberally mandated UN presence. Government and donors must sustain their support to maintain hard-won momentum in army reform and, once clear benchmarks are set, give a floundering police force more resources. The drawdown of the UN force, begun in the second half of 2008, underlines the urgency.

Abstract:
In this article we seek to answer three interrelated questions: First, how do Islamic, national and democratic forces in the Arab world perceive the Justice and Development Party (AKP)? Is it an Islamic or a secular movement? Second, how do Arab political elites perceive the party's foreign policy, especially its relationship with Israel, America and the European Union? In this regard, we specifically explore how they perceive the AKP's political role in mediating indirectly the Syrian-Israeli dialogue, and its attempts to mediate between the US and Iran. Third, what are the prospects for the realization of the AKP's political project? Is it likely that the AKP will succeed in transforming Turkey into an "economic tiger," profiting from the existing strategy of positive relationships with America, Israel and Europe?

Abstract:
After decades of ups and downs in relations between Turkey and the Arab world the Development and Justice Party that differed ideologically from other political parties brought a new vision for the future of relations with the Arab and Islamic world. Based on the geographical, historical and cultural depth of Turkey the new leadership pursued a "multidimensional" policy that allowed a new opening to the Arab world. The key for the success of this approach was the "impartiality" of Ankara vis-a-vis the conflicts between the Arab states in addition to Turkey's abstention from engaging in the "game of axes" in the region. This paper does not only explain the nature of the existing potentials to develop cooperation between Turkey and the Arab states, but it also offers a number of practical and specific suggestions.

Abstract:
The Kurdish question in Turkey has a long history which was viewed within the framework of nation building, integration and underdevelopment until it was perceived as a security issue with the emergence of the PKK in the 1980s. During the 1990s, dominated by the security perspective, the scope of the question was reduced to terrorist acts alone under a state of emergency rule. A number of changes transformed the nature of question, such as the Kurdish political movement since the 1990s, forced migration, the capture of PKK leader Abdullah Ocalan in 1999 and the emergence of autonomous Kurdish government in northern Iraq. A permanent settlement of the Kurdish question must be based on developing new and alternative strategies vis-a-vis existing policies. In this context, a comprehensive package of measures should include not only security measures, but more importantly democratic reforms and economic investments.

1660. "MBnomics": A Review and the Road Ahead

Abstract:
This paper reviews the first six months of MBnomics - its strengths, weaknesses, accomplishments and failures, along with suggestions for improvement. Throughout, the paper stresses the unevenness and lopsided nature of economic development which is viewed as the result of economic resources joining and concentrating towards competent, viable economic entities. Such an evolutionary process not only makes economic activity possible, but also leads to individual agents' and national economic development. After reviewing Korea's developmental experience over the past 4 decades, I argue that Korea needs to move away from the egalitarian policies of the past 15 years (the so-called “Egalitarian Trap”) by learning from the earlier decades of high growth and economic development when the flow of resources to economically competent agents and regions was encouraged under highly discriminatory policies. In the past 6 months, so-called MBnomics which intended to establish a regime of “big markets and small government” has clearly underperformed with respect to what was originally anticipated, often being misguided and inconsistent in various areas. This paper argues that economic policy remained in line with its original intentions and focused on instilling the developmental spirit of self-help, diligence, and cooperation throughout all aspects of society by putting into place discrimination policies that “help those that help themselves.” MBnomics must not shy away from the lopsidedness created by the development process and should promptly do away with those policies establishing equality at the expense of the economically viable agents.
