1421. The Challenge of Aid in Pakistan: Is Cash on Delivery Part of the Solution?

Abstract:
A thorny set of obstacles stands in the way of the United States and other donors as they try to scale up development spending in Pakistan. The sheer scale of the country's population and development challenges requires effective mobilization of local resources and local institutions. Incentives for politicians to push for reform are weak. Monitoring spending is difficult, especially when it is spent through Pakistan's own government. Donors and local stakeholders may disagree about which development projects are most needed. A possible solution to these problems is Cash on Delivery Aid. In COD Aid, funders pay for measured and verified progress against an agreed-upon development outcome. The approach has been most clearly thought out in application to the education sector, but it can be applied whenever a donor and recipient can agree on a clear, measurable metric for assessing progress. This brief examines options for a COD Aid contract in Pakistan's education sector and its potential benefits for improving the relationship between official donors and the government of Pakistan, and for increasing the effectiveness of aid spending in Pakistan.

Abstract:
Most of the world's poor no longer live in low-income countries. An estimated 960 million poor people—a new bottom billion—live in middle-income countries, a result of the graduation of several populous countries from low-income status. That is good news, but it has repercussions. Donors will have to change the way they think about poverty alleviation. They should design development aid to benefit poor people, not just poor countries, keep supporting middle-income countries, think beyond traditional aid to craft coherent development policies, and work to help create space for more inclusive policy processes in new and old MICs.

“Invent your own job; take such an interest in it that you eat, sleep, dream, walk, talk, and live nothing but your work until you succeed.”1 That was Walt Disney's motto—and exactly how he lived. Passionate about his vision, he persisted until he made it reality, often overcoming seemingly impassible obstacles. In order to succeed in building his entertainment empire, and later his first theme park, Disneyland, Disney made his work his life, an all-consuming, 24/7 state of being. Even in the last years of his life, he ate, slept, dreamed, walked, talked, and lived nothing but his work—but by then his focus had shifted from filmmaking and Disneyland to Walt Disney World. According to Disney, Walt Disney World was “the most exciting and challenging assignment . . . ever tackled at Walt Disney Productions.”2 However, the Walt Disney World we know today is a far cry from what Disney himself had envisioned. Walt Disney did not intend it to be the world's largest vacation resort but rather the epicenter of a transformation in urban planning, which would improve domestic living by imbuing it with groundbreaking technology. The heart of Walt Disney World was to be EPCOT, not the theme park that currently bears that name but an actual Experimental Prototype Community of Tomorrow, a futuristic city that would serve as a proving ground for the latest science and technology. EPCOT was Disney's pet project in his later years. Sadly, he passed away before it was completed, and without his passion and persistence, the futuristic city he had envisioned would not come to be. His vision and tenacity, nevertheless, are remarkable in themselves. Long before tackling the EPCOT project, Disney persisted in the face of many setbacks and stumbles, some of which threatened to leave him homeless and hungry. Although he did everything he could to save them, Disney's first two animation studios failed. His third studio, formed with his brother, Roy, after the two moved to California, finally saw success with its popular animated character, Oswald the Lucky Rabbit. Unfortunately, in the face of this success, Disney discovered that the rights to his creation were actually held by Universal. Forging ahead, he strode past this disappointment by creating Mickey Mouse, who became far more popular with moviegoers than his predecessor and brought the studio much recognition and wealth. Even after Mickey Mouse had become a regular on the silver screen, however, Disney was eager to innovate again. In his eyes, his production studio needed a “new adventure,” a “'kick in the pants,' to jar loose some new enthusiasm and inspiration.”3 In 1934, Disney began developing the studio's first full-length feature animated film, Snow White and the Seven Dwarfs. Despite his own enthusiasm, however, many friends and associates, including his brother and wife, thought the film would destroy the Disney Studio. Indeed, financial troubles nearly halted production. But Disney refused to give up, mortgaging his house and taking out a loan to complete the film—which became one of the most popular films of 1937 (and, adjusted for inflation, is number ten on the list of top-grossing American films), establishing him as a master in the entertainment industry. Such persistence and passion would be crucial to the development and creation of EPCOT, which, as Disney conceived it, became a monumental undertaking. He envisioned EPCOT as a revolution in urban planning, “a community of tomorrow that will never be completed, but will always be introducing, and testing, and demonstrating new materials and new systems.”4 It was to be a completely functioning prototype city in which captains of industry could test their solutions for the problems of modern-day city living. For this reason, all residents would rent rather than own their homes, and Disney Corporation would constantly update, change, and test the technology therein. As Disney indicated in a 1966 promotional film, residents' homes would “be built in ways that permit ease of change so that new products may continuously be demonstrated.”5 During the workday, residents would enjoy a city geared toward maximizing their efficiency and productivity. Outside of work, EPCOT would provide them with a safe, convenient, entertaining, and educational atmosphere. . . .

1426. How Can Bill and Melinda Gates Increase Other People\'s Donations to Fund Public Goods?

Abstract:
We develop a simple theory which formally describes how charities can resolve the information asymmetry problems faced by small donors by working with large donors to generate quality signals. To test the model, we conducted two large-scale natural field experiments. In the first experiment, a charity focusing on poverty reduction solicited donations from prior donors and either announced a matching grant from the Bill and Melinda Gates Foundation, or made no mention of a match. In the second field experiment, the same charity sent direct mail solicitations to individuals who had not previously donated to the charity, and tested whether naming the Bill and Melinda Gates Foundation as the matching donor was more effective than not identifying the name of the matching donor. The first experiment demonstrates that the matching grant condition generates more and larger donations relative to no match. The second experiment shows that providing a credible quality signal by identifying the matching donor generates even more and larger donations than not naming the matching donor. Importantly, the treatment effects persist long after the matching period, and the quality signal is quite heterogeneous—the Gates\' effect is much larger for prospective donors who had a record of giving to "poverty-oriented" charities. These two pieces of evidence support our model of quality signals as a key mechanism through which matching gifts inspire donors to give.

Sustainable development "meets the needs of the present without compromising the ability of future generations to meet their own needs." In the 20thcentury, a tripling of human numbers was accompanied by dramatic gains in development, as measured in food production and economic growth. But much of that development was unsustainable—it focused on the needs of the present at the expense of future generations. Today, the world's nations must provide for an ever-growing population against a backdrop of food and water shortages, depleted resources, and a changing climate. Slower population growth would make that challenge easier to meet.

Abstract:
Governments seek to attract foreign direct investment (FDI) undertaken by multinational enterprises (MNEs) because it contributes to the growth of their economies; they seek to maximize the benefits of this investment in the framework of their national economies. Firms undertake FDI because it improves their access to markets and resources and hence increases their international competitiveness; they seek to maximize the benefits of this investment in the framework of their global corporate networks. This difference in objectives and frameworks gives rise to tensions that play themselves out in the approach governments take in national FDI policies and bilateral investment treaties (BITs). During the late 1960s and the 1970s, the dominant approach was to control MNEs. During the 1990s, it was liberalization -- and the approach is again changing.

Abstract:
The term "mega deal" has been widely used in relation to two large prospective trade deals between the United States and Europe – the Transatlantic Trade and Investment Partnership (TTIP) — and in Asia and the Pacific — the Trans-Pacific Partnership (TPP). This paper starts by exploring a possible description of trade mega deals by making an inventory of mega deals in place, under discussion or negotiation, and deals yet to be considered under different criteria. This paper also calculates the trade volume coverage and trade barrier coverage for potential mega deals, and the results show the potential impact of mega deals on trade and growth performance is large.

Africa's recent development performance has generated optimistic talk that the Continent will soon join the league of “emerging markets.” While Africa has in fact, over the past decade, achieved significant gains in restoring macroeconomic stability and robust economic growth, thereby breaking with and starting to tackle the economic stagnation, debt crisis and severe poverty of the previous three decades, these developments are uneven and they need to be sustained.
