1391. Executive Accountability in Southeast Asia: The Role of Legislatures in New Democracies and Under Electoral Authoritarianism

Abstract:
In an influential study, Fish and Kroenig argue that "overarching institutional designs" (i.e., presidential, parliamentary, and dual systems) tell us less about the prospects of a new democracy than does the particular strength of the legislature. Specifically, executives are best checked where legislatures are powerful, generating horizontal accountability. In addition, ordinary citizens are better informed by the robust party systems that strong legislatures support, fostering vertical accountability. In comparing Freedom House scores with their Parliamentary Powers Index (PPI), Fish and Kroenig show clear correlations, leading them to conclude that democracies are made strong by legislatures that are empowered. In this monograph, this thesis is tested in five country cases in Southeast Asia: the Philippines and Indonesia, both new democracies, and Malaysia, Cambodia, and Singapore, cases of electoral authoritarianism. Analysis uncovers that in the new democracies, though their legislatures may be rated as powerful, members are geared less to checking the executive than to sharing in state patronage. In addition, although the legislature is evaluated as weak under electoral authoritarianism, it features an opposition that, with little access to patronage, remains committed to exposing executive abuses. What is more, when the executive operates a regime type that lacks the full legitimacy gained through general elections, he or she grows more receptive to at least mild legislative scrutiny. Contrary to Fish and Kroenig, then, this study concludes that the executive is held more accountable by legislatures under electoral authoritarianism than in new democracies. But rather than leading to a transition to democratic politics, this accountability strengthens authoritarian rule.

1392. Do Chinese Really Save Too Much? Aspects from Total Factor Productivity Growth in China since 1952

China's economic growth over the past three decades is unprecedented. Although this growth is commonly attributed to a high domestic savings rate among “thrifty” Chinese, savings alone cannot promote economic growth unless productivity has continuously grown for such a long period. This article uses a one-sector, neoclassical growth model to calibrate the economy to Chinese data since 1952 and finds that measuring changes in total factor productivity between 1952 and 2005 can well capture the secular movements in the Chinese savings rate. Far from supporting the widespread belief that China's savings rate is too high, this article argues that even thrifty Chinese “under-saved” for most of the years during this period; furthermore, the fiscal reforms of 1983 and 1985 further suppressed saving behavior, especially China's economic growth over the past three decades is unprecedented. Abstract:
On January 12, 2010, an earthquake of devastating magnitude shook Haiti, killing over 250,000, reducing much of the country's infrastructure to rubble—including its government—and leaving millions of people without homes and livelihoods. As Haiti lurches toward an era of rebuilding and renewal, the ways in which priorities are set and resources spent can either accelerate the rate at which Haitians are able to emerge from poverty and achieve economic development—or they can substantially inhibit the country's path toward recovery. One of the most critical factors that will determine which path Haiti takes is the extent to which gender concerns are brought to the fore in the reconstruction process. Gender mainstreaming, as a technical term in the development field, involves ensuring that gender perspectives and attention to the goal of gender equality are central to all activities, from policy development to legislative drafting. Such a women-focused approach is not only imperative from a moral justice and human rights perspective, but also a vital component of a successful economic development strategy.

Abstract:
Myanmar has been under military rule in various guises for nearly fifty years. The most durable and unyielding of the authoritarian regimes in Southeast Asia, Myanmar's military rulers have expertly exploited circumstances and methods that prolong their rule, even as they have failed to deliver genuine economic growth and development. Their methods include ruthlessly suppressing dissent, inciting ethnic divisions and fears of external threats and making implicit bargains with neighboring states and domestic elites over the spoils available to a rentier state. Myanmar's emergence in recent years as a significant regional supplier of natural gas has dramatically increased the country's distributable economic rents, thus exacerbating the country's political stasis. This article examines the ways in which Myanmar's military regime has maintained its rule through the exploitation of these methods, but with a particular focus on the impacts of the country's exploitable energy and resource wealth and its implications for Myanmar's economic development and political transition.

Abstract:
Vietnam now participates in a capitalist market and keeps its borders open, but it still imposes a dated yet effective communist matrix of control over the country's media outlets. This article examines the effectiveness of this system of control with respect to visual art. I find that contemporary art in particular is able to communicate—and express frustrations with—the tensions between rapid economic development and political stagnation, and between cultural traditionalism and modernization. Art can speak with relative impunity because its meaning is more difficult to pinpoint than written criticism of the regime. However, it is important to note that few, if any, Vietnamese artists advocate a change of regime. Instead, they emphasize their concerns about tensions in society caused by rapid development and its effect on centuries-old traditions. The current one-party regime certainly contributes to this tension, but it would be an oversimplification to call these artists “protest artists”; rather, they act as a lens through which both Vietnamese citizens and outsiders get an honest and unbiased view of a country that is too often thought of in terms of colonialism or war.

Abstract:
Since the Six-Day War and Occupation of 1967, economics, an area of study that affects social and political formulations and transformations, has entered the study of the Palestinian-Israeli conflict to a much larger extent: Palestinian workers in Israel, to an underdeveloped infrastructure in the Palestinian territories. More than four decades later, economic challenges continue to play a role in the affairs of the Palestinians: from affecting people's lives and their leadership on the one hand, and the relationship between the Palestinian and Israel on the other. Within Palestinian society itself, the dynamics of state-society relations have demonstrably been affected by economic transformations, but have yet to be fully studied in places of continuous occupation and conflict like the West bank and the Gaza Strip. This paper explores the challenges that have faced developmental attempts in Palestine since the occupation of 1967.

Abstract:
In recent years, many have argued that China has been largely successful at using soft power to bolster its rise to great power status. This essay suggests that the Chinese government—and other authoritarian states—have fundamentally misread the nature of the relationship between soft power and the globally networked, information-rich environment, thus misunderstanding how soft power is accumulated. Because of this, their efforts at deploying soft power over the long term are not likely to be as effective as conventional wisdom would make them out to be.

In the past several years, key governments and multilateral institutions have devoted considerable effort to the task of more effectively integrating development and security policy responses to the related challenges of countries affected by conflict, post-conflict peacebuilding, and conflict prevention. The looming deadline of the Millennium Development Goals, has focused attention on this important nexus and the near impossibility of crisis-and conflict-affected states achieving these goals unless development and security is more effectively integrated. Despite progress on several fronts, including at the United Nations and at the international financial institutions, developing policy for effective development and security engagement remains a challenge in both conceptual and operational terms – not least because discussion of political, security, economic, and humanitarian issues traditionally has occurred in different multilateral fora, among different sets of stakeholders.

Abstract:
If the democratic transition in Egypt fails and the country adopts a repressive, authoritarian, or theocratic form of government, the consequences could be profound. Failure in Egypt could lead other countries in the region to turn away from the very idea of democratic reform. Of course, democracy in other countries will rise and fall due to local conditions. Nevertheless, if the transition in Egypt succeeds, and the country acquires a democratic, accountable, and efficient form of government, it is likely to become a powerful example and, ultimately, a stabilizing force in a turbulent region.
