1291. Unity in Diversity: A Global Consensus on Choosing the IMF's Managing Director: Evidence from CGD's Online Survey

Abstract:
On May 19, 2011, the Center for Global Development launched an online survey of the global development community on three issues: the selection process for the IMF's managing director, criteria for rating the candidates, and actual ratings for 15 candidates who had been named by the international media. Between May 19 and June 23, CGD received 790 responses from people whose characteristics reflect the diversity of the international finance and development community. Survey participants represent 81 nations, all world regions, high-, middle-, and low-income countries, and all adult age groups. In this working paper, David Wheeler analyzes the survey results, incorporating the diversity of the respondents by dividing participants into four mutually exclusive assessment groups: Europeans, who have a particular interest in this context; non-European nationals of other high-income countries; and nationals of middle- and low-income countries. Although the participants are diverse, their responses indicate striking unity on all three survey issues. First, both European and non-European participants reject Europe's traditional selection prerogative by large margins, with equally strong support for an open, transparent, competitive selection process. Second, participants exhibit uniformity in the relative importance they ascribe to CGD's six criteria for selecting candidates. Third, the participants exhibit striking consistency in rating the fifteen candidates.

1292. Iraq's Last Window: Diffusing the Risks of a Petro-State

Abstract:
Although Iraq's oil industry is 80 years old, it has an opportunity to introduce an oil dividend based on the expansion of production currently being undertaken. Even assuming a conservative price for crude, the resulting predicted rise in revenues will allow the government to allocate a significant dividend which halves poverty, helps diversify the economy by creating demand at all income levels for goods and services, and stimulates capital formation—all without cutting into the government's capital spending plans. A dividend, starting at $220 per capita in October 2012 and rising with expanded production, could also cement the affiliation of all citizens to Iraqi territorial integrity, act as a powerful disincentive to secession in oil-producing regions, and create popular pressure among all sections of the population to discourage acts by the ongoing insurgency which disrupt economic reconstruction. Logistically, dividends could be mapped onto the nationwide and universal rationing system, as the electoral roll has been, and combined with Iraq's ubiquitous mobile phone networks and new biometric ID cards. A partial dividend would create a strong domestic political constituency for transparency to reinforce international technical efforts to help the government manage oil revenues and create efficient management structures. It would also help Iraq develop an alternative economic model to a future, which the country's present trajectory now threatens, of a bloated state as the country's only significant employer, with all the attendant problems of patronage networks, politicization of the civil service, and outright corruption. Support for an oil dividend policy is growing among some politicians, notably those seeking votes among the Iraqi poor such as the Sadrists and Fadhila party. International support could help the government structure a dividend which functions well and in the public interest.

There has been a great deal of talk about whether and how China will manage its need to provide enough energy to ensure continued economic growth while avoiding the local and global environmental impacts of its energy production and use. To listen to the political discourse, China is either a global leader on clean energy technologies and transformation or the largest source of emissions with serious, systemic local environmental degradation. How can it at once be a low-carbon leader and a laggard?

More specifically, it discusses modernization as a developmental approach, tracing its rise and fall over a period of about forty years. In Ekbladh's view, modernization theory fused political, ideological and strategic objectives at a time when the United States waged what was, in essence, a global struggle over ideas.

Gary Johnson currently campaigns as a candidate for U.S. president with the same outspoken fidelity to free markets, limited government, and fiscal responsibility that guided his two terms as governor of New Mexico. Aside from making headlines earlier this year with his strong opposition to an antihomosexual Republican-circulated marriage pledge, which he called “offensive” and “un-American,” he has been neglected by the mainstream press and has been excluded from several televised debates. He presses on in a struggle from which higher-polling candidates have already dropped out. Johnson started a one-man handyman company in 1976 and over the next two decades developed it to employing one thousand people. Against the odds, he launched his campaign for governor in 1994 and carried his win to a second term, a governorship marked by his stand for “freedom across the board.” During his eight years in office, his main focus was responsible management of the government pocketbook, and he earned the nickname “Governor Veto” by vetoing more bills than the other forty-nine governors combined. He cut twelve hundred state job positions, cut taxes, reformed Medicaid, promoted school vouchers, privatized prisons, and helped eliminate the state's budget deficit. An unconventional Republican, he supports the right to abortion, the legalization of marijuana, and legal equality for homosexuals. Today he retains popularity among New Mexico's voters. Goal-driven, independent, and with a zest for life, he has competed in multiple Ironman Triathlons, summited Mt. Everest, and personally built his current home in Taos, New Mexico. He's a divorced father of two and lives with his fiancée. I spoke with him just before his strong campaign push in New Hampshire at the end of August. —David Baucom David Baucom: Thank you for speaking with me, Governor Johnson. Gary Johnson: Absolutely. DB: With the decline of the U.S. economy and the emergence of the Tea Party movement, people in America are finally asking questions to the effect of, What is the proper role of government? As a candidate for president of the United States, what do you regard as the proper purpose of government? GJ: The proper purpose of government would be to protect you and me against individuals, groups, corporations that would do us harm, whether that's from a property perspective or physical harm. And that would also apply to other countries. DB: Relating to that, how would you define “rights,” and where would you draw the line for what individuals can properly claim as a right? GJ: You know, my definition of it, I guess, is the whole notion that we have too many laws. And that when it comes to rights, that they really have a basis in common sense, that they really have a basis in natural law, if you will. Do unto others as you would have others do unto you. That government gets way, way, way too involved in trying to define that, as opposed to you and me working that out. DB: President Obama calls for “sacrifice” from everyone, but especially from “rich” individuals and corporations, whose taxes he wants to raise. You've said you don't think raising taxes on the rich is the way to deal with the financial crisis. As president, what would be your solution to the crisis? GJ: Well, I'm advocating the FairTax. I think we should scrap the entire tax system that we have and replace it with the FairTax. I'm talking about FairTax.org, for those who aren't aware of this proposal that I think has been around now for about ten years. By all free market economists' reckoning, it is what it is: it's fair, and it simplifies the existing tax system. So, by “simplify [the] existing tax system,” it abolishes the IRS and does away with all existing federal taxes: income tax, Social Security withholding, Medicare withholding, unemployment insurance, business-to-business tax, corporate tax. Replacing the current system would be a one-time federal consumption tax of 23 percent, which is meant to be revenue neutral, so we would still need to cut our spending by 43 percent, believing that part of revitalizing this country is balancing the federal budget and replacing it with the FairTax. . . .

Abstract:
International relations (IR) studies in China have developed considerably over the past three decades. The field is now well established with 49 degree-granting institutions, as well as a series of 'think tanks' that produce policy-related analyses of international issues. Recent survey research of publication trends in the field reveals a significant new diversity of research subject areas, with an increased emphasis on topics associated with Western 'liberal' IR theory and international political economy, while at the same time revealing a tenacity of 'realist' topics such as major power relations. While the quantitative dimensions of the field have grown dramatically – institutions, faculty, publications – the overall quality of research remains very uneven across China and generally weak when compared internationally. This article surveys the historical development of the field, summarizes the current state of the field, and identifies challenges and opportunities for future development.

On May 25, 2011, US Secretary of State Hillary Clinton joined ministers from members of the Organisation of Economic Co-operation and Development (OECD) and developing economies to celebrate the Organisation\'s 50th anniversary and agree on an update of the OECD Guidelines for Multinational Enterprises, the fifth revision since their adoption in 1976. This marked the culmination of an intense one-year negotiating process involving a large number of stakeholders, international organizations and emerging economies.

1298. Inward FDI in Egypt and its policy context

Abstract:
Egypt, starting from the second half of the first decade of the 21st century, has begun to realize its potential as an important recipient of foreign direct investment (FDI) among developing economies. Having received only US$ 500 million of inward FDI (IFDI), amounting to 0.5% of GDP in 2001, Egypt attracted US$ 9.4 billion (approximately 5.7% of GDP), in 2008. While investment in oil and gas accounted for a large share of IFDI (over half in 2006-2009), the remainder is fairly well diversified. Developed economies account for three-quarters of Egypt's IFDI, but the share of emerging markets has risen recently. Largely because of the global financial crisis, inflows dropped in 2009, by 30%. IFDI is likely to be adversely affected in 2011 following the political turbulence associated with the January 25 Revolution. However, this democratic transformation carries the seeds of genuine political stability based on effective institutions and the rule of law, which would encourage long-term domestic and foreign investment.

1299. Outward FDI from Colombia and its policy context

Abstract:
Outward foreign direct investment (OFDI) from Colombia has increased considerably in the past decade, with its stock growing from US$ 3 billion in 2000 to US$ 23 billion in 2010. This growth reflects the internationalization of the Colombian economy following policy reforms and economic liberalization in the 1990s. The 2000s were characterized by enhanced national security and reforms to the investment framework that have attracted unprecedented levels of inward FDI and facilitated the growth of small and medium-sized enterprises (SMEs). A considerable rise in domestic mergers and acquisitions (M) in the past decade has contributed to the development of Colombian multinational enterprises (MNEs) and to increased OFDI from Colombia. In 2010, outflows showed a twenty-fold increase from their value in 2000, including an increase in OFDI to export markets, helped by greater government support for OFDI, for example by the conclusion of more international investment agreements. The rise of Colombian MNEs, or "translatinas" (i.e. Latin American MNEs whose OFDI is primarily within Latin America), reflects Colombia's nascent structural transformation into a knowledge-based economy. Together with Chile and Peru, Colombia has recently created the first regionallyintegrated stock exchange in the region, the Mercado Integrado Latinoamericano (MILA), which is likely to facilitate FDI flows.

Abstract:
As the third edition of our government broadband report shows, the issue of high-speed internet access remains at the forefront of the policy agenda in both developed and emerging markets. While circumstances and concerns differ from one country to the next, the motivations for public-sector involvement remain the same. Governments are keen to bridge the digital divide between urban and rural areas by bringing basic broadband services of between 1Mbps and 5Mbps to all. Yet governments also want to facilitate greater rollout of so-called next-generation networks (NGNs) that can provide broadband speeds of between 40Mbps and 100Mbps, and sometimes higher.
