211. Concentration among the Rich

Abstract:
The aim of this paper is to examine the concentration of wealth among the group of top wealth holders, defined as those with wealth in excess of a high cut off. The paper begins by considering the definition of this cut off, analogous to the definition of a poverty line at the other end of the distribution. It then considers what can be learned about the proportion classified as 'rich' and about the concentration among the rich from four non-survey sources: journalists' lists, estate data, wealth tax data, and investment income tax data. It starts off from the world's billionaires in 2006, but is particularly concerned with changes over time within countries, taking France, Germany, the UK, and the USA, to illustrate the different sources.

Does the existence of formal title to land and real estate matter for the distribution of wealth? This paper reviews the empirical literature on the economic impact of land and real estate administration systems across countries. This paper argues that a functioning credit market for secured credit is necessary to realize the full benefits of legal title to private real estate. This paper also reviews quantitative economic theory on wealth distribution to assess the likely impact of different land registration systems on wealth inequality. The implication of current theory is that poor land administration systems may sometimes lead to lower levels of wealth inequality than better land registration systems.

The objective of this paper is to study the dynamics of the wealth distribution over the path of economic development. More specifically, we are interested in distinguishing between changes which seem to be country specific and characteristics shared by all countries. A historical account of the evolution of the wealth distribution in developed countries is interesting in itself, but it can also hold implications for countries that are currently in an early stage of development or in transition. The data used originates from the taxation of wealth and estates.

214. Financial Development and Income Inequality in Rural China 1991-2000

Financial development can exert a significant influence on the distribution of income. In this paper, using Chinese provincial data over the period of 1991-2000 and applying the generalized method of moment (GMM) techniques, we investigate the relationship between finance and inequality in rural China by testing alternative existing theories concerning the finance-inequality nexus. A negative and linear relationship between finance and inequality is found in our estimations. The empirical results show that financial development significantly reduces income inequality in post-reform rural China.

215. The Impacts of Growth and Inequality on Rural Poverty in China

This paper analyzes the evolution of poverty in China from the late 1980s to the late 1990s, employing a version of Shapley decomposition tailored to unit-record household survey data. The changes in poverty trends are attributed to two proximate causes— income growth and shifts in income distribution. Different datasets, poverty lines, poverty measures, and equivalence scales are used to examine the robustness of the results. Potential biases arising from ignoring differential regional prices and inflation are also investigated. Notwithstanding some ambiguities in the results, it is consistently found that rural poverty increased in the second half of the 1990s and adverse distributional changes are the main cause.

216. Spatial Convergence in China: 1952-99

The purpose of this paper is to examine the convergence process in China by taking into account the spatial interaction between factors. The paper shows that there has been a dramatic increase in the spatial dependence of China's per capita GDP in the last 20 years. The consequence of space plays an important role, which is reflected in the influence of a neighbour's condition on the mobility of a province's income distribution from one category to another. The dynamics of the process showed evidence that China's distribution has gone from one of convergence to stratification, and from stratification to polarization.

217. Multiculturalism in Denmark and Sweden

Abstract:
Danish controversies over multiculturalism and integration can be enlightened by a fresh look at the ostensibly polarised differences on these questions between Denmark and its closest neighbour Sweden. Danish integration policies appear to be assimilationist in effect, if not in intent, while Sweden has openly pursued an official multiculturalism towards its ethnic minorities for over thirty years. Differences rooted in history and political tradition are real, but there appears to be some evidence of convergence today. Multiculturalism in Sweden looks increasingly unviable as a compromise, and vulnerable to the current political atmosphere, while in Denmark local policy implementation and pragmatic international adaptation to 'diversity management' belie the hostile tone of national politics. Both countries are wrestling with the adaptation of long standing traditions and institutional forms – particularly those of the welfare state – in a difficult international environment. The convulsions over multiculturalism are typical of the adaptive politics and symbolic difficulties of small states in the face of wider global transformations.

218. Tradeoffs Between Equality and Difference: The Crisis of Dutch Multiculturalism in Cross-National Perspective

Abstract:
I compare the outcomes of Dutch integration policies in a cross-national European perspective. The Dutch approach is of wider theoretical and practical interest because it stands out for its far-reaching state support for multicultural group rights, which were intended to combat the socio-economic marginalization of immigrants. Contrary to these intentions, I show that the Netherlands performs worse than most other European immigration countries in various domains of socio-economic integration, including the labour market, education, residential segregation, and crime levels. I identify three mechanisms that can link multicultural integration policies to these outcomes: insufficient language and other cultural skills among immigrants; discrimination and white flight; and a lack of intercultural contacts. I also discuss why multiculturalism seems to be especially counterproductive in the context of highly developed welfare states. The dilemma of multiculturalism that I identify is that it aims to achieve socio-economic equality by way of maximizing immigrants' opportunities to develop and maintain their cultural difference. The analysis suggests that it is not always possible to have it both ways.

219. The Spread of Innovations through Social Learning

Abstract:
Innovations often spread by the communication of information among potential adopters. In the marketing literature, the standard model of new product diffusion is generated by information contagion: agents adopt once they hear about the existence of the product from someone else. In social learning models, by contrast, an agent adopts only when the perceived advantage of the innovation--”as revealed by the actions and experience of prior adopters--”exceeds a threshold determined by the agent's prior beliefs. We demonstrate that learning with heterogeneous priors generates adoption curves that have an analytically tractable, closed-form solution. Moreover there is a simple statistical test that discriminates between this type of process and a contagion model. Applied to Griliches' classic results on the adoption of hybrid corn, this test shows that learning with heterogeneous priors does a considerably better job of explaining the data than does the contagion model.

One of the most popular—and arguably most successful—strategies of recent years has been downtown residential development. In this effort, creating a vibrant, “24-hour” downtown has become the mantra for injecting life into struggling main streets and business districts.
