Abstract:
Learning one set of skills at school, technical college or university is no longer enough to carry people throughout their working life. But there is one basic skill that is becoming increasingly important in today's fast-changing technological universe: being able to learn and adapt to the new skills and training that will be required. But learning to learn is not enough; people also need to be sure that they acquire new skills during their careers as efficiently as possible – and that means ensuring that qualifications systems give them credit for the experience and knowledge they have gained, whether in the classroom, in the workplace or elsewhere.

Abstract:
The experience of Germany, with the largest Muslim population in Western Europe after France, shows that a significant Muslim population at the heart of Europe need not produce either violent Islamist groups or destabilising social unrest. Politicians now acknowledge it is a country of immigration, with a large and permanent Turkish and Muslim component. Citizenship is at last on offer, if still under difficult conditions. Neither political nor jihadi currents of Islamism have had much appeal for those of Turkish origin, three quarters of the Muslim population, and the handful of terrorist suspects that have been found have been either German converts or dual nationals of Arab origin. But there are issues that must still be addressed more effectively if the genuine integration that will ensure social peace and stability is to be created. While the political system has been preoccupied with finding, or creating, a single Islamic interlocutor for itself, more important are practical issues, especially education and jobs, which matter to the many still disadvantaged among the more than two million of Turkish origin and the hundreds of thousands of others of Muslim background.

The goal of this dissertation is to assess to what extent Mexican language policy towards indigenous minorities is congruent with the guidelines that multicultural, language policy and language planning theory prescribe. These theories were chosen because current legislation indicates that these are the ideals which Mexico, as a country, The aim of this research is to present a comparison of current Mexican multicultural language policies and how these diverge from multicultural theory, this in order to make inferences applicable to further developing multicultural language policies in Mexico.

Abstract:
Can peace and stability be measured? If so, what are some of the most helpful indicators for determining at-risk countries and regions? What is the significance of resulting rankings and changes from year to year? On September 17, 2007, USIP hosted a public event to explore these and related questions. The panel featured three indices that attempt to quantify aspects of countries' peacefulness, conflict, and instability: the Failed States Index, the Peace and Conflict Instability Ledger, and the Global Peace Index. The panel examined the meaning, methodologies, and utility for policymakers and researchers of these and other indices. This USIPeace Briefing summarizes the discussion at this event.

186. Changes in the Distribution of Wealth in China, 1995-2002

Abstract:
This paper investigates some major changes in the wealth distribution in China using the data from two national household surveys conducted in 1995 and 2002. The surveys collected rich information on household wealth and its components, enabling a detailed analysis of changes in wealth distribution among Chinese households. Our analysis indicates that the wealth distribution in China as a whole became much more unequal in 2002 than it was in 1995. The housing reform, in which public apartments were sold to urban households at extremely low prices, has accelerated the accumulation of wealth among urban households on the one hand, and widened the wealth gap between urban and rural areas on the other.

This paper depicts the trend of regional inequality in rural China for the period 1985- 2002. The total inequality is decomposed into the so-called within- and between components when China is divided into three regional belts (east, central and west). A regression-based accounting framework is then used to explore root sources of the rising inequality. Policy implications are discussed.

This Policy Brief is an outcome of the UNU-WIDER research project 'Social Development Indicators'. The overall aim of the project was to provide insights into how human well-being might be better conceptualized and, in particular, measured, by reviewing various concepts and measures and then offering recommendations for future practice and research. This Policy Brief outlines a contextual background to the project, by introducing some key concepts and measures used in assessing achieved well-being, especially at the national level. Highlighted are some of the best known and most widely used well-being measures. The Policy Brief then provides an overview of the five edited volumes that have emerged from the project, summarizing some of the main conclusions.

189. Saving and Demographic Change: The Global Dimension

Abstract:
This paper uses a panel data set of 85 countries covering 1960-2005 to investigate the macroeconomic linkages between national rates of saving and investment and population aging. The issue takes on added significance because of the recent suggestion that the decline in global interest rates has been driven by demographic changes in the industrial economies. We do find a significant correlation between the age composition of the population and nations' rates of saving and investment, but the effects vary substantially by region. They are very strong for the non-industrial economies of Asia, but weak in the high-income countries. We also find evidence demographic effects on both the public and private components of national saving. Furthermore, we conclude that the demographic effects on saving will be less disruptive than sometimes believed because of offsetting declines in investment. However, the effects on saving are stronger than those for investment, implying that most aging economies will ultimately be pushed in the direction of current account deficits.

Abstract:
Despite the vast accomplishments of the American credit system, approximately 35 million to 54 million Americans remain outside the credit system. For a variety of reasons, mainstream lenders have too little information on them to evaluate risk and thereby extend credit. As a result, those in most need of credit often turn to check cashing services and payday loan providers, with effective interest rates as high as 500 percent. The lack of reliable credit places them at a great disadvantage in building assets (such as homes, small businesses, or loans for education) and thereby improving their lives.
