Abstract:
The United States needs a defense budget worthy of its name, one that protects Americans rather than wasting vast sums embroiling us in controversies remote from our interests. This paper outlines such a defense strategy and the substantial cuts in military spending that it allows. That strategy discourages the occupation of failing states and indefinite commitments to defend healthy ones. With fewer missions, the military can shrink its force structure—reducing personnel, the weapons and vehicles procured for them, and operational costs. The resulting force would be more elite, less strained, and far less expensive. By avoiding needless military conflict and protecting our prosperity, these changes would make Americans more secure.

Over the last 25 years, the international community has pursued a series of measures to address unsustainable debt burdens in low-income countries. Early actions focused on debt relief for official bilateral claims—initially by rescheduling—followed by increasing levels of debt stock reduction. During this period, the Paris Club repeatedly reduced or rescheduled the debts of a number of countries.

The Jubilee 2000 movement, which called for the cancellation of the foreign debts of the poorest nations, reached its zenith in the late 1990s and 2000-and then, by design, shut down. In the space of a few years, it became one of the most successful international, nongovernmental movements in history. Abstract:
This article discusses how energy diplomacy is used in today's world to secure and promote the national and international security of nations. It focuses on the case of Iran as a major energy power. It will be argued that the emergence of energy as one of the main global concerns on the one hand and the emergence of multi-polarity in the wake of the demise of the Cold War on the other, have provided a foundation for the use of energy resources as a new means to pursue the international diplomacy of nations. In this context, the isolationist outlook in international politics advocating hard power as the main anchor for a nation's security is rejected; instead a new approach based on the principles of engagement, participation, and partnership in the world's mega trends is emphasized and, in fact, recommended. It is argued here that the level and degree of the meaningful role a country plays in the current world affairs and also in contributing to shaping the prospective international system is directly correlated with the level and degree of safety and security it would be able to secure for itself. In this vein, the traditional as well as modern outlooks in Iran's energy diplomacy will be briefly examined. While the former views oil and gas resources as a source of income to be utilized – primarily – to bankroll current activities and hence, ignoring the political economy considerations of energy, the latter, fully cognizant of such considerations, is based on the new vision of engagement and partnership with global partners and calls for adoption of a comprehensive energy plan that addresses both domestic and international concerns of this sector.

Russia is often thought to be a classic case of the resource curse—the idea that natural resource wealth tends to impair democratic development.1 Some see the country as doomed to authoritarian politics by its enormous endowments of oil and gas. “Russia's future will be defined as much by the geology of its subsoil as by the ideology of its leaders,” writes Moisés Naím, editor-in-chief of Foreign Policy magazine and former trade and industry minister of petroleum-rich Venezuela. “A lot of oil combined with weak public institutions produces poverty, inequality, and corruption. It also undermines democracy.” New York Times columnist Thomas Friedman sees a close relationship between world commodity prices and the extent of liberty in resource-rich states: a higher oil price means less freedom. Friedman suggests that Russia, from Gorbachev to Putin, fits this relationship perfectly.

This paper develops Deleuze's critique of the political ideal of sovereignty by examining his philosophy of nature. In their exultation of the ideal of sovereignty, traditional forms of political theory reflect only one aspect of nature. That is, its tendency toward unity. As such, they obscure what is most 'true' of nature, and what is most 'true' of peoples and individuals, which is their tendency toward multiplicity. While Deleuze's work has received significant attention in IR, the value of his philosophy of nature for the more concretely political problem of sovereignty is still to be fully realised. Beyond its under-representation in debates concerning political problems, Deleuze's work also suffers from misrepresentation. There is an abiding misconception of Deleuze as a theorist of the possibility of a 'world without sovereignty'. This paper dispels that particular misconception by demonstrating Deleuze's attention to the necessity of the recurrence of the problem of sovereignty as a condition for an understanding of political agency.

Abstract:
This article intends to contribute to the debate on the emergence of so-called new wars by reconstructing the new war thesis in a way that allows an empirical assessment of the plausibility of the thesis. It makes explicit the defining criteria implicit to the new war thesis which claims that a fundamental transformation of modern intra-state warfare has taken place due to the end of the Cold War. It also lays out the causal mechanisms that underpin the alleged transformation of warfare. Based on the reconstructed conceptual framework and drawing on case studies of the wars in Cambodia, Afghanistan, Angola, Somalia and Sierra Leone, the article then lends support to the new war thesis. The cases demonstrate that, in the 1990s, war economies based on criminal activities became more important and triggered the fragmentation of warring parties and the economisation of their war motives. Moreover, in combination, the fragmentation of warring parties and the economisation of their war motives facilitate the application of brutal violence against civilians.

Since the end of the Cold War, administrations of both political parties have underfunded the military, first harvesting a "peace dividend" by reducing the size of the force and then repeatedly postponing investments needed to replace worn out equipment and preserve the technological advantages that have been a traditional source of American strength. Now, just as this strain on the military--engaged in today's persistent irregular wars, yet unable to prepare fully for the wars of the future--reaches a point of crisis, come new calls to cut the Defense Department's budget, amplified by the fears of a faltering economy, the federal government's desire to boost spending elsewhere, and its inability to rein in other spending. Yet the arguments frequently made for Pentagon spending cuts are concocted from a mix of faulty analysis and out-of-context "facts."
