Abstract:
Uranium is a crucial mineral for energy and national security—it fuels the nuclear energy that underpins today’s economy and is key to propelling future growth to meet the surge in energy demand from artificial intelligence. However, supply chain vulnerabilities and dependencies on foreign adversaries challenge U.S. leadership in the sector and create national and energy security risks. Russia and China are rapidly expanding their offtake of mined uranium from international partners, uranium enrichment capabilities, and nuclear infrastructure. To strengthen uranium and nuclear fuel supply chains, the United States must work with allies, implement conducive trade and tariff policies, and invest in both domestic enrichment capacity and uranium ore production abroad.

Abstract:
China’s near monopolistic control of many critical minerals, which are essential for both for consumer products and defense production, represents an unacceptable risk to the national security of the United States at a time of heightened geopolitical tension. Canada, which already supplies the United States with large quantities of certain essential metals, is well positioned as an alternative source for many of the critical minerals controlled by China, thus contributing to North American national and economic security. Bolstering cooperation on critical minerals for the defense industry furthermore offers a way for both countries to find common ground amid frustrations surrounding trade and security.

Abstract:
The Democratic Republic of the Congo (DRC) is one of the world’s most resource-rich countries, and in 2024, it attracted the largest volume of mineral exploration investment in Africa. Enhancing U.S.-DRC cooperation is critical to counterbalance China’s dominance. The United States has historically underinvested in commercial diplomacy in the DRC, while China has established control over key mines through state-backed financing and infrastructure-for-resources deals. This brief answers two questions: First, how can the U.S. government utilize its resources to maximize impact in this sector? And second, what reforms can the DRC government implement to attract investment? Building the bilateral minerals partnership will require a suite of bilateral diplomatic, financial, and legislative reforms.

4. Korea’s Strategy for Critical Minerals: Navigating New Trade Rules and Global Challenges

Abstract:
Since the establishment of the GATT in 1947 and the WTO multilateral trading system in 1995, trade liberalization has led to an increase in global trade and the internationalization of production through global supply chains. In recent years, however, as non-trade values including national security, labor rights, and environmental protection have become important considerations, supply chains have become an end in themselves rather than a means of pursuing efficiency. Additionally, major trading partners such as the U.S, the EU, and China have sought to regulate global supply chain by leveraging market access to their domestic markets or critical minerals. The proliferation of such unilateral measures has posed significant challenges, as traditional WTO/FTA trade rules have failed to effectively address these new regulatory dynamics. The increasing compliance costs for companies, stemming from emerging supply chain regulations, are exacerbated by the legal constraints and loopholes in existing international trade frameworks, despite previously promised market access in multilateral and bilateral agreements. Against this backdrop, this Brief reviews the current state of disciplines in bilateral and multilateral trade rules and disciplines, with a particular focus on unilateral supply chain regulations. It will explore the critical minerals sector in light of recent sector-specific agreements and arrangements, including the IPEF Supply Chain Agreement, the U.S.-Japan Critical Minerals Agreement or “CMA”, and the EU's Strategic Partnership. While many supply chain issues are emerging in relation to various non-trade values, the critical minerals sector has been the first to see the emergence of more flexible and pragmatic sector-specific agreements and MoUs that depart from the traditional FTA model. This is likely due to the fact that the security of mineral resources is crucial to the competitiveness of domestic industries in many countries. Moreover, the recent trend of resource-owning countries requiring foreign and foreign-owned mining companies to uphold environmental and labor rights during the mineral extraction process has led to the emergence of new ESG (Environmental, Social, and Governance) obligations. The ability to address these elements in a stand-alone agreements or MoUs specific to critical minerals—rather than within the framework of a traditional FTA—marks a key strength of this approach. The evolution of these agreements, especially in the critical minerals sector, is of particular relevance to Korea. As the country faces increasing reliance on the global supply of critical minerals and is deeply impacted by evolving international regulations, it is crucial for Korea to explore its own strategy for securing access to these resources. This Brief will focus on the development of Korea's critical mineral strategy, while drawing the lessons from international agreements.

Abstract:
Indonesia now supplies more than half of the world’s nickel. Under its green industrial policy, it has also become a leading destination for foreign investment in critical minerals, electric vehicles (EVs), and the battery supply chain. While this strategy has offered some concentrated economic gains, rapid industry expansion has also been costly. Nickel processing has had damaging environmental, labour, and governance impacts, and has increased reliance on Chinese investment, technology, and demand, which presents vulnerabilities. Indonesia can strengthen its industrial policy by improving environmental and labour standards in the nickel industry, fostering a more competitive and export-oriented EV industry, and diversifying trade and investment partners.

Abstract:
Some Western pundits see the ongoing policy push from the European Union to de-risk supply chain dependencies on China as a threat to gains from decades of economic globalisation. Others regard Chinese industrial strengths in green technologies as unbreakable and see attempts to diversify the EU’s reliance as setting back global efforts to fight climate change. Yet, diversifying sources of critical minerals away from China and other large suppliers is a necessity in today’s volatile geopolitical climate. As well as actively pursuing new partnerships overseas to lower large dependencies on single sources, EU member states should fully harness new regulatory tools, such as the Critical Raw Materials Act, to diversify sources of critical minerals and exploit the Net-Zero Industry Act to support the production of green technologies and leverage European resources, capabilities and know-how. Contrary to conventional thinking, Europe is not starting from scratch when it comes to developing strategic supply chains in green, digital and defence technologies. Over time, there is ample potential for de-risking critical minerals to have a positive impact on the EU’s supply chain resilience and its contribution to lowering global emissions.

Abstract:
India ranks fourth in the world in terms of installed renewable energy capacity, with goals to further increase non-fossil fuel-based electric power capacity to 50% by 2030 and achieve net-zero emissions by 2070. However, its goals are dependent on a reliable and sustainable supply of critical minerals. Geopolitically, India’s critical minerals strategy is influenced by international dynamics and its systemic rivalry with China. India is therefore cooperating and collaborating with the United States, Australia, the European Union, Argentina, Chile, the Quad, the G20, and other actors to secure reliable supply chains for critical minerals. India is implementing regulatory and structural reforms to boost domestic production by increasing private investment and auctioning critical mineral blocks. At the same time, it requires immense financial and technological investment to advance this domestic strategy. To mitigate the risks associated with supply chain disruptions, India is set to strengthen its complementary two-pronged approach of boosting domestic production and pursuing international partnerships.

Abstract:
With global politics increasingly fractured, states are rushing to secure critical and strategic mineral supply chains. Each state conceptualizes mineral security differently, driven by a mix of imperatives that range from national development and industrial policy to technological and military dominance. Great power competition pervades all of these issue areas, and that competition may also pose risks at the global level: risks for the pace of green transition, risks of geoeconomic escalation and risks of conflict. This report provides an insightful overview of the mineral security policies of four key powers: China, the European Union, Russia and the United States. It describes the distinct ways in which they conceptualize mineral security, comparing their priority lists of critical and strategic minerals. It considers the wider imperatives that motivate their policies and assesses the implications for developing countries. The report concludes by reflecting on the need to mitigate the worst of the resultant risks through expanded dialogue with a wider set of stakeholders. The goal is a form of mineral security that can serve more broad-based, global developmental interests.

9. Material world: How Europe can compete with China in the race for Africa’s critical minerals

In the last two decades, China has come to dominate global supply chains for critical raw materials and the green energy and other technologies they enable. This increases competition and economic risks for Europe. In an effort to build CRM supply chains insulated from China, the EU has signed strategic partnerships with several politically friendly countries around the world, including in Africa. However, the EU will only realise its de-risking ambitions if the European private sector invests in CRM supply chains in partner countries in Africa and elsewhere. Yet the incentives for European companies to enter mining and processing operations in these markets are too weak. The example of Namibia shows that the EU’s strategic partnership with the country has borne little fruit – and may even be benefitting Chinese firms at European expense. To address this, the EU must enhance support to European companies to invest in securing access to critical raw materials. This should include new financial incentives and measures to protect against China manipulating prices on international markets.

10. Achieving Universal Energy Access in Africa amid Global Decarbonization

Abstract:
Africa is the most energy-deficient continent in the world, as it hosts 75 percent of the world’s population without access to electricity.[1] Universal access to electricity and clean cooking remains an elusive goal for most states in the region: in 2022, 600 million people lacked access to electricity on the continent, 98 percent of them located in sub-Saharan Africa.[2] There is an urgent need for intervention given Africa’s population of 1.4 billion is forecasted to reach 2.5 billion by 2050, which, when coupled with rising incomes and urbanization, will lead to a significant increase in energy demand.[3] This brief provides six evidence-based insights on Africa’s energy landscape before providing five recommendations on reaching universal energy access amid global decarbonization.
