501. Learning from Women's Success in the 2010 Afghan Elections

Abstract:
Afghan women made small but significant gains in participation in Afghanistan's September 2010 parliamentary elections. But their status in Afghanistan's electoral system is precarious, and significant effort is needed to preserve gains during the next election cycle in 2013–15. In the 2010 parliamentary elections, seventy-eight more female candidates ran than in the 2005 elections, a 24 percent increase. One additional woman was elected to Parliament over the sixty-eight-person quota stated in the constitution, and in four provinces, a woman received the highest number of votes out of all candidates. Women continued to face significant obstacles to campaigning, however, with female candidates and their campaign workers receiving a disproportionate number of threats or attacks reported during the elections. In less secure areas, cultural restrictions on women's access to public spaces increased, leaving many female candidates unable to effectively communicate with voters. Women made up 40 percent of the electorate in 2010, but women's access to the electoral process as voters often depends on having women hired as election workers by the electoral administration, candidates, and observer groups. Without female counterparts working at the polls, many women will stay home due to cultural concerns over interacting with men in public places. A significant finding from the 2010 candidate statistics is that women face less competition for seats than men do, making it attractive for political parties or coalitions to recruit powerful women to run on their platforms.

Abstract:
After the November runoff of the 2010 presidential elections in Côte d'Ivoire, the country's Independent Electoral Commission (IEC) announced that in the preliminary results, Alassane Ouattara, candidate of the Rassemblement des Républicains, had won. The Constitutional Council cancelled the results from several northern electoral areas favourable to Ouattara, however, and declared Laurent Gbagbo, the incumbent president who ran for La Majorité Présidentielle, the winner.

503. Yemen: Enduring Conflicts, Threatened Transition

As messy as it has been and unfinished as it remains, Yemen's transition accomplished two critical goals: avoiding a potentially devastating civil war and securing the resignation of President Ali Abdullah Saleh, who had ruled the impoverished country for over three decades. It also cracked the regime's foundations, while making it possible to imagine new rules of the game. Still, much remains in doubt, notably the scope and direction of change. The nation essentially has witnessed a political game of musical chairs, one elite faction swapping places with the other but remaining at loggerheads. Important constituencies – northern Huthi, southern Hiraak, some independent youth movements – feel excluded and view the transition agreement with scepticism, if not distain. Al-Qaeda and other militants are taking advantage of a security vacuum. Socio-economic needs remain unmet. The new government must rapidly show tangible progress (security, economic, political) to contain centrifugal forces pulling Yemen apart, while reaching out to stakeholders and preparing the political environment for inclusive national dialogue.

504. Is it all about territory? Israel's settlement policy in the occupied Palestinian territory since 1967

Changing with rapid speed, the current political geography of the occupied Palestinian territory has de facto come to undermine a two-state solution and is turning the official aim and end point of international negotiations at best into a naïve mirage for policymakers and at worst into a façade for a very different political game playing out in the occupied territory of the West Bank and Israeli-annexed East Jerusalem: that of Israel's ongoing territorial expansion into Palestinian land. The study shows how the settlement policies inside what are internationally-recognised Palestinian territories are not merely undermining the realisation of the two-state solution: the territorial claims put forward and pursued in practice and their anchoring in strategies of legitimisation reach far beyond international legal standards. This reveals a very different political narrative embedded at the core of the conflict from that projected by those images often appearing in the mainstream media and policy circles: a narrative of an ongoing struggle over land detached from any 'Peace Process' measures.

505. Unfinished Business: A Framework for Peace in the Great Lakes

Abstract:
Landmark peace agreements signed in 2002 by 11 African governments and various nonstate armed groups were meant to end 7 years of war that had ravaged Africa's Great Lakes region. A decade later, instability, tightly intertwined with regional geopolitics, persists. Recurring conflict has killed tens of thousands, mostly civilians, and displaced millions of others. The extended instability has also led to a collapse of basic social services and economic activity in parts of the DRC, resulting in manifold more deaths due to malnutrition, lack of access to basic healthcare, and scarce livelihood opportunities.Amid this breakdown, barbaric forms of violence have emerged. During one 4-day period in the summer of 2011, nearly 400 women, men, and children were raped by militia fighters. Since 1996, there have reportedly been more than 200,000 rapes, which are mostly attributed to armed militias.

506. How Indonesian Extremists Regroup

Almost ten years after the Bali bombing that brought terrorism in Indonesia to international attention, the country's violent extremists are weak and divided but still active. In the face of strong police pressure, they are finding ways to regroup on the run, in prison and through internet forums, military training camps and arranged marriages. In many cases, the same individuals keep reappearing, using old networks to build new alliances. The fact that they have been singularly inept in their operations in recent years does not mean that the danger of attacks is over. There are signs that at least some are learning lessons from past failures and becoming more sophisticated in recruitment and fundrais-ing. Better understanding of how extremists regroup could lead to more effective counter-radicalisation programs.

507. Black Gold in the Congo: Threat to Stability or Development Opportunity?

Although it should provide development opportunities, renewed oil interest in the Democratic Republic of the Congo (DRC) represents a real threat to stability in a still vulnerable post-conflict country. Exploration has begun, but oil prospecting is nurturing old resentments among local communities and contributing to border tensions with neighbouring countries. If oil reserves are confirmed in the east, this would exacerbate deep-rooted conflict dynamics in the Kivus. An upsurge in fighting since the start of 2012, including the emergence of a new rebellion in North Kivu and the resumption of armed groups' territorial expansion, has further complicated stability in the east, which is the new focus for oil exploration. New oil reserves could also create new centres of power and question Katanga's (DRC's traditional economic hub) political influence. Preventive action is needed to turn a real threat to stability into a genuine development opportunity.

508. The Last Living Fossil of the Cold War The two Koreas, the Dragon and the Eagle: towards a new regional security complex in East Asia?

Abstract:
The divided Korean peninsula is a flashpoint in the regional security complex in East Asia. The central issue is the threat posed by North Korea and how to meet it. After a review of North Korea as an international actor and of two important incidents in 2010 (the sinking of the South Korean naval ship Cheonan and North Korea's shelling of the South Korean coastal island of Yeonpyeong), the rationality underlying the country's military efforts is considered. South Korea's Nordpolitik is reviewed and the rise and decline of its sunshine policy and the role of its alliance with the United States is described. Two non-Korean great powers, China and the United States, are important actors in the region, and their relations with North Korea, goals and priorities, and implementation strategies are outlined. The report concludes with reflections on the potential for changing the present security complex, which is marked by a fear of war, into a restrained security regime, based on agreed and observed rules of conduct.

510. Why the ICC Should Operate Within Peace Processes

Is it ethical for the prosecutor at the International Criminal Court (ICC) to consider political factors, such as peace processes, in selecting situations to investigate or cases to prosecute? During the early years of the court, a number of documents and statements from the Office of the Prosecutor (OTP) suggested that there were occasions when it was. Two OTP policy papers issued in 2003 recommended that the prosecutor assess "all circumstances prevailing in the country or region concerned, including the nature and stage of the conflict and any intervention by the international community," and whether prosecution might "exacerbate or otherwise destabilize a conflict situation." In the same spirit, the ICC's chief prosecutor, Luis Moreno-Ocampo, referred to his decision-making as a "dialogue between many actors" with a "strategic dimension . . . [that] involves all stakeholders." This language suggested a process of consultation and coordination with local and international actors involved in conflict resolution to adapt international criminal justice to on-the-ground political realities.
