In the present paper, a sketch is offered of a possible resolution of the Israeli-Palestinian conflict with a special view to how the European Union might help bring this about. Consideration is also given to the larger framework of a lasting peace between Israel and its Arab neighbours.

Abstract:
Refugees are quintessentially victims of the states system. If the moral justification of the territorial state is to provide an authority accountable for the well-being of a designated citizenry, then the failure of individual states to discharge this task creates a responsibility on those who otherwise benefit from the system of states to aid those who suffer persecution in the territories in which they are nominally owed a primary duty of care. The number of refugees and other displaced persons in the world is extremely small—roughly 0.3 per cent of the world's population—but each is a precious being, and the way they are treated is a measure not of their worth, but of the moral capacity of those who are in a position to come to their assistance. Life chances in the present world order are to a significant degree arbitrarily determined by the accident of birthplace. Afghans and Iraqis, strongly represented in the world's present refugee population, are not refugees as punishment for their own failings. And ministers and bureaucrats in Western countries, typically enjoying lives of considerable luxury, are rarely well-off in recognition of their outstanding moral virtues; many simply had the good luck to be born in the right countries. If there is a global refugee crisis, it is not in terms of the number of refugees, but in terms of the willingness of wealthy and prosperous peoples to reach out to them. In the following paragraphs, I shall do three things. First, I offer brief overviews of the meaning of 'refugee' and of the current state of the world's refugees. Second, I outline the framework of institutions and measures which has evolved for the management of refugee protection and refugee needs. In conclusion, I offer some observations on the challenges which the refugee regime faces, and on the steps which need to be taken to improve the refugees' positions.
The global to-do list has never been more daunting. New arteries for transport, trade, finance, and communications require constantly updated rules. Freer, faster movement across borders necessitates filters to separate terrorists from traders and levees to contain infectious disease, pollution, invasive species, and financial disruption. Once-sovereign responsibilities such as poverty, child labor, and human rights shift to become international moral concerns. Technologies of literally world-shaking power—capable of destroying humans en masse, altering Earth's ecology, or upsetting atmospheric stability—create a set of truly global issues.

Afghanistan after the Taliban may easily turn into a quagmire for the international community, and the wrong kind of international strategies may easily worsen both its problems and ours. In particular, to begin with a grossly overambitious program of reconstruction risks acute disillusionment, international withdrawal, and a plunge into a new cycle of civil war and religious fanaticism.

Now is the time to learn the lessons of the past decade in Afghanistan: how it declined from a failing state into a cesspool drawing in Islamic malcontents from all over the world as well as those, like Osama bin Laden, who could bankroll them. If we fail to do so, our freedom may regularly be challenged by threats emerging from the heart of Eurasia, from Afghanistan itself, or from the neighboring states whose fates are being reshaped by their troublesome neighbor.

The topic of this conference, "Multiethnic State or Ethnic Homogeneity - the case of South East Europe", is both theoretically interesting and practically important. It is directly connected to a highly problematic reality as well as to the awareness of a self-evident need to get out of it not only quickly, but also in a secure way, in order to avoid a turned back of similar events.

Abstract:
"Building Stability in Weak States" was the topic of a workshop of the Woking Group "Crisis Management in South East Europe" of the PfP Consortium of Defence Academies and Security Studies Institutes which was held from 10-11 November 2001 in Tirana. It is no coincidence, however, that the initiative to develop this important topic for the development of security policy in South East Europe originated at the Albanian Institute for International Studies. Albania is seen as typical "weak State" in South East Europe, even though it has recovered from the quasi-civil war of 1997. This publication has ten articles by conference participants ranging from theoretical discussions to case studies from the region.

On 6-7 May 2002, the National Intelligence Council and the Department of State's Bureau of Intelligence and Research sponsored a conference that examined the prospects for resolving regional conflicts involving four states of the former Soviet Union: Georgia, Armenia, Azerbaijan, and Moldova. The conference brought together outside scholars, regional experts and officials to discuss the conflicts in Abkhazia, South Ossetia, Nagorno-Karabakh, and Transnistria. The purpose was not to arrive at a consensus but to deepen understanding of the complex geopolitical dynamics at work in the region.

The Mexican, Asian, and Russian crises of the mid- and late 1990s have renewed the interest among policymakers in the determinants and effects of private capital flows. This paper analyzes whether policies can affect the composition of capital inflows and whether different compositions aggravate crises. We find that, while fundamentals matter, capital controls can affect the mix of capital inflows that countries receive. We find that during the Asian crisis countries with more Yen denominated debt faired worse, while during the Mexican crisis larger short-term debt stocks increased the severity of the crisis.
Despite the current stagnation in South-North dialogue, relations between the Koreas have been subject to sudden shifts. In the warm afterglow of the historic June 2000 South-North Summit in Pyongyang, South Korean President Kim Dae Jung's engagement policy appeared to have created a self-sustaining dynamic. Policymakers in Washington and Seoul scrambled to manage the potential diplomatic and security consequences of a rapid breakthrough in bilateral relations driven by presidential summitry.
