1221. Remittances in Conflict and Crises: How Remittances Sustain Livelihoods in War, Crises and Transitions to Peace

Abstract:
Although migrant workers, refugees and immigrants have been sending money, goods and ideas home for millennia, until about a decade ago donors and international finance agencies paid little attention to the phenomenon. Interest has grown exponentially as statistics show what we now call migrant remittances to be among the most important contributing factors to national economies in several countries. Nearly all the countries in the conflict, war-to-peace transition, and crisis categories are highly dependent on remittances. The slow recovery of livelihoods and persistent violence or repression ensure high levels of migration and the need for remittances in such countries for several years after conflict and crises have ended. By all accounts, migrant remittances reduce poverty in important ways in developing countries. Research shows that migrants transfer funds and invest in their countries of origin at times when international investment has all but disappeared. By serving these purposes in countries emerging from or still experiencing conflicts (e.g., Bosnia and Herzegovina, Kosovo, Sri Lanka, Afghanistan, Somalia, Liberia, Côte d'Ivoire and others), remittances can be seen as a sine qua non for peace and rebuilding.

Abstract:
In the post-Vietnam era, the nature of American politics and the congressional role in foreign policy have been greatly altered. The role of media, money, lobbyists, political parties, the White House, and Congress—as an institution and as individual members—have collectively established a system that allows special interests to shape the narratives of key foreign policy issues and, in turn, manipulate the manner in which Congress asserts itself. The reaction of the 107th Congress to the second Palestinian intifada, which began in September 2000, is a case in point: Congress selectively viewed the conflict through the lens offered by others. The reaction of Congress has little to do with deep-seated bias toward Israel or instinctive hostility toward Palestinians. Rather, for its own reasons—including self-serving political calculations—Congress sided with Israel. As a congressional staff member during this period, I was privy to inside information—letters to and from members of Congress, “Dear Colleague” internal memos, letters from the administration and foreign governments, letters from interest groups pertaining to Middle East policy—and witnessed or participated in numerous conversations and debates about the Middle East. My first-hand source material and experience gave me a unique perspective on the often misunderstood process of congressional decisionmaking.

Abstract:
In the Spring of 2006 an Afghan citizen, Abdul Rahman, who had converted from Islam to Christianity was arrested under local shari`ah law which mandates the death penalty for apostasy. As a result of international pressure Abdul Rahman was released and given asylum in Italy. This widely publicized incident highlighted the urgent need for Muslims to seriously reexamine the restrictive shari`ah laws on apostasy. It is unfortunate, however, that this case took place in the war ravaged context of Afghanistan, where relief aid for the victims of war is dispensed by Christian agencies some with a primarily evangelistic agenda. A similar program of aid evangelism has been undertaken in wartorn Iraq. The activities of such groups have reinvigorated the debate over whether it is ethical for philanthropical activities and humanitarian service to be undertaken with the primary intent to proselytize. The legitimacy of religious conversion and the ethics of mission are challenging issues. But they are also pertinent issues that should form part of an honest dialogical encounter between Christians and Muslims, since they have important implications for conflict transformation and interreligious peacebuilding.

1225. A Childhood Lost? The Challenges of Successful Disarmament, Demobilisation and Reintegration of Child Soldiers: The Case of West Africa

Abstract:
After a conflict ends, there is a need to disarm, demobilise and reintegrate child soldiers into society. This report examines the challenges of achieving successful disarmament, demobilisation and reintegration (DDR) of child soldiers, with reference to DDR processes in West Africa, and suggests how such problems can be overcome. The challenges posed by the DDR of child soldiers in West Africa are vast and complex. The disarmament and demobilisation phase involves a dilemma between the need to include as many child soldiers as possible in the DDR process (many whom do not carry weapons), with an often-conflicting need to collect as many weapons as possible. In the reintegration phase of DDR come the challenges of rehabilitating former child soldiers, both physically and psychologically; the difficulties of reuniting child soldiers with their families; and the difficulties of creating viable opportunities for demobilised child soldiers in a post-conflict society.

This article looks at the relationship between European integration and national foreign and security policy - specifically, how and to what extent the development of a specifically European (EU) foreign and security policy leads to adaptation and change in national foreign and security policy. The theoretical point of departure is an interest in national changes in response to EU norms. It will be argued that national approaches tend to adapt to norms defined by a community to which they are closely linked; that this adaptation takes place over time, through a socialisation process; and that it may also, in the end, lead to changes in national identity. This argument challenges the common assumption of IR theory that national identities and/or interests are fixed and independent of structural factors like international norms and values. The empirical focus is on changes in French foreign and security policy since the early 1990s. How and to what extent has the dominant French national discourse on foreign and security policy changed since the early 1990s? And if so, how are these changes related to the European integration process in general, and to the development of a European foreign and security dimension in particular?

The proliferation of Small Arms and Light Weapons (SALW) has in recent years become recognized as a principal element of ongoing regional instability in various parts of the world. The recent conflicts in South East Europe are no exception as they have been fuelled and exacerbated by a plentiful supply of illicit arms and ammunition. In addition, easy access to SALW has further destabilized this part of Europe by contributing to organized crime activities such as trafficking and has the potential to support terrorism.

1228. Dysfunction of an Ideological State: Pakistan's Recurrent Crisis in Historic Context

In the aftermath of the September 11, 2001 terrorist attacks, Pakistan's President Musharraf has taken on the mantle of a leader dedicated to transforming his country from an Islamic ideological state to a moderate Muslim country. Are Musharraf's policies really aimed at changing Pakistan's direction or are they simply part of an effort to salvage a critical policy paradigm adopted by Pakistan's militaryled oligarchy since the country's early days? The author defines the core elements of Pakistani grand strategy by focusing on a policy tripod: the emphasis on Islam as an element of national policy empowered the new country's religious leaders; the inflexibility in relations with India and the belief that India represented an existential threat to Pakistan justified maintaining a large military which, in turn, helped the military assert its dominance in the country's life, and finally; the search for foreign allies who could pay for the country's defense and economic growth resulted in Pakistan's alliance with the West, especially the United States. If Pakistan does not transcend the dynamic created by an ideology defined by the mosque and an overly dominant military, it runs the risk of becoming a failed state with nuclear weapons.

In early 2005, Kurt M. Campbell, Director of CSIS' International Security Program, accompanied Secretary of Defense Donald Rumsfeld on a trip to Asia. Enroute, the Secretary and several of his close aides expressed an interest in learning more about the future of missile defenses in East Asia and the Subcontinent. Although familiar with the missile defense policies of countries in the region, they were concerned about how those policies were being implemented, whether the various national efforts were complementary or counterproductive, and how those efforts might affect the US approach to missile defense architecture.

May 1, 2003 President George W. Bush declares an end to major combat operations in Iraq. The U.S. lost 138 soldiers during the war. Seven U.S. soldiers are wounded when grenades are thrown at an American base in Fallujah, a stronghold for Saddam Hussein loyalists. Earlier, U.S. troops killed 15 civilians at a protest in the city.
