Abstract:: We propose a novel theoretical framework to study how environmental regulation shapes economic development in a developing country such as China. We develop a dynamic tax competition model in which local governments, located in development zones, use variation in taxes to attract workers to their jurisdictions. Their objective is to maximize tax revenue less local health costs that are proportional to local pollution. Our main result is that competition generates a reallocation of productive factors when national regulation is introduced. Local governments in more productive regions set greater production taxes than in other regions. This makes workers and output to shift from more to less developed regions of the country.

Abstract:: Northeast Asian countries compete against one another in order to procure natural resources from abroad. Moreover, competition surrounding energy-related technologies is getting overheated in this region. It would be worth paying attention to energy competition between South Korea and Japan, so we can better understand energy security in Northeast Asia by comparing South Korea’s and Japan’s energy strategies. This paper examines how important coal is in the two countries’ economies and why coal has become so important . It also analyzes the similarities and differences of their coal policies, especially focusing on policy trends and prospects related to Clean Coal Technology. This paper will warn of another hot competition among the countries in this region and suggest multilateral cooperation.

Abstract:: We investigate a recent political theory of institutional change according to which institutions of economic freedom are more likely to be adopted at the extreme cases of strong and weak political competition than at cases in between. We find that such a U-shaped relationship is verified when controlling for other political variables and past economic growth, but disappears when controlling for the initial level of development. In this case, the relationship between political competition and the adoption of institutions of economic freedom appears to be positive and linear as suggested by the political principal-agent paradigm.

Abstract:: The decision by India to conduct five nuclear tests in May 1998 threatens to spark an all-out nuclear arms race between India and Pakistan. Both India and Pakistan have developed the capability to produce unsafeguarded weapon-grade plutonium and weapon-grade uranium (WGU) for nuclear weapons. However, until now, both countries have constrained their nuclear competition, preferring to keep their arsenals undeployed. In addition, Pakistan decided in the early 1990s to stop producing weapon-grade uranium, in essence capping its stock of material for nuclear weapons. India is widely perceived to have a significantly larger nuclear arsenal than Pakistan. The following estimate shows that if a nuclear arms race developed between India and Pakistan and Pakistan decided to resume WGU production, India’s overwhelming advantage could disappear.

Abstract:: This paper seeks to contribute to a more informed public discussion of the issues involved in industrial reconversion and industrial restructuring in developing countries, and makes special reference to recent efforts along those lines in Uruguay. It lists ten questions that might be raised and, after consideration of them, offers a series of recommendations and a conclusion that maintains that restructuring is a process involving social interaction, and thus that it can benefit by incorporating into the economic analysis elements from other behavioral social sciences. The discussion emphasizes the importance of often overlooked microeconomic policies in achieving reconversion/restructuring, reviews alternative concepts of restructuring, outlines the current debate on the determinants of dynamic competitive advantage and the techniques of gauging international competitiveness, and considers policies beyond trade liberalization to promote increased industrial productivity and industrial competitiveness.
