Abstract:
U.S. policymakers talk more today about energy security than they have at any time since the energy crises of the 1970s. Yet scholarly understanding of the challenges at the intersection of energy and national security, and of the various policy tools available to address them, is surprisingly weak. On April 12–13, 2010, the Council on Foreign Relations (CFR) convened a group of thirty-six scholars and practitioners to assess the current state of knowledge about oil, gas, and national security, and to identify those areas where research was most needed. Participants included experts from academia, industry, government, and international institutions, and brought backgrounds in economics, political science, international relations, science, engineering, and law to the discussion.

Between June 2009 and January 2010, the East West Institute (EWI) began exploring how the United States, China, and the international community could build strategic trust through cooperation on climate change and climate security. EWI examined this issue through policy discussions in several forums: Track 2 processes such as the U.S.-China High Level Security Dialogue and the U.S.-China-Europe Trialogue21 initiative; a roundtable session in New York; and the U.S.-China Working Group on Climate Change—a group of Chinese and American experts convened with the support of the Connect U.S. Fund who met before and after Copenhagen to assess progress and to determine ways to move forward.

Climate change, economic development and population growth are changing perceptions of water and raising awareness of the growing stresses placed on the world's freshwater resources. The limited availability of water is particularly acute in regions such as the Middle East where demand already outweighs supply and neighboring states must share their main freshwater resources. Competition over dwindling and ill-managed water resources will likely increase, potentially threatening food security, health, economic development and peace in a region already struggling with ongoing conflict.

As the pursuit of hydrocarbon energy expands to new territories to meet growing global demand, the pressure for oil and gas majors to find new sources of these two coveted commodities will increase. Offshore locations, especially deepwater sites, have yielded prolific deposits, and are poised to be a hive of activities in the oil and gas industry. Operations farther and deeper in offshore sites will bring a variety of issues and challenges that will test the resolve and stretch the resourcefulness of industry players.

Policymakers seem to face a trade-off when designing national trade and investment policies related to clean energy sectors. They have pledged to address climate change and accelerate the large-scale deployment of renewable energy technologies, which would benefit from increased global integration, but they are also tempted to nurture and protect domestic clean technology markets to create green jobs at home and ensure domestic political support for more ambitious climate policies. This paper analyzes the global integration of the solar photovoltaic (PV) sector and looks in detail at the industry's recent growth patterns, industry cost structure, trade and investment patterns, government support policies and employment generation potential. In order to further stimulate both further growth of the solar industry and local job creation without constructing new trade and investment barriers, we recommend the following: Governments must provide sufficient and predictable long-term support to solar energy deployment. Such long-term frameworks bring investments forward and encourage cost cutting and innovation, so that government support can decrease over time. A price on carbon emissions would provide an additional long-term market signal and likely accelerate this process. Policymakers should focus not on solely the manufacturing jobs in the solar industry, but on the total number of jobs that could possibly be created including those in research, project development, installation, operations and maintenance. Global integration and broader solar PV technology deployment through lower costs can be encouraged by keeping global solar PV markets open. Protectionist policies risk slowing the development of global solar markets and provoking retaliatory actions in other sectors. Lowering existing trade barriers—by abolishing tariffs, reducing non-tariff barriers and harmonizing industry standards—would create a positive policy environment for further global integration.

A year ago, we wrote a policy brief titled Setting the NAFTA Agenda on Climate Change, which explored issues of energy and environmental cooperation among the three North American countries in light of the climate legislation that had recently passed the US House of Representatives. Similar legislation did not pass the Senate, and Congressional leaders are now considering much more modest measures aimed at reducing greenhouse gas (GHG) emissions and reforming US energy policy.

On May 12, 2010, Senators John Kerry (D-MA) and Joseph Lieberman (I-CT) released details of their proposed American Power Act, a comprehensive energy and climate change bill developed over the preceding nine months by the two senators, chairmen of the Senate Foreign Relations and Homeland Security Committees respectively, along with Senator Lindsey Graham (R-SC).1 With US unemployment just below 10 percent and the sunken Deepwater Horizon drilling rig's ruptured well pouring thousands of barrels of oil into the Gulf of Mexico each day, the senators promised that if passed the bill will: (1) reduce US oil consumption and dependence on oil imports; (2) cut US carbon pollution 17 percent below 2005 levels by 2020 and over 80 percent by 2050; and (3) create jobs and restore US global economic leadership. In this policy brief we evaluate the effectiveness of the proposed American Power Act in achieving those goals.

Abstract:
Due to the immense strain they put on policymakers, the oil crises of the 1970s and the contemporary challenge of anthropogenic global warming must represent two of the greatest tests of Japanese energy policy of the past 50 years. As such, the policy response to the oil crises had been effective, but the challenges posed by global warming have not been met with equal success–and this situation partly stems from the measures adopted in response to the previous crisis.
