Worries about climate change are deepening in many countries. Proponents of gas, which burns cleaner than coal, suggest that it could be part of the answer—but preferably indigenous gas, for the sake of energy security. At the same time, even as energy demand surges ahead, the giants of the oil industry are finding it harder than ever to tap new reserves, which is forcing them to look to previously neglected, harder-to-reach hydrocarbons. Among these, hitherto disregarded shale gas reserves are generating the most enthusiasm.

The code of conduct that was agreed by a cross-party working group of the European Parliament (EP), the EP Bureau and Conference of Presidents, is a watered-down compromise that lacks provision for the introduction of the 'legislative footprint' that the plenary requested the Bureau to set up. The legislative footprint is a document that would detail the time, person and subject of a legislator's contact with a stakeholder. Published as an annex to legislative reports, it would provide insight into who gave input into draft legislation. Unfortunately, the Constitutional Affairs (AFCO) Committee with Carlo Casini (EPP) as Chair and Rapporteur has so far failed to improve the draft in this respect. Against a backdrop of past scandals and recent criticism of early agreements negotiated in trilogues behind closed doors, the EP is about to miss an opportunity to show that it has learnt its lesson, and that it takes seriously its role as guarantor of legitimacy in EU decision-making. Transparency means proactive action: by adding a provision for a legislative footprint that identifies the interest representatives with whom key actors met and from whom they received advice, Members of the European Parliament (MEPs) have a chance to turn the EP into a role model for parliamentary transparency in a pluralistic democracy.

This paper outlines how the evolution of China's policy and study of the environment are reflected in the scholarly literature, paying special attention to the impact of the country's environmental developments on international relations. In particular, it examines accounts of how China has moved from an isolated national scientific and environmental control infrastructure into the centre of international environmental debates as its society has opened and the geographical scale of ecological problems has expanded. The paper also identifies the continuing inhibitors to China's ability to control environmental degradation – including lack of transparency, elite manipulation, and bureaucratic weaknesses – despite the opening of China's system to limited participation of civil society in its environmental debates.
China's capital-intensive, export-oriented, spectacular economic growth since launching its open-door policy and economic reforms in late 1978 not only has created jobs and has lifted millions of the Chinese people out of poverty, but also has given rise to unprecedented environmental pollution and CO2 emissions. While estimates of the embedded CO2 emissions in China's trade differ, both single country studies for China and global studies show a hefty chunk of China's CO2 emissions embedded in trade. This portion of CO2 emissions had helped to turn China into the world's largest carbon emitter, and is further widening its gap with the second largest emitter. This raises the issue of who should be responsible for this portion of emissions and bearing the carbon cost of exports. China certainly wants importers to cover some, if not all, of that costs. While China's stance is understandable, this paper has argued from a broad and balanced perspective that if this is pushed too far, it will not help to find solutions to this issue. On the contrary it can be to China's disadvantage for a number of reasons. However, aligning this responsibility with China does not necessarily suggest the sole reliance on domestic actions. In that context, the paper recommends specific actions that need to be taken internationally as well as domestically in order to effectively control the embedded CO2 emissions in China's trade.

With increasing country demands but a changing supply of water due to climate change, tensions may increase over international water sources in South Asia and China. The article investigates these trends and discusses the existing and potential treaties and impacts of different scenarios on the region's politics and economics.
Despite all its progress over the last quarter century, South Asia remains home to four out of every 10 of the world's poor ; 600 million of South Asia's 1.5 billion people live on less than $1.25 per day. Almost half the children below five are underweight, accounting for more than half of the world's undernourished children. Imbalances in economic growth, inequality among castes, classes, between genders, and a region beset by disasters, have added to the suffering of the poor and those most vulnerable and marginalised.

Ethiopia is currently ranked 11th of 233 countries and other political jurisdictions in terms of its vulnerability to physical climate impacts, and 9th in terms of overall vulnerability, which is physical impacts adjusted for coping ability (CGD, 2011). Yet little is known about its people's adaptive capacity at individual and community level, or how existing interventions influence a community's ability to adapt.

Abstract:
Uganda faces the challenge of responding to rapidly changing climate and development pressures. At the local level, many communities do not have the tools, resources or capacity to adapt alone, and will require assistance and support from government and other development actors. Though most development interventions do not seek directly to address issues of climate change, the impacts of project support are likely to influence the ability of people and communities to respond and adapt to changing climate and development pressures. Yet, few development actors have considered how their interventions are influencing communities' adaptive capacity, and what can be done to further enhance it.
