With limited space and ever-growing trash, the islands of the Pacific share unique challenges managing their solid wastes. The traditional approach has been to collect waste in open dumps and landfills. But overwhelmed sites and unsanitary conditions are driving governments to seek alternative solutions. Hawai'i has implemented "resource recovery" systems in past decades to deal with waste, including an innovative energy-from-waste project on O'ahu, and a recycling/composting program on Maui that focuses on diverting material from landfills. While both have been successful in reducing waste and generating products, the programs have also endured unexpected delays and problems. Despite differences in scale and capacity, the Hawai'i experience offers insights for other Pacific islands into how to tackle their own solid waste management issues, and create systems and policies that deliver the greatest ecological and economic benefits.

Abstract:
A drought is moving through the Pacific Islands, brought by one of the strongest El Niño events since record keeping began 60 years ago. It started in the southwest Pacific, where it has brought famine to Papua New Guinea and Vanuatu. It is expected to reach the South Pacific, tropical West Pacific, and Hawaiian Islands between December 2015 and May 2016, potentially affecting 4.7 million people. While the effect of El Niño in the Pacific Islands receives little global attention, it has already proved severe, particularly among vulnerable island populations. Prolonged drought can compromise not only freshwater supplies and food security, but can also have cascading impacts on public health, economies, food distribution, and even trigger civil unrest. Past experiences with regional drought, current actions being taken, and the most current predictions for El Niño’s anticipated effects on the Pacific Islands, suggest strategies that governments and aid groups can take to prepare for this powerful climate event.

364. Let Them Eat Coal: Why the G7 must stop burning coal to tackle climate change and fight hunger

Climate change is already the biggest threat to winning the fight against hunger. Coal is the biggest single cause of climate change, yet the G7 countries are still burning huge amounts, despite efficient, affordable, renewable alternatives being available. G7 coal power stations emit twice as much fossil fuel CO2 as the whole of Africa, and their contribution to global warming will cost Africa alone more than $43bn per year by the 2080s and $84bn by 2100, and lead to several million tonnes of staple crops lost worldwide. This year will see crucial new UN climate talks in Paris. To set the tone for a successful climate agreement at the UN talks in December, the G7 must lead the world in setting out clear plans for a just transition away from coal. This Oxfam briefing paper shows how with the right mix of regulatory and policy measures, some countries can move to coal-free electricity grids within the next decade. Oxfam commissioned the think-tank E3G to review the current coal situation in all G7 countries.

365. Elaborating in the INDC context

Several countries have embarked on nationwide processes to devise their ‘contributions’ towards a new global climate agreement set to be adopted at Paris in 2015. Sixty-two countries have already communicated their contributions to the UNFCCC, in pledges covering around 62.9% of global emissions in 2012. These contributions, formally known as ‘intended nationally determined contributions’ (INDCs) are expected to be the bedrock of post 2020 climate action and the building blocks of the 2015 climate deal, that is currently being negotiated by Parties. This paper discusses the emergence of this concept and outlines some of the legal and technical aspects of a contribution and their implications on ambition, adequacy and political feasibility. Section 3 analyses pledges in the submitted INDCs, with a special focus on G20 countries. The term ‘INDC’ first emerged in 2013 at the Warsaw negotiations of the Conference of Parties (COP) in a decision inviting Parties “to initiate or intensify domestic preparationsfor their intended nationally determined contributions….. and to communicate them well in advance of the twenty-first session of the Conference of the Parties (by the first quarter of 2015 by those Parties ready to do so)” For developed countries, INDCs will replace their Kyoto Protocol commitments; for developing countries, Nationally Appropriate Mitigation Actions (NAMAs) will continue to be in force as implementation tools supporting the mitigation component of their INDCs. Over the past year, countries have been negotiating to iron out differences on issues like differentiation, legal nature, scope, form and review of contributions with varying levels of success on each front.

366. The Institutionalisation of Climate Policy in India: Designing a Development-Focused, Co-Benefits Based Approach

Abstract:
While there is growing attention to climate policy, effective coordination, design and implementation of policy require attention to institutional design for climate governance. This paper examines the case of India, organized around three periods: pre-2007; 2007–2009 and 2010-mid-2014, providing institutional charts for each. Several key themes emerge. First, the formation of climate institutions have frequently been driven by international negotiations, even while filtered through domestic context. Second, once established, institutions tend not to be stable or long-lasting. Third, while various efforts at knowledge generation have been attempted, they do not add up to a mechanism for sustained and consistent strategic thinking on climate change. Fourth, coordination across government has been uneven and episodic, reaching a high point with a specialised envoy in the Prime Minister’s Office. Fifth, the overall capacity within government, in terms of specialised skills and sheer numbers of personnel remains limited. Sixth, capacity shortfalls are exacerbated by closed structures of governance that only partially draw on external expertise. Seventh, institutional structures are not explicitly designed to enable India’s stated objective of climate policy in the context of development, which implies specific attention to co-benefits and mainstreaming.

Abstract:
What should India put forward as the mitigation component of its climate contribution? India has dual interests in climate negotiations: safeguarding adequate energy for development, and promoting an effective international agreement to limit its climate vulnerability. To balance these interests, India should pledge well-developed sector-specific actions that maximize synergies across development and climate outcomes. This approach will avoid lock-in to a high carbon growth path while enhancing development. Sectoral actions could include an additional component conditional on availability of international climate finance. In addition, an updated emissions intensity target would serve as a useful complement to sectorally focused action.

Abstract:
In the closing months of 2015, two separate events thrust the city of Paris into the epicentre of global security politics. On November 13th, the French capital was the site of a series of coordinated terrorist attacks. At least nine individuals claiming allegiance to the Islamic State in Iraq and Syria (ISIS) used suicide vests and assault weapons to target citizens and symbols of the Republic. The attacks, which took place in cafés, restaurants, the national soccer stadium, and a crowded music venue, killed more than 130 people and precipitated the largest state of emergency across France since the Second World War. Just two weeks later, the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) convened in Paris. The conference, known as COP21, was a pivotal moment in the global effort to reach a multilateral agreement on global climate change. The juxtaposition of terrorism and climate change, two of the most pressing security issues of our time, encapsulate the complex and intertwined nature of contemporary threats to global security. The political and normative implications of the November events in Paris demonstrate the intricacies of securitization theory, a “radically constructivist” approach to understanding the nature of security threats.[1] This theory provides a framework for understanding the process through which political issues are transformed into security issues, while offering a series of cautionary warnings about the adverse consequences of security discourse and practices within democratic societies. The application of securitization theory lends a unique understanding to both the terrorist attacks and popular engagement in the climate summit. This framework also clarifies the resulting trade-off between renewed securitization of terrorism and democratic mobilization at COP21.

The Lima meeting is already over. Again, the script from every climate summit is being repeated: a framework for negotiation has been settled, the basis for future agreements has been laid down, however, decisions are still being postponed. In this case, until the Paris Summit in late 2015. Inter alia, the lack of sensitivity of the United States towards environmental protection, coupled with the failure of the European Union in solving their almost chronic financial, social and political instability crisis, have left the world’s environmental protection strategy orphan of leadership. Certainly, a strategic project in the near future of the international community and essential for humanity.

370. Why wealthy countries must not drop nuclear energy: coal power, climate change and the fate of the global poor

Current estimates indicate that several hundred thousand deaths per year can be attributed to climate change. Developed countries have reacted to this growing disaster by increasing the use of renewable energies, but what is to be done with the additional electricity thus generated? Should it be used for cutting back coal-fired energy production or can it be used for substituting nuclear energy? Priority must be given to replacing coal power, since developed countries have a strong duty to minimize the physical harm caused by their electricity generation. Dropping nuclear energy prior to coal power cannot be justified because the risks of nuclear energy pale in comparison to the suffering that emissions from coalfired plants inflict both on their host countries and on poorer countries in the global South that (a) do not benefit from this energy and (b) have far less capacity to cope with the effects of climate change or other environmental damages. This article argues that when faced with a choice between operating coal-fired power plants or nuclear reactors, governments are obliged to opt for nuclear energy.
