Abstract:
India is undergoing structural urban and economic transitions and has set ambitious policy targets to meet its rising energy needs for development. Expanding coal and renewables are two important pillars of this undertaking and, since 2008, climate protection is of increasing concern. India’s international engagements reflect these motivations of both energy security and climate change, where India is increasingly engaging in transfer of clean and efficient energy technologies to developing countries like itself.

Abstract:
This paper presents an overview of the current state of global environmental governance with an eye toward highlighting the challenges that are presented by the scale and speed of environmental change that we are now witnessing. The scale of anthropogenic environmental change has led to what many now dub the Anthropocene - reflecting that humanity is changing our natural planetary systems in ways that have fundamental implications on a geologic scale. It also harkens in an era when humanity will be called on to consciously manage on a planetary level massive environmental change and the economic and social impacts that arise from this change.

Abstract:
The Paris Agreement marked a major breakthrough in support for climate action from many parts of the business community, including from key actors in the food and beverage sector. But despite significant progress, much work remains both to cut greenhouse gas emissions and to support the millions of people already hit by climate change. As one of the sectors that is at highest risk of being affected by climate change, responsible for a giant emissions footprint and reliant on millions of small-scale farmers and agricultural workers in the regions most vulnerable to climate change, the food and beverage sector should lead the next generation of post-Paris corporate climate commitments. This paper presents new data commissioned from the research consultancy CE Delft on the greenhouse gas emissions footprints and water scarcity footprints of major food commodities. The data demonstrate the vital role the food and beverage industry can and must play in turning the Paris Agreement into a springboard for the stronger climate action needed.

Mozambique is described as the third most exposed African country to the risks of disaster, particularly floods, cyclones and drought. It is one of the world’s worst affected countries in terms of climate change, resulting in high levels of poverty and vulnerability, and major impacts on natural resources and physical infrastructures. Oxfam is building the capacity of Mozambique’s civil society so it can effectively participate in disaster management, directly support affected and vulnerable people, and, in terms of the humanitarian situation, have a critical vision and voice.

Water is an essential ingredient for the preservation of life on earth. Maintaining the food chains and humanizing the life standards are closely connected to the fresh and clean water accessibility. But, declining the magnitude of water and enhancing of its demands have extended the space between water accessibility and water demand. In Pakistan like many other countries of the world particularly in Asia, high population growth rates, feudal and aristocratic dominancy over community advantageous areas, swiftly urbanization, climatic changes, local and social variances in collaboration of absence of institutional responsibility and governance malfunctions have pressurized and over-stressed the water resources of the country. Although, water is not the only threat to human security of Pakistan but an infuriating factor to worsen the human security conditions in the country. Such water-stressed conditions in the country are mostly misused by some pressure groups and non-state actors to exploit the deprived people for the purpose of the promotion of their respective agendas. Therefore, it is dire need to understand the water accessibility, accepted water allocation among provinces, water mechanisms, inconsistency and requirement in Pakistan and its connection with security threats. This paper portrays the analysis about some of the most important inclinations and challenges in the areas of water availability and demands in Pakistan and its close connection with security of common people in the country. It examines the dynamic responsible factors behind these issues and evaluates the repercussions for human development and security and also recommends some suggestions for both the state and the general public in order to face the challenge by doing more with something less.

Abstract:
In December 2015, members of the United Nations Framework Convention on Climate Change (UNFCCC) gathered in Paris at the 21st Conference of Parties (COP). Expectations regarding the Conference were high: having failed to agree on a legally binding treaty to replace the Kyoto Protocol at COP 15, in Copenhagen, when expectations were very high because of the new climate friendly presidency of Obama and the possibility of a shift in the Chinese position, and in 2012, when the first commitment period of the Protocol expired, members settled COP 21 as the new deadline. Achievements of the Conference, especially the Paris Agreement, will be judged differently depending from the point of view.

FACING UP TO CLIMATE CHANGE IS A KEY CHALLENGE OF OUR TIME. We are on pace in 2016 to again record the warmest global temperatures ever measured; a distinction that now appears to be an annual occurrence. Weather is becoming less predictable, storms more intense, and drought and flooding more pervasive. This destroys livelihoods, impedes economic progress, and undermines the sustainable development gains we are working hard to achieve. Slowing down and ultimately reversing climate change requires us to lower our greenhouse gas emissions. And effectively pricing carbon emissions is a vital place to start. Pricing carbon through markets creates incentives, sets clear rules, and encourages regulated organizations to lower emissions in flexible ways that work for them. Like much in the current climate change arena, the main action on carbon markets is happening beneath the global scale. After years of chasing global mechanisms to price and trade carbon emissions credits, the landmark Paris Agreement of December 2015 both recognizes and provides political and policy space for efforts at local, state, and regional levels. The relevance of carbon markets is growing apace; almost doubling in scale since 2012 with forty states and twenty-three cities, regions, and provinces pricing emissions worth some $50 billion.

309. More Than a Lightbulb: Five Recommendations to Make Modern Energy Access Meaningful for People and Prosperity

Energy is fundamental to modern life, but 1.3 billion people around the world live without “access to modern electricity.” The current definition of modern energy access—100 kilowatt-hours per person per year—is insufficient and presents an ambition gap with profound implications for human welfare and national economic growth. This report summarizes the energy access problem, the substantial efforts underway to bolster power generation and access in the poorest regions, and highlights concerns about the specific indicators being used to measure progress. It then condenses a set of analytical and conceptual questions the working group grappled with, such as why and how to better measure energy usage and the multiple options that should be considered. The report concludes with five recommendations for the United Nations, International Energy Agency, World Bank, national governments, major donors, and other relevant organizations.

310. Expert Consensus on Downscaled Climate Projections for the Main Hawaiian Islands

To better understand impacts of climate change across diverse sectors in Hawaii, resource managers and scientists collaborate with climate modelers who create projections of future climate conditions, such as changes in patterns of rainfall and temperature at the end of the 21st century. To make global climate projections applicable for Hawaii, the models must be downscaled (see Figure 1) to provide increased spatial detail for resource managers and cultural stewards. Different methods and models are used, and because these are projections for many decades from now, the results often span a range of possibilities. A Workshop held in September 2015 brought climate modelers and resource managers together to discuss areas of agreement about different aspects of climate projection. The purpose of this document is to summarize levels of expert consensus across different climate projections, and to offer guidance for resource managers, cultural stewards, and community leaders to better understand applications and limitations of available projections for the State.
