221. Governance of Highly Decentralized Nonstate Actors: the Case of Solar Geoengineering

Abstract:
New technologies, such as social media and do-it-yourself biotechnology, alter the capacities and incentives of both state and nonstate actors. This can include enabling direct decentralized interventions, in turn altering actors’ power relations. The provision of global public goods, widely regarded as states’ domain, so far has eluded such powerful technological disruptions. We here introduce the idea of highly decentralized solar geoengineering, plausibly done in form of small high-altitude balloons. While solar geoengineering has the potential to greatly reduce climate change, it has generally been conceived as centralized and state deployed. Potential highly decentralized deployment moves the activity from the already contested arena of state action to that of environmentally motivated nongovernmental organizations and individuals, which could disrupt international relations and pose novel challenges for technology and environmental policy. We explore its feasibility, political implications, and governance.

222. Governing Cooperative Approaches under the Paris Agreement

Abstract:
Parties to the Paris Agreement can engage in voluntary cooperation and use internationally transferred mitigation outcomes towards their national climate pledges. Doing so promises to lower the cost of achieving agreed climate objectives, which can, in turn, allow Parties to increase their mitigation efforts with given resources. Lower costs do not automatically translate into greater climate ambition, however. Transfers that involve questionable mitigation outcomes can effectively increase overall emissions, affirming the need for a sound regulatory framework. As Parties negotiate guidance on the implementation of cooperative approaches under Article 6.2 of the Paris Agreement, they are therefore considering governance options to secure environmental integrity and address the question of overall climate ambition. Drawing on an analytical framework that incorporates economic theory and deliberative jurisprudence, practical case studies, and treaty interpretation, this Working Paper maps central positions of actors in the negotiations and evaluates relevant options included in the latest textual proposal.

The surge in domestic production of oil and gas alone, which provides a significant advantage to the US economy, may also have drained some of the urgency and enthusiasm from efforts to improve energy efficiency while achieving economic growth targets, particularly in the industrial sector. The post-Cold War world has been characterised by global cooperation, largely driven by Western actors and based on the norms of Western liberalism. Today, global power shifts are accelerating. The Western liberal order finds itself in deep crisis. Its previous anchor, the United States (US), is no longer willing or able to run the system. Its most important former ally, the European Union (EU), is struggling with inte- gration fatigue. New nationalist movements in many Western countries are proliferating. In other parts of the world, too, people fear the impact of globalisa- tion and are seeking to regain national autonomy. What does this mean for the future of global cooper- ation? How can the wish for more national autonomy be reconciled with the need to cooperate in the face of unsustainable development, global inequality, conflict and gross violations of human rights? How do changing power constellations affect global cooper- ation? We suggest that new forms of governance will contribute to sustaining global cooperation. This paper uses the example of the Paris Agreement to illus- trate new forms of polycentric and multi-stakeholder transnational governance that are bottom-up rather than top-down. Moreover, constructive coalitions of the willing and more flexibility in global governance provisions might also be key for successful future cooperation.

229. Making cities in conflict areas more resilient

Abstract:
By 2050, the UN estimates that 70 percent of the global population will be living in urban areas. Therefore, understanding and anticipating the ability of cities to manage and avoid the negative effects of climate-related changes and events – for example, hurricanes, overpopulation or supply chain disruption – is of utmost importance. This paper presents a conceptual framework to empirically quantify the climate resilience of cities to guide policymakers and community leaders in identifying challenges and opportunities. This paper tests the framework for data analysis in three cities in conflict-prone territories: Bamako (Mali), Maiduguri (Nigeria, Lake Chad Region) and Baghdad (Iraq). The analysis of the three cases suggested that city resilience in those areas cannot be developed without addressing the root causes of conflict in the entire area, as city-level resilience in conflict areas is closely related to the national level. On the basis of the research, some important observations and recommendations are made. When tested, the analysis revealed that the level of resilience did not necessarily correspond to economic development; it also found that conflict significantly lowered overall urban resilience to climate-related impacts. Large sprawling cities typically score poorly on maintaining resilience. While recovery and learning capacities are usually present in urban areas, very dense urban areas are particularly vulnerable to climate disasters. Cities in the global north have built learning capacity; they have made efforts to share best practices (e.g., the Rockefeller Foundation’s Resilience initiative, efforts by UN CPI and CRI, etc); and they have considered the lessons learned and implemented guidance. Data analysis can help to bolster the learning capacity of cities to cope with climate impacts that could increase tensions in large urban areas. However, there is a significant difference in the availability of data between the developed and the developing world. Data collection in developing countries (and cities) should be strengthened to better estimate climate-related security risks in urban areas and bolster their capacity to maintain key functions and recover and learn from climate events in their own and comparable cities.

In2017,theEconomistproclaimedthatdatawasthenewoil. Justastrade in oil has underpinned the global economy for a century, flows of data— the most valuable resource of the twenty-first century—now drive eco- nomic value. Indeed, in 2017, all five of the world’s most valuable publicly traded companies specialized in digital technologies, whereas just a decade earlier three of the top five companies were in the energy sector. This does not mean that the energy sector has been left behind by the digital revolution. To the contrary, digitalization is at the heart of the tectonic shifts that are starting to reshape the energy landscape. As energy industries produce ever more data, firms are harnessing greater computing power, advances in data science, and increased digital con- nectivity to exploit that data. These trends have the potential to trans-form the way energy is produced, transported, and consumed. An important potential benefit of this digital transformation of energy is a reduction in global emissions of greenhouse gases that cause climate change; the elimination of such emissions from the global economy is known as decarbonization. By enabling clean energy sys- tems that rely on low-carbon energy sources and are highly efficient in using energy, digital innovations in the energy sector can speed decar- bonization. Yet they are not guaranteed to do so. In fact, digital innova- tions could well increase global greenhouse emissions, for example, by making it easier to extract fossil fuels.
