1. The Distribution of Climate Finance among Annex-II Countries: A CBDR-RC Approach for Partial Funding of the Developing Countries

Abstract:
Developing nations face the significant challenge of reconciling their efforts in climate change mitigation with the urgent need for financial resources to adapt to climate-related disasters, achieve sustainable development, and stabilize their economies. The financial requirements for addressing climate impacts span various sectors, including energy transition, energy efficiency, transportation, agriculture, forestry, other land use (AFOLU), and adaptation strategies. Estimates provided by reputable international organizations, such as the International Energy Agency (IEA), the International Renewable Energy Agency (IRENA), and the Intergovernmental Panel on Climate Change (IPCC), suggest that the annual global climate finance needs may range from $4.2 trillion to $5.7 trillion. Within this framework, the share allocated to developing countries is estimated to constitute approximately $1.9 trillion to $2.0 trillion annually, mainly to support mitigation efforts. It is widely acknowledged that developing countries are unlikely to meet these financial demands independently. Consequently, it is projected that around $1 trillion must be sourced from advanced economies, particularly the AnnexII countries. This paper introduces a methodology grounded in the principles of common but differentiated responsibility and respective capability (CBDR-RC). It facilitates a structured distribution of financing responsibilities among Annex II nations. The methodology incorporates the notion of historical responsibility, quantified as carbon debt, while also measuring capability through a balanced consideration of the wealth and gross domestic product (GDP) of the AnnexII countries. The analysis conducted reveals that the United States of America (USA) is required to contribute nearly half of the total financial obligations among the AnnexII countries, with the remaining funds to be apportioned among other nations within this group.

Abstract:
The essays in this volume analyze Germany’s Zeitenwende, a pivotal shift in security policy triggered by Russia’s reinvasion of Ukraine in February 2022. Key topics include national security strategy, defense policy, energy policy, industrial strategy, and international relations with Russia, China, the United States, NATO, and the EU. Regarding strategy, Germany’s approach lacks focus, offering broad goals without addressing trade-offs or specific threats. On defense policy, the Zeitenwende marked a renewed commitment to defense spending, bolstered by a €100 billion modernization fund. But delays in procurement, operational shortcomings, and an underfunded long-term defense budget hinder Germany. Similar challenges affect the defense industry, despite increased spending and exports. In energy policy, Germany rapidly diversified energy sources and expanded its liquefied natural gas infrastructure to reduce its dependence on Russian gas. Still, achieving energy security, affordability, and sustainability remains complex. Internationally, Germany abandoned decades of Ostpolitik, prioritizing Ukraine over ties with Russia. Germany’s evolving China policy focuses on derisking and maintaining economic ties, raising questions about whether Berlin has reduced vulnerabilities. Though Washington supports Germany’s strategic shift, concerns remain about its sustainability, particularly in Germany’s NATO and EU commitments. Each chapter concludes by identifying the implications for the United States as well as the steps to overcome identified challenges.

Abstract:
The United States should aggressively reduce its force presence in Europe. This would be consistent with NATO’s original balancing purpose and U.S. expectations then that garrisoning Europe was a temporary expedient, not a permanent tool of U.S. dominance. The Russian threat, despite being energized by NATO expansion, is insufficient to demand the current defense effort devoted to it in Europe, whether it’s Americans or Europeans making that effort. The results of Russia’s invasion of Ukraine underline this happy point: Russia has proven weaker than conventional wisdom held, and the advantages of defense evident in the war bode well for the territorial status quo NATO defends in Europe. A U.S. drawdown in Europe is unlikely to spark a European defense renaissance, but even so, the balance of power in Europe will remain intact, and the United States will be better off with the freed-up resources and reduced risks.

Abstract:
Alliances are usually temporary arrangements among states to counter—or “balance” against—a specific common threat. The United States’ Cold War alliances, by contrast, have become seemingly permanent. States tend to balance power when they face a major threat. Bandwagoning, by contrast, is a particularly poor option for states with the capability to put up a fight. When threatened, states tend to join forces in alliances rather than surrender their national survival to the whims of a more powerful aggressor. Alliances, however, entail costs and risks. These include the dangers of being drawn into war through entanglement and entrapment, the deleterious effect on deterrence by allies that neglect their defense by “free-riding,” and the moral hazard produced by enabling allies to act like “reckless drivers.” Over time, the United States has shifted from a deep skepticism of “entangling alliances” to a global network of security dependents that are treated as an end in themselves, rather than a means to an end. This posture has left the United States overextended, while encouraging allies to neglect their own capabilities and preparedness. The United States can and should significantly reduce its alliance commitments, particularly in Europe and the Middle East, where threats to the U.S. are remote and local powers can balance adversaries. In Asia, the United States should act as a backstop to the regional balance of power rather than a vanguard.

While a third year of full-scale war rages in Europe, they will need to guard the tone of their celebrations. But it would be remiss of the Allies not to recognise the importance and success of their organisation. NATO remains the essential transatlantic forum. It has had huge positive impact on security in Europe and elsewhere, built shared understanding and purpose among a growing number of members, and successfully adapted to decades of changing circumstances. There is much to applaud. But there is also work to be done. The summit’s main business will concern Ukraine, defence and deterrence, and burden-sharing. While there are unlikely to be big announcements, the summit should play a significant role in ensuring that the decisions taken in Madrid in 2022, and Vilnius in 2023 are properly implemented. This series of briefs examines some of the key issues for the Washington Summit. In the third brief of the series, Tony Lawrence looks at the perennial question of burden-sharing. The Allies will probably not agree to raise the 2% of GDP spending guideline. But in any case, their focus on this metric hides the real picture of how responsibility for security is shared across the Alliance. The European Allies certainly need to step up in all areas, but they should also consider reframing the burden-sharing discussion.

This series of briefs examines some of the key issues for the Washington Summit. One of the more surprising consequences of Russia’s full-scale invasion of Ukraine was Finland’s accession to NATO in April 2023 (and Sweden’s in March 2024). In the fourth brief of the series, Iro Särkkä looks at Finland’s integration into the Alliance. Over the past year, Finland has found that its initial resistance to changing any aspect of its fiercely independent defence model is not sustainable in the face of the needs of NATO’s collective defence. As it integrates more closely, it has an opportunity to carve out a role as a champion of Nordic-Baltic interests.

The good news is that polling shows that the majority of Americans are favourable towards NATO and support Article 5. But this support drops if the European Allies fail to meet NATO’s defence spending guidelines. Whoever wins the election in November, Europe will need to pull its weight to keep the US engaged.

Abstract:
What more can US allies in Europe do to assist Ukraine militarily? More broadly, what can the United States expect from its closest allies in Europe in strategic competition with Russia and China? In this monograph, John R. Deni and Lisa A. Aronsson assess whether US allies and partners in Europe can continue providing military assistance to Ukraine or expand assistance, while preserving their own national security and fulfilling their NATO commitments. They also explore what the Russia-Ukraine War reveals about the role of European allies in future iterations of strategic competition. Their findings indicate European allies remain firmly in support of assisting Ukraine politically, even if the reasons for allied support vary across Europe. Despite agreeing support is necessary, European allies face several hurdles on the path toward scaling up military assistance to Ukraine. The reasons for the hurdles vary, and some exceptions exist, but Deni and Aronsson find without continued, sustained US engagement, leadership, and presence in Europe, Washington may find itself with few European allies by its side. To facilitate and sustain continued success in transatlantic burden sharing, the authors provide several practical recommendations for US policymakers to consider.
