Abstract:
Growing disorder throughout the Middle East has created the possibility for major changes to the status of Kurdish minorities in Iraq, Syria, and Turkey. Turkey's handling of its Kurdish population and its relations with Kurdish groups throughout the region are creating new challenges for US foreign policy and US-Turkish relations. US policy toward the Kurds remains subordinate to wider regional security interests. Officially, the United States does not support the establishment of an independent Kurdish state. In practice, however, US policy is often inconsistent: the United States backs Kurdish groups in some states while opposing them in others.

This study employed diverse teams of scholars organized by the East Asia Institute (EAI) and the Stanford University Center for International Security and Cooperation (CISAC) to examine future opportunities for bilateral nuclear cooperation between South Korea and the United States and how to strengthen global nuclear governance. During the past 15 months, the teams exchanged ideas and perspectives of the nuclear industries in each country and their future trajectories, and analyzed future challenges and opportunities through multiple visits, workshops and conferences.

Throughout more than two decades, NATO has woven a dense network of partnerships in Europe and beyond. In many cases, the partner countries are either unable to apply for membership or not interested in doing so. A very sophisticated system of partnerships has thus developed over the years: most partners are grouped within a collective arrangement like the Partnership for Peace (PfP)/Euro-Atlantic Partnership Council (EAPC) or the Mediterranean Dialogue (MD). There are also a few which cooperate on a bilateral bases - ie. NATO plus the partner country.

Turkish-Israeli relations suffered a big blow because of the Mavi Marmara affair. As Turkey and Israel are working now on mending their relations, the question remains whether they will be able to avoid fierce competition in a relentlessly changing Middle East following the ‘Arab Spring’. As there are also mutual concerns and incentives to cooperate, the term ‘Frenmity’ may be the best way to describe the future relations between the two. In such a complex relationship, the United States may be of help in increasing the elements of amity and cooperation.

The U.S. government has made a firm commitment to support peaceful democratic change in Egypt. The challenge now is how to fulfill that commitment while at the same time pursuing U.S. national security and economic objectives. In the long term these objectives are mutually consistent and re inforcing. But in the short term the challenge is to craft policies that lay the foundation for building strong democratic state institutions in Egypt and supporting those in civil society who are committed to working toward that objective, while at the same time dealing with the formidable economic challenges now facing Egypt as well as the local and regional security issues in which the government of Egypt has a key role to play. President Mohamed Morsi's November 23 decree and the various reactions to it, have underscored both the scope of these challenges and the critical need for the U.S. government to respond well.

On the eve of the January 1, 2011, inauguration of Brazilian President Dilma Rousseff, the State Department noted that the United States “is committed to deepening our relationship on a wide range of bilateral, regional and global issues with Brazil's government and people.” President Rousseff herself declared shortly thereafter, “We will preserve and deepen the relationship with the United States.” During President Barack Obama's March 2011 visit to Brazil, both leaders cited “the progress achieved on defense issues in 2010” and stated their commitment to “follow up on the established dialogue in this area, primarily on new opportunities for cooperation.” While these rhetorical commitments are important, will they lead to greater cooperation on defense issues and improve U.S.-Brazil ties?

Abstract:
Syria is geo-strategically, historically and politically the most central of Middle East countries, hence the over-riding importance of the conflict there. Yet any discussion of the regional implications of that conflict is necessarily highly speculative. Its points of departure are the instances of regional intervention and "overflow" from the situation already taking place. Turkey, with its open support for the armed Syrian opposition, is the leading candidate to establish "safe zones" or even "humanitarian corridors" that could conceivably lead to war. Ankara's growing rivalry with Iran is increasingly being acted out in Syria and is interacting with tensions between Sunni Muslims and Alawites/Shias not only in Syria, but in Lebanon and Iraq as well.
