Abstract:
La estrategia de seguridad nacional de 2013 establece una clara continuidad respecto a la estrategia de 2011 respecto al tratamiento de la alianza y las relaciones con EEUU, aspecto positivo que demuestra un acuerdo en una política de Estado fundamental para España. Sin embargo, tiende a ser más un documento de consenso político y declarativo/informativo, que una estrategia de seguridad con mayor calado y profundidad. En este sentido, el análisis y la construcción de la estrategia denota discutibles concepciones y percepciones sobre la estructura del sistema internacional y la conducta de las grandes potencias, que pueden crear narrativas, estrategias y políticas peligrosas en una situación de reducción de capacidades que pueden llevar a un dilema de seguridad. En este sentido, las alianzas y políticas estratégicas de España pueden moverse entre su reforzamiento (chain gangs) o su abandono (buckpassing), incluyendo planificaciones estratégicas más realistas. Una revisión del Convenio de Cooperación para la Defensa dentro del marco de profundización de la Declaración Conjunta de 2001 sería una opción estratégica de primer orden para la política de seguridad de España.

Abstract:
The article attempts to bring forward a framework analysis which elaborates on America’s shifting foreign and defence policy priorities from the Middle East region to the Asia-Pacific. Pulling of resources for sustaining a US rebalancing strategy to Asia is inextricably linked to successfully coordinate a set of alliances in a far from straightforward regional security environment. In an effort to achieve a functional balance of power in the Greater Middle East, Washington’s game-changing for managing regional rivalries and the spillover effects of the Syrian civil war, indicate a necessity for reassessing Middle East’s security system by approaching two non-Arab Muslim countries; Shiite Iran and Sunni Turkey. To avoid Iraq’s disintegration and above all to preserve a regional balance of power, America’s strategy involves engaging Iran in a constructive process of rapprochement with the US, while empowering Turkey to counterbalance its growing leverage in the region.

Abstract:
Small border traffic (SBT) between the Republic of Poland and the Russian Federation has proved to be a success story in its social, economic and cultural dimensions. Issuing local residents with permits to cross the border between Russia's Kaliningrad region and several counties in Poland's Pomorskie and Warminsko-Mazurskie voivodships has boosted mutual contacts, benefitted the tourism and retail sectors, and spurred scientific collaboration, youth exchanges, and cooperation among NGOs. Fears of increased crime in border regions or violations of the SBT agreement proved unfounded. At the same time, SBT has revealed an array of challenges facing both countries, including a need for the expansion of border crossing infrastructure and deepening regional and intergovernmental cooperation, especially with the eventual start of visa-free traffic or for such events as the World Cup finals in Russia in 2018.

Abstract:
Although Poland and Sri Lanka are distant and differ significantly, a comparison of their experiences with regional cooperation reveals a few interesting observations. Poland's accession to the EU proves the economic and political benefits of deeper integration, may mitigate fears of marginalisation and domination by regional hegemons, and can disperse concerns over lost sovereignty. The EU integration model and the Polish experience could serve as an inspiration for Sri Lanka and other members of SAARC, the South Asian Association for Regional Cooperation, and encourage them to revive their own integration process.

Abstract:
A Polish–Belarusian agreement on small border traffic (SBT) could revive border trade and open new opportunities for regional cooperation. The Belarusian authorities, however, do not want the agreement to enter into force and treat it as a form of pressure on Warsaw. Poland may attempt to influence a change in this position by indicating the potential benefits to the Belarusian economy as well as to border areas if the agreement is implemented and noting the high level of support among residents who live there.

Abstract:
The lingering effects of the eurozone crisis have weakened the European project as a whole. As a result, stronger and more effective cooperation between enthusiastic EU countries such as Poland and Spain is very much needed. Besides cooperation within the EU in such fields as completing the single market and promoting a more holistic approach to the European Neighbourhood Policy, both countries should focus on improving their economic ties in bilateral relations and beyond. Through "smart" trade triangulation, Poland could open new markets in Eastern Europe for Spain, and Spain could reciprocate by doing the same for Poland in Latin America. This could help Poland make the economy more competitive and give Spain a lever for economic recovery.

Abstract:
Turkey and Russia have succeeded in developing a constructive dialogue since the Cold War era. The roots of this dialogue go back to the 1920s. Following the Bolshevik Revolution, throughout the Turkish War for Independence and the establishment of the Turkish Republic, and up until 1936 the two countries had cooperated in several areas. During the Cold War, Turkey and Russia (in the form of the USSR) were in opposite blocs, but being located in the same geography, both countries found various ways to keep dialogue channels open.

Abstract:
South Korea is in a unique position. It is an economic powerhouse and a thriving democracy that faces the most ­ominous and imminent threat on its borders of any democracy in the world. Moreover, this is a threat that continues to evolve, with increasing missile, cyber, special operations, and nuclear capabilities and a new leader who shows no signs that he will be any less ruthless or belligerent than his father. To meet this threat, Seoul has undertaken a number of efforts to better deter and defend against North Korean capabilities and provocations, including increasing the defense budget, upping training with US forces, creating new command elements, and establishing plans for preemptive strikes against imminent North Korean missile launches. However, in part because of administration changes in Seoul, the South Korean effort has been uneven. And decisions remain to be made in the areas of missile defense, tactical fighter aircraft, and command-and-control arrangements that will be significant for not only South Korea but all states that have an interest in Northeast Asia's peace and stability.
