331. Germany’s Policy towards Russia: New Wine in an Old Wineskin

Abstract:
The tougher tone in Germany’s policy towards Russia reflects changes in Berlin’s perception of the eastern giant and in its own self-perception as a power willing to play a more active international role. This readiness for leadership could cement Germany’s status as a key international player whilst handing it the influence necessary to secure its own primary economic interests vis-à-vis Russia. However, it will also require Germany to critically address the long-standing premises of its policy towards Russia, and its appetite to overturn old assumptions remains limited. Lessons drawn by Germany now, in particular with regards to the causes of the Ukraine crisis, will prevail as a guideline for its Russia policy, and as such will also be decisive in the prospects for Polish–German cooperation.

Abstract:
At the beginning of 2014, the European Union and China launched negotiations on a bilateral investment treaty that would launch the next stage in economic relations between them. Although both approach numerous issues differently, they have also strong incentives to seek compromise. Reaching an agreement on investment topics could be a significant step towards creating a favourable environment for cooperation and resolving most contentious sticking points in bilateral relations in the near future. It could also become a template for future similar EU agreements.

Abstract:
A new government took office in India in May 2014 under the prime ministership of Narendra Modi. One of the first decisions it took was to invite the member states of the South Asian Association of Regional Cooperation (SAARC) for the swearing - in ceremony. The decision was a surprise but widely viewed as a great move, underscoring the resolve of the new government to embed India firmly within the South Asian regional matrix. It also underlined that, even though Modi's priorities will be largely domestic, foreign policy will continue to receive due attention. Modi also immediately set for himself a frenetic pace of international travel for the remainder of 2014, covering countries as diverse as Bhutan, Japan, Brazil, Australia, Nepal, and others in Southeast Asia.

Abstract:
Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014-2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self - financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

In 2014, Russia broke out of the post-Cold War order and openly challenged the U.S.-led international system. This was essentially the result of the failure of attempts to integrate Russia into the Euro-Atlantic community. The new period of rivalry between the Kremlin and the West is likely to endure for years. Moscow's new course is laid down first and foremost by President Vladimir Putin, but it also reflects the rising power of Russian nationalism.

Abstract:
Setting out with the premise that the current situation of Israel-Turkey relations is detrimental to all parties in the region, TESEV Foreign Policy Program conducted a series of studies in order to dwell upon alternative areas of cooperation and discuss the current state of relations. To this end, two roundtable meetings were organized: the first one was held on 2 October 2013 in Istanbul and the second was organized in Jerusalem on 22 December 2013. A trip to Israel was organized between 6 and 8 July 2014 to complement these roundtables, during which a significant number of meetings were held with authorities form the Ministry of Foreign Affairs of Israel, as well as journalists and various experts. This report touches upon the historical background of Israel-Turkey relations and the potential areas for Turkish-Israeli cooperation.

Abstract:
Turkey, at the crossroads of Europe, Middle East and Asia, has confronted with the mounting pressure of mixed migration flows in recent decades. Among these, management of irregular migration flows is an issue of particular concern due to the complex interplay between its security, humanitarian and economic dimensions. In broad terms, irregular migration is the movement that takes place outside of the regulatory norms of the sending, transit and receiving countries. Because irregular migrants do not have the necessary authorization to enter, reside or work; the destination country treats their status as illegal. Triandafyllidou clarifies the distinction between illegality and irregularity by defining irregular migrant as ‘a migrant who at some point in his migration contravened the rules of entry or residence’ whereas illegal migration is ‘the act of entering in violation to national law and is confined to illegal border crossing (but not overstaying the terms of visas or residence) referring only a flow and not to stock of persons’.
