Abstract:
Regional politics in Latin America today are defined by a variety of trends: Brazil continues to grow, but its leadership in the region has substantially decreased during the administration of Dilma Rousseff, which began in 2011; several countries-including Argentina, Bolivia, and Venezuela-have chosen to "Latin-Americanize" their foreign policy, discarding their former alignments with the United States; left-leaning governments, clearly critical of US power in the region, have tried to consolidate organizations such as the Bolivarian Alliance for the Peoples of Our America (ALBA) to increase their autonomy vis-à-vis the United States; right and right-center governments have responded by deepening their commercial links with the United States and the European Union (EU) and by organizing the Pacific Alliance, a traditional arrangement for free-trade and freedom-of-movement; and, finally, many countries in the region are adopting-independently of their ideological and political orientations-increasingly diversified foreign policies. At the same time, the presence of extra-regional actors has become increasingly visible.

In December 2012, numerous news outlets reported on the debate over Internet governance that took place at the World Conference on International Telecommunications (WCIT) in Dubai. It was the first time in nearly a decade that the topic attracted major international media attention. The conference ended in a diplomatic éclat with 89 states signing the new International Telecommunications Regulations (ITRs) and 55 publicly opposing them.

323. The Baluch insurgency: linking Iran to Pakistan

Abstract:
The Sistan and Baluchistan Province of Iran has long been associated with instability and armed conflict. The two million largely Sunni Muslim Baluch living in the province have suffered sustained racist persecution and discrimination in predominantly Shia and Persian-speaking Iran. Analysts claim that lack of development and cultural and religious repression in Sistan and Baluchistan have encouraged popular support for the insurgency among the Baluch community. Iran claims that the main bases of the two main Baluch insurgents groups, Jundullah and Jaish-ul Adl, are in Pakistan's Baluchistan Province, which shares a 1,165-kilometre border with Iran. Iranian forces are increasingly carrying out cross-border attacks against these groups, straining relations between Iran and Pakistan and possibly fuelling sectarian violence in both countries. Pakistan is battling its own Baluch separatist insurgency. It is feared that the mistreatment of the Baluch community on both sides of the border could lead to an alliance between religiously motivated anti-Iranian Sunni militant groups and the various secular Pakistani Baluch separatist groups.Iranian Baluch militants groups are not only causing an increasing internal security crisis in Iran, but are also threatening to become the key to the survival of the Taliban on the Iran-Pakistan-Afghanistan border.

In recent years, despite a history of enmity and armed conflict that never really ended after the Korean War more than 60 years ago, South Korea has been a major investor in North Korea, and South Korean firms have employed more than 50,000 North Korean workers. South Korea's stated goal has been to encourage sufficient economic progress by North Korea, emboldening it toward establishing a meaningful basis for reconciliation and, ultimately, national unification. The expectation, or at least the hope, has been to use economic engagement to lessen the North's direct state control over the economy and to encourage the development of a middle class that might demand greater internal opening. The goal, as enunciated by former South Korean President Kim Dae-jung, has also been to foster a rise of interest groups with an enhanced stake in peaceable external relations.

U.S. administrations and officials are consistently caught flat-footed by the increasing assertiveness of the People's Republic of China (PRC) over disputed territories in the East China and South China Seas. This assertiveness is strident, yet controlled. Beijing's objectives in the region, with respect to maritime issues in particular, have been apparent for several decades. While the United States is well aware of the PRC's "talk and take" approach—speaking the language of negotiation while extending de facto control over disputed areas—U.S. policy has been tactical and responsive rather than strategic and preemptive, thus allowing China to control the pace and nature of escalation in executing talk and take.

As the conflict in Syria enters its fourth year, US policy has consistently failed to achieve its stated object: a negotiated political transition based on the mutual consent of the regime and opposition. The United States and its Western allies have focused on summits and high-level diplomacy as the most effective means to that laudable end. This approach ignores an essential missing ingredient: an opposition able to coordinate different anti-regime forces, exercise agency on their behalf, and provide decent local governance, without which Syrians will continue to suffer and fight irrespective of whether the regime is overthrown.

The military-security alliance that ousted the Muslim Brotherhood's Mohamed Morsi, Egypt's first freely elected president, in July 2013 is consolidating power. Nancy Bernkopf Tucker confronts the coldest period of the cold war--the moment in which personality, American political culture, public opinion, and high politics came together to define the Eisenhower Administration's policy toward China. A sophisticated, multidimensional account based on prodigious, cutting edge research, this volume convincingly portrays Eisenhower's private belief that close relations between the United States and the People's Republic of China were inevitable and that careful consideration of the PRC should constitute a critical part of American diplomacy. Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Consequently, the president was unable to engage congress and the public effectively on China, ultimately failing to realize his own high standards as a leader.

Abstract:
Is Russia a Partner of the West? This question has been repeatedly asked throughout centuries both in Russia and in the West. In the 13th century, German crusaders, with the Pope’s blessing, invaded the Baltics and pushed further on to Russia, seeking political and spiritual domination. In Russia, this created a rift between those who wanted to draw closer to the West and those who saw it as a deadly threat to the unique east Slavic Orthodox civilization. The crusaders were pushed back, while Russia throughout three more centuries was learning, first unwillingly and later much more consciously, to associate itself with the Tatar-Mongol khans, the conquerors who came from the east.

The EU’s new energy and climate framework for 2030 is an exercise in reconciling Europe’s green agenda with its need for renewed competitiveness—as well as the domestic concerns of Member States. As the energy policies of Poland and Germany are shaped by EU policy, the 2030 policy proposal might serve as an opportunity for a shift towards bolstered bilateral cooperation. The conditions for this are twofold: mutual understanding and thinking outside the box. The publication is a part of the project “The German ‘Energiewende’ from Different Perspectives” carried out by the Polish Institute of International Affairs in cooperation with the Konrad Adenauer Foundation in Poland.
