591. Cluster Bombs: the Case for New Controls

Abstract:
Cluster Weapons consist of a large number of sub-munitions (“bomblets”) which are dispensed from a metal canister in mid-air and then disperse over a distance of several hundred metres. They are inherently indiscriminate since, once dispensed, the bomblets are un-guided and a threat to military and civilians alike. Bomblets are designed to knock out armoured vehicles but can also kill people to a radius of 30-40 metres.

592. Reinvigorating Multilateral Arms Control

Abstract:
Institutionalised or negotiated arms control at the multilateral level within the United Nations system and the bilateral level between the US and Russia fell into a state of crisis in the mid 1990s. Several factors contributed to this crisis. Firstly, with the slow but continuous disintegration of Russia's military apparatus the US emerged as the dominant power in international security relations. It has increasingly come to believe that it can control smaller states by military means and its interest in arms control has waned accordingly. Secondly, traditional arms control has proven too rigid in light of emerging post-Cold War security concerns. Regional and internal conflicts have resulted in more emphasis on UN peacekeeping operations and controlling or eliminating the weapons most commonly used in these wars (such as landmines, small arms and light weapons). When it became clear that it would not be possible to negotiate the landmines ban within traditional arms control institutions, so-called 'friendly states' began to develop new parallel fora. The Ottawa Process, which consisted of fast-track diplomatic negotiations culminating in the signing of the Landmines Convention, is an example of this new type of arms control initiative. Thirdly, the main aim of arms control is no longer stability, whereby states aim to maintain parity and build trust. Instead, the focus has turned to limiting the costs of armaments acquisition and disarmament

593. Toward Smart Sanctions on Iraq

Abstract:
The United States should seek to limit Iraqi designs to develop weapons of mass destruction by supporting a UN-sponsored 'smart' sanctions mechanism. Smart sanctions would involve a tightened system of border monitoring and verification with an eye toward control of dual-use technologies. Financial controls through the UN escrow account should be retained to limit Iraq's purchasing abilities in the global marketplace. Private accounts of Iraqi elites should also be frozen to limit purchases of dual-use goods or expertise. The elimination of the blunt general trade sanctions, which are already leaking, would lift a considerable burden off the Iraqi people.

594. Biotechnology and the Future of the Biological and Toxin Weapons Convention

Abstract:
The spectre of the deliberate use of disease in war has long haunted humankind. The biological warfare threat became more realistic after the terrorist attacks against New York and Washington on 11 September 2001. Not only did the terrorists demonstrate that they were prepared to murder large numbers of people indiscriminately, they also exposed the vulnerability of many societies. The sense of vulnerability was increased by attacks in the United States with letters containing anthrax bacteria, which killed several people and infected many more. Against this background the Fifth Review Conference of the States Parties to the 1972 Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC) convened in Geneva on 19 November 2001. One of its main tasks was to evaluate the functioning of the treaty in the light of scientific and technological developments. Biotechnology has expanded rapidly in the past three decades–offering the prospect of a better quality of life–but it can be applied to design new types of biological weapons (BW). This raises concern as to whether the BTWC is sufficiently comprehensive to cover these developments.

Verifying nuclear disarmament is a complex technical process. This paper examines the techniques that could be used to verify future nuclear weapon reductions and analyzes the motivation for the nuclear states to accept deep weapon cuts and the prospect for future nuclear reductions. To allow large nuclear reductions and assure credible verification, several steps are suggested in this paper: all nuclear warheads should be registered and tagged; the total inventories of plutonium and high-enriched uranium as well as the fissile cores dismantled from the warheads should be verified; the nuclear delivery vehicles and launcher numbers and types should be monitored as outlined in the START and INF treaties; and agreed nuclear-capable delivery vehicle production should also be monitored.

Abstract:
The Agreed Framework (AF) between the United States of America and the Democratic People's Republic of Korea (DPRK), signed in Geneva on October 21, 1994, has become the centerpiece of recent US efforts to reduce the threat of conflict with North Korea. In particular, it seeks to bring the DPRK into compliance with its obligations under the nuclear Non-Proliferation Treaty (NPT) not to acquire nuclear weapons. The AF document sets goals, outlines programs, initiates a US-led nuclear-power consortium, and notes linkages. The AF refers to a wider range of diplomatic and international security initiatives, such as the NPT and the agreement on denuclearization of the Korean Peninsula, and is meant to reinforce others, including those related to the reconciliation of the two Koreas.

A key component of efforts to curb small arms proliferation is the removal of these weapons from society. A broad range of programmes has been carried out in recent years—in every region of the world—for the purpose of collecting and/or disposing of small arms and light weapons. Weapons collection conducted in a peacetime setting for the purpose of reducing and preventing crime is often, though not always, voluntary in nature, with a wide variety of incentives (and sanctions) deployed for the purpose of recovering firearms from legal (and illegal) owners.

The uncontrolled proliferation of small arms and light weapons in Southeast Asia threatens the security of both people and states, retards development, and contributes to increasing levels of violent crime. Porous borders coupled with weak and uncoordinated enforcement efforts ensure that the problems caused by small arms in one state are felt in neighbouring ones. Despite these effects, there is no accurate information regarding the number of legal and illegal small arms flowing into and out of the region, nor how many weapons are circulating internally.

Like that of its predecessor, the Bush administration's policy toward Iraq appears to focus on the threat posed by weapons of mass destruction (WMD) in the hands of Saddam Husayn's regime. Some suggest that U.S. policy should emphasize the resumption of inspections, suspended since 1998. However, there are strong reasons to doubt that inspections would reduce the threat of Iraqi WMD.

Psyops and propaganda activities that aim to diminish Saddam in the eyes of his supporters, exacerbate existing strains between his inner circle and the military, stir up popular discontent, and embolden opponents of the regime are a crucial component of any policy that seeks regime change in Baghdad. Such efforts could keep Saddam on the defensive and create an atmosphere of crisis and tension, forcing the regime to divert assets to deal with internal security, and leaving fewer resources available for clandestine technology procurement or trouble-making elsewhere. Such efforts could transform the psychological environment in the country, creating an atmosphere in which a coup or uprising might occur.
