441. Ammunition Technical Assessment of Montenegro and Disposal of Heavy Weapon System

Abstract:
The Government of Montenegro has demonstrated a firm commitment to resolve their conventional ammunition problems, but lack the resources to do so. Therefore they requested assistance from UNDP Podgorica for an assessment of the ammunition stockpile management and demilitarization situation within Montenegro. As a result of this request, SEESAC undertook an Ammunition Technical Assessment (ATA), (in partnership with an independent consultant), of Montenegro during January and February 2007, and the results will be briefed to interested stakeholders at the EUCOM South East European Clearinghouse Working Group meeting in Podgorica on 14 March 2007. The Government of Montenegro will then determine 'next steps'

Abstract:
On 01 November 2006, the initial meeting of the Western Balkans Members of Parliaments took place in Belgrade under the auspices of a Regional SALW Parliamentary Forum. The meeting was organised by SEESAC with the assistance of the Parliamentary Forum on Small Arms based in Sweden. Members of the European and EU member states' Parliaments, the Secretary General of the Parliamentary Forum for SALW, and UNDP technical advisors and project managers informed the parliamentarians from the Western Balkans about EU SALW strategies and engagement, the involvement of EU parliamentarians in SALW Control, the importance of a national SALW control strategy, and the need for coordinated action and increased parliamentary diplomacy, oversight and advocacy.

Abstract:
In May 2007 the Weapons Registration and Stockpile Management (WRSM) software application became fully operational in the Macedonian Ministry of Interior. The WRSM software is a complete solution for registration and licensing of all types of civilian weapons and their stockpile management. The software architecture contains two components: a core block containing the main processes and a customizable part to reflect the national legislation. This allows for the deployment of the software in many countries after customizing it to relevant legislation.

Abstract:
The United States and Russia have the biggest responsibility for countering nuclear terrorism because together they account for the overwhelming share of global nuclear materials, expertise and weapons. The two countries also have between them the most substantial capacities in counter-terrorism intelligence and response. There is little to separate the two in their policies against nuclear terrorism. Where there are differences in approach on some aspects of nuclear proliferation, the two countries have accepted an obligation as the pre-eminent nuclear powers to try to narrow their differences. The international community cannot defeat nuclear terrorism or limit it without an active and vigorous alliance between Washington and Moscow.

Abstract:
The disbanding of the paramilitary United Self-Defence Forces of Colombia (AUC) between 2003 and 2006 is seen by the administration of President Alvaro Uribe as a vital step toward peace. While taking some 32,000 AUC members out of the conflict has certainly altered the landscape of violence, there is growing evidence that new armed groups are emerging that are more than the simple “criminal gangs” that the government describes. Some of them are increasingly acting as the next generation of paramilitaries, and they require a more urgent and more comprehensive response from the government.
