231. What Friends Are Made Of: Bilateral Linkages and Domestic Drivers of Foreign Policy Alignment with China

Abstract:
With China's emergence as a global economic and political power, it is commonly assumed that its leadership's influence in international politics has increased considerably. However, systematic studies of China's impact on the foreign policy behavior of other states are rare and generally limited to questions regarding economic capabilities and the use of coercive power. This paper seeks to contribute to the literature on China's global political rise by taking a broader perspective. Drawing on voting data from the UN General Assembly for the last two decades, it explores the plausibility of different explanations for foreign policy similarity: economic, diplomatic and military linkages; domestic institutional similarities; and parallel problem‐solving processes. The logistic regression analyses find that high similarity levels correlate with shared regime characteristics and comparable patterns of sociopolitical globalization. The results further indicate that foreign aid and arms trading seem to help buy support in global politics.

232. The Politics of Contestation in Asia: How Japan and Pakistan Deal with their Rising Neighbors

Abstract:
Rising powers have attracted tremendous interest in international politics and theory. Yet the ways in which secondary powers strategically respond to regional changes in the distribution of power have been largely neglected. This article seeks to fill this gap by presenting a systematic comparative analysis of the different types of and causes of contestation strategies undertaken by secondary powers. Empirically, it focuses on two contentious regional dyads in East and South Asia, exploring how structural, behavioral, and historical factors shape the way in which Japan and Pakistan respond, respectively, to China's and India's regional power politics. The paper concludes that the explanatory power of these factors depends on the particular context: in the case of Japan, China's militarily assertive regional role has invoked the most significant strategic shifts, while in the case of Pakistani contestation, shifts in polarity have had the largest impact on the strategic approach.

Abstract:
As America ends its military commitment to Iraq and continues its drawdown in Afghanistan, a lively discussion has emerged on what future challenges the Nation faces. High on every list is the requirement to deal with a rising China. In his remarks to the Australian Parliament on November 17, 2011, President Barack Obama stated, “As we end today's wars, I have directed my national security team to make our presence and mission in the Asia Pacific a top priority.” As part of this re-balancing to Asia, the administration has stated that it seeks “to identify and expand areas of common interest, to work with China to build mutual trust, and to encourage China's active efforts in global problem-solving.” Clearly, the United States seeks prudent and coordinated political, economic, and military actions to further integrate China into the international system.

Abstract:
U.S. grand strategy, the calculated relationship between means and large ends, needs to be developed and implemented in an international legal context because of the nature of U.S. society and values, and the overriding requirement to prevent nuclear war. Since World War II, successive administrations have conceived of U.S. alliances, partnerships, arms control agreements, and international actions more generally as grand strategy. A central component of U.S. success has been creating, leading, and sustaining a minimum world order that all states have come to see as representing their core interests. International law cannot be and has never been far from U.S. policymaking because Americans have believed that it is essential to the maintenance of the minimum world order necessary for peace and the prevention of nuclear war insofar as it is possible to achieve these goals.

235. A Policy Mismatch: Canada and the United States in the Asia-Pacific Region

Abstract:
The United States and Canada have simultaneously re- invigorated their diplomatic and military postures toward the Asia-Pacific region. As two of the world's closest allies, it is worth exploring the possible synergies and tensions between their efforts to identify areas of possible policy coordination. Canada has considerable assets that could support US diplomacy in the region, including the legacy of its good offices and its close ties with the US military; however, these assets are outweighed by three liabilities. First, Canada's diplomacy to the Asia-Pacific is driven by its desire to diversify away from the US market. Although relatively innocuous in isolation, the politics of this shift, driven by growing concern in Canada about whether the United States remains a reliable market for energy exports, adds a layer of complexity. Second, Canada's closer economic ties with China could undermine its willingness to support the United States on tough regional security issues in the Asia-Pacific. Third, and related, Canadian silence about navigational freedoms, the primary security issue between the United States and China in East Asia, has not gone unnoticed. This paper argues that, on balance, Canada may not be an ideal Pacific partner for the United States.

236. The Philippines: Breakthrough in Mindanao

Abstract:
The pact signed on 15 October 2012 between the Moro Islamic Liberation Front (MILF) and the Philippine government is a breakthrough in many ways but is far from a final peace. As with earlier texts signed over years of negotiations, this one – the “framework agreement” – defers several tough questions and it is unclear how, if ever, they will be resolved. At stake is the creation of a genuinely autonomous region in Muslim-majority Mindanao for the various ethnic groups collectively known as the Bangsamoro, with more powers, more territory and more control over resources. The framework agreement envisions a new government for the troubled Muslim south that would raise its own revenues and have its own police and judiciary. It maps out a multi-step process to create this new entity by the time President Benigno Aquino III's term ends in 2016. The obstacles ahead are huge. Politics in Mindanao or Manila could get in the way, and it may be impossible to devolve sufficient power to the Bangsamoro government without running afoul of the constitution. The MILF is unlikely to surrender its arms until the process is complete.

Throughout the years the overwhelming preponderance of US global leadership is debated by scholars and politicians. In light of the 'rise of the rest', this preponderance is either diminishing or still standing. As of now, yet again, the US is a dominant player both economically and militarily. However, economic recession is likely to make the United States put more emphasis on domestic problems and less emphasis on foreign challenges. Since political and economic landscape is swiftly changing overseas, the United States should act accordingly and cooperate with regional powers on issues of mutual interest. Similarly, as current development is under way in the Middle East, the United States should staunchly back Turkey as the regional hub in dealing with Syrian crisis and foiling Iranian menace.

Abstract:
The 2012 American presidential election features two candidates, incumbent President Barack Obama and Governor Mitt Romney, with contrasting foreign policy visions for the United States, particularly with regards to the Middle East. How could these differences between the two candidates affect bilateral relations between the United States and Turkey, which—aside from Israel—is generally seen by the United States as its most stalwart ally in the Middle East? This paper will examine the recent history of bilateral relations between Turkey and the United States, from the George W. Bush administration to the Obama administration, as well as current issues surrounding relations between the two countries. It will also explore how the predicted policies of each candidate could impact the future course of bilateral relations between Turkey and the United States.

Abstract:
This paper provides a brief overview of current developments relevant to Sino-U.S. security relations, and to China's involvement in regional security issues, in East and South-East Asia. The most fundamental challenge with regard to regional stability is how the roles of China and the United States in the Asia Pacific can be reconciled. While the U.S. is concerned that a rising China will eventually push American influence out of East and South-East Asia, China in turn fears that the U.S. will try to retain its leadership role by exploiting and amplifying tensions between the Chinese and their neighbours. Currently the Sino-U.S. rivalry is threatening unity within ASEAN, which poses an immediate risk for regional stability. A substantial improvement in regional stability – whether in South-East or in East Asia – is unlikely unless the U.S. and China manage to stabilise their bilateral relationship. It is important for all interested parties, inside Asia but also outside (including in Europe), to contribute to a move away from a scenario in which regional stability continues to deteriorate, and in the direction of a scenario that involves a cooperative arrangement between China and the U.S. in a stable multilateral setting.

240. Negotiating disarmament and demobilisation in peace processes: what is the state of the evidence?

Abstract:
This report considers the extent to which disarmament, demobilisation and reintegration (DDR) and related concepts are accounted for in peace processes and peace agreements. It focuses on the scale and scope of provisions for disarmament and demobilisation in peace agreements, the nature of their sequencing and inclusion in such agreements, and the types of security mechanisms intended to promote confidence among parties. It finds that key provisions for DDR are present in over half of all comprehensive peace agreements (numbering 37 in total) and fewer than 5% of all related peace accords, protocols and resolutions (numbering 640 in total). This review does not discern clear patterns of where key concepts are located or distributed in peace agreements. In reviewing negotiating experiences, however, it finds that “disarmament” and “demobilisation” are often relegated to the end of talks and/or left ambiguous in peace agreements themselves. Mediators or parties to a conflict thus seldom regard disarmament and demobilisation as preconditions for negotiations. They are nevertheless central to wider questions of security sector transformation and transitional justice in the aftermath of war.
