211. Nuclear Nightmares: Securing the World Before It Is Too Late

There is a high risk that someone will use, by accident or design, one or more of the 17,000 nuclear weapons in the world today. Many thought such threats ended with the Cold War or that current policies can prevent or contain nuclear disaster. They are dead wrong--these weapons, possessed by states large and small, stable and unstable, remain an ongoing nightmare. Joseph Cirincione surveys the best thinking and worst fears of experts specializing in nuclear warfare and assesses the efforts to reduce or eliminate these nuclear dangers. His book offers hope: in the 1960s, twenty-three states had nuclear weapons and research programs; today, only nine states have weapons. More countries have abandoned nuclear weapon programs than have developed them, and global arsenals are just one-quarter of what they were during the Cold War. Yet can these trends continue, or are we on the brink of a new arms race--or worse, nuclear war? A former member of Senator Obama's nuclear policy team, Cirincione helped shape the policies unveiled in Prague in 2009, and, as president of an organization intent on reducing nuclear threats, he operates at the center of debates on nuclear terrorism, new nuclear nations, and the risks of existing arsenals.

Abstract:
Despite China's effort to maintain peace with its neighbors, its military and economic growth poses an undeniable threat. Regional states must account for a more powerful potential adversary in China, and China has become more ambitious in its efforts to control its surroundings. Historical baggage has only aggravated the situation as China believes it is reclaiming its rightful place after a time of weakness and mistreatment, and other Asia-Pacific countries remember all too well their encounter with Chinese conflict and domination. Through a careful consideration of historical factors and raw data, Denny Roy examines the benefits and consequences of a more politically, economically, and militarily potent China. Since China's intended sphere of influence encroaches on the autonomy of regional states, its attempts to increase its own security have weakened the security of its neighbors. Nevertheless, there is little incentive for Beijing to change a status quo that is mostly good for China, and the PRC thrives through its participation in the global economy and multilateral institutions. Even so, Beijing remains extremely sensitive to challenges to the Chinese Communist Party's legitimacy and believes it is entitled to exercise influence on its periphery. On these issues, nationalism trumps any reluctance to upset the international system. Diplomatic disputes regarding the islands in the South China Sea, as well as controversial relations with North Korea, continue to undermine Chinese promises of positive behavior. Roy's study reveals the dynamics defining this volatile region, in which governments pursue China as an economic partner yet fear Beijing's power to set the rules of engagement.

This study employed diverse teams of scholars organized by the East Asia Institute (EAI) and the Stanford University Center for International Security and Cooperation (CISAC) to examine future opportunities for bilateral nuclear cooperation between South Korea and the United States and how to strengthen global nuclear governance. During the past 15 months, the teams exchanged ideas and perspectives of the nuclear industries in each country and their future trajectories, and analyzed future challenges and opportunities through multiple visits, workshops and conferences.

As part of the United States plan to begin military withdrawals from Afghanistan in 2014, the Department of Defense (DOD) contracted with the Russian state owned arms dealer, Rosoboronexport, to provide helicopters to the Afghanistan National Security Forces (ANSF). DOD has continued and expanded its purchases from Rosoboronexport even while acknowledging that the Russian arms dealer has enabled mass atrocities by supplying Syria's Bashar al-Assad with weapons that have been used to murder Syrian civilians.

The United Nations Security Council (UNSC) holds an open debate on the Protection of Civilians in Armed Conflict (POC) twice yearly. Following the UNSC's reaffirmation of the World Summit agreement on the Responsibility to Protect (R2P) populations from genocide, ethnic cleansing, war crimes and crimes against humanity in Resolutions 1674 (2006) and 1894 (2009) on POC, discussion of R2P has been an important component of these debates. This is reflected in government statements, presentations by the Emergency Relief Coordinator, and in the Secretary-General's 2007 report on POC where he referred to the agreement on R2P as a "cardinal achievement."

The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. The colloquium was off the record according to Liechtenstein Colloquium rules, and was financially supported by LISD, The House of Liechtenstein, the Government of the Principality of Liechtenstein, and the SIBIL Stiftung in Vaduz. The Colloquium was chaired by Wolfgang Danspeckgruber, Director of LISD. This chair's summary includes an updated postscript.

The apparently rapid pace of nuclear developments in India and Pakistan has led many analysts to warn of an impending arms race between the two countries. India and Pakistan are indeed entangled in a long-standing security competition. However, they are not two closely matched opponents engaged in a competitive tit-for-tat cycle of nuclear weapons development in which one state makes advancements to its nuclear capability and the other reacts in kind.
