Abstract:
The paper aims to analytically present the existing data and information regarding notable aspects of the ongoing war in Ukraine, notably through lessons identified in the political-military field, both conventionally and hybrid. The article hypothesis starts from the consideration that even the war is not over, there are some lessons identified that should be considered for the future security of Europe and the international environment. The author uses the analytical method of research to explain the cause-effect relationship between the war itself and its future influence for the European security and world order, going down to European nations living at the edge of this conflict. It will also theoretically test those implications to determine whether they fit the specified hypothesis. The conflict itself has deepened the international consequences of almost two years of the COVID-19 pandemic. It magnified the disastrous security situation not only in Europe, but all around the world, by creating additional energy (gas) and food (cereal) crises. Therefore, the Russian – Ukrainian War has significantly modified regional and international security environment and there are tendencies to challenge the current World order. What happened in Ukraine in the past year has and will continue to have direct implications for the European and Euro-Atlantic security, going down to European nations living at the edge of this conflict. Therefore, this paper is significant for advising the political-military decision-makers on better understanding the modern operational environment and addapting future defence capabilities to face 21st Century Warfare.

12. Critical factors influencing the development of Singapore’s defense industry

Abstract:
This study considers factors influencing Singapore’s defence industry (DI). Primary and secondary data were used and interpreted using both quantitative and qualitative comparative analysis. Furthermore, the basis of the Structure-Conduct-Performance (S-C-P) model has been utilised in structuring the layout of this paper. The Singapore Armed Forces (SAF) receive a considerable and stable defence budget, which is influenced by geopolitical implications, and this consistent funding has had a very positive impact on economic growth including the strengthening of Singapore’s DI. In the DI environment, close relationships between the SAF, Ministry of Defence (MINDEF), and other ministries, scientific institutions, research laboratories, and private businesses are evident. The capability of the indigenous DI to supply the SAF with the necessary equipment is increasing, although imports remain crucial especially in supplying the Air Forces. As the SAF prepare for third-generation warfare, the indigenous DI will play a major role in developing new solutions. The success of Singapore’s DI lies in the synergetic civil-military industrial and technological integration, timely diversification of factories towards the production of dual-use products, a niche production business strategy, successful defence offset strategy, and cooperation with the US. This study describes the most important factors influencing the DI’s development and shows the status of Singapore’s DI. It also points out that the strategic aims set by the Singapore government for the indigenous DI are sustained. Furthermore, Singapore’s strategy provides a clear roadmap for other small countries to develop their respective DIs.

13. Multi-dimensional assessment of the Second Nagorno-Karabakh War

Abstract:
This article contains an assessment of the last war in the Southern Caucasus, referring to it as the second Nagorno–Karabakh war. The assessment is concentrated on the military capabilities built up prior to the major escalation of this war and operational features identified during the battles. The assessment uses analytic categories of processed information and initiatives that sovereign actors took during decision cycles and the conduct of military campaigns. Those analytic categories are named dimensions, with the strategic and military dimensions being the most important for this analysis. The key findings of this article suggest that additional dimensions could be used in researching the complex conditions of the war, which might have a continuous impact even outside the Southern Caucasus. The review of initiatives at the strategic dimension suggested that the built-up of two competing security policy fractions in the South Caucasus was an influential factor. The assessment of the military dimension of that war provided insights regarding the tactical choices of both adversaries. That assessment revealed some significant differences in how the campaign was conducted on both sides. Further complex tensions in the region are expected as national political decisions will drive strategic choices and drive the development of military capabilities. Given the fact that both countries were short of a consensus-based peace deal and Russia sent in peacekeeping forces, further developments in the political and strategic dimensions of this war saga should be expected.

14. Preparing youth for defence: Socialisation, education, and training of young people in Europe for national security

Abstract:
This article compares military and defence-oriented training, education, and socialisation in seven European countries—Sweden, Germany, France, Latvia, Lithuania, Estonia, and Poland. The comparative case study approach has been employed to identify the systemic solutions employed in the defence education of young people in those European Union countries. The criteria that have guided the analysis of defence education in each country include purpose, characteristics, duration and possible shortcomings. The results identify common content and alternative delivery patterns and establish a research agenda for further study based on gaps in policy knowledge and programme evaluation. The defence education solutions implemented in each of the countries under analysis lead to conclusions and recommendations regarding the need to create common solutions in the area of cooperation between the armed forces and the civilian population of EU countries. The experience of each country shed light not only on defence-oriented training of young people but also on the potential of various activities aimed at strengthening national security.

15. Protection of Polish critical infrastructure (CI) against air threats

Abstract:
The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. In more dangerous scenarios, typical military systems, including Very Short-Range Air Defence, Short-Range Air Defence and Medium Range Air Defence systems have to be employed or dedicated kinetic counter-drone systems deployed.

16. High power wireless power transfer for the future of the battlefield challenges

Abstract:
A significant challenge for the military lab is to reduce the weight of a combatant’s battery on the battlefield. Soldiers use electronic devices powered by wearable batteries in landings, operational combat with the enemy, and defensive exercises. Soldiers should always fully charge their wearable batteries before carrying them. The average weight of the battery is approximately 20 kilograms. During military operations, fighters have numerous electronic devices, such as night-vision goggles, headphones, LMR, navigation systems, VHF radios, and sensors. There is a high probability that fighters will lose their lives if the battery they take is uncharged or empty. Many research studies have tried to increase fighting time and maintain soldier life and links based on these devices. In this work, a wireless power transmission system with an RF microwave station and RF/DC converter circuit incorporated into a bulletproof vest will be designed. This system can harvest RF microwave energy to recharge or energize the wearable battery during a military operation. The challenge here is to develop a compact device that can capture the maximum RF strength to charge batteries carried by soldiers. The proposed device therefore considers all parameters to provide sufficient energy to power a computer at 13 watts. The strength of the RF power varies with the distance between the microwave power station Pin = 100 W and the receiver circuit.

17. Wars in the later 21st century: Forecast developments in the methods of warfare

Objectives: This paper attempts to forecast the future of warfare methods in the forthcoming decades of the 21st century. The predictions reflect on the current trends observed in the development of military and civil (dual-use) technologies and changes in thought constructs developed for hostilities. Methods: Empirical and theoretical research methods were utilised in the study. The research data, obtained from the review of source materials, were subsequently subjected to examination through analysis, synthesis and comparison. Results: The methods of warfare at the turn of the 21st century are likely to reflect the technological evolution of the modern age. Considering the present-day trends, there is a good probability that our technology-driven lives will transform people into hybrids of biological organisms merged with the technological environment, integrated with the body. Therefore, hostile action against human soldiers could be taken on three major levels: the biological organism, the mass communication technology integrated into the body, and the mental level – both in the conscious and the subconscious sphere. The study into how the soldier’s mental sphere can be influenced to anticipate and shape behaviours may contribute to further research on the third level impact on enemy soldiers. Conclusions: The conclusions formulated in this analysis may carry significant implications for the works on an innovative methodology of the future warfare, accounting for the technological progress in the next decades of the 21st century, and a methodology for countering future military threats.

18. Social structure determinants of Polish military manpower

Abstract:
Objectives: This paper sets out to identify the key elements of Polish social structure that are critical to the manpower of the Polish Armed Forces. So far, there has been little discussion, in either the literature or ongoing public polemics, regarding the dependence of the Armed Forces on the shape of the social structure in the context of ensuring state security. Methods: This work is predominantly based on the analysis of available literature: scientific articles, legal acts and the results from the survey research conducted by specialised institutions, in particular, Polish Central Statistical Office. Results: On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. The present state is below the expectations and needs of the Polish Army, mainly due to the lack of young people with special technical education. The earnings in the private sector by far outweigh the remuneration levels offered in the military, which effectively deters young people from undertaking service for the benefit of state security.On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. Objectives: Examining analysis of Baltic security developments from U.S. government and military resources, scholarly journal articles, and multinational public policy research institute assessments. Methods: Analyzing content and rhetoric within these resources to learn how those producing these materials view Baltic security developments and their viewpoints on how the U.S. and its allies should respond to these developments focusing on increasing Russian regional assertiveness. Results: Provides interpretations of Baltic security developments, Russian Baltic policy, and U.S. and NATO responses ot these developments in materials produced by U.S. civilian and military policymakers and multinational scholarly analysis. Includes performance assessments of U.S. programs including the European Deterrence Initiative and potential Russian military activity in the Baltics as reflected in varying reports by the U.S. Government, military, and multinational public policy research institutions. Conclusions: Recommends U.S. and NATO countries recognize a new Cold War exists with a revisionist Russia. Advocates continuing NATO military exercise, upgrading civilian and military infrastructure protection, and enhancing U.S. and allied preparedness. Urges ongoing and candid dialogue between NATO and Russia to keep this situation from erupting into war. Insists the U.S. and its allies adroitly respond to Russian attempts to influence and manipulate public opinion toward Moscow. Expresses concern that U.S. partisan division over 2016 Russian interference in U.S. presidential election makes achieving greater Baltic policy cohesion difficult. Advocates warning Russia of devastating consequences of attempts to militarily invade or subvert Baltic countries.

20. Kaliningrad oblast in the military system of the Russian Federation

Abstract:
From the geopolitical point of view, the Kaliningrad Oblast, due to its exclave location, has become an area of strategic importance. Its strategic nature has been steadily increasing with the successive enlargements of the European Union and NATO. The geographical location and the army stationed in the area allow Moscow to control the situation in the Baltic Sea basin. This makes it possible, through the Euro-Atlantic location of most countries in the region, to influence European policies. In this way, Russia is playing a leading role in this part of the continent. From the point of view of the countries within the region, it is a global military power and a regional superpower. In this context, Kaliningrad exclave increasingly more frequently serves as a security policy tool. It is part of the ongoing threat to the Baltic States and Poland. Demilitarisation of the region, which is periodically demanded by neighbouring countries, is impossible for several reasons. The armed forces stationed there are a counterbalance to the expanding North Atlantic Treaty Organisation from Russia’s point of view. They serve to protect national interests and secure the affairs of the Russian and Russian-speaking diasporas in the immediate vicinity. They protect the Russian economic zone and access to the resources of the Baltic Sea. Moreover, the military potential located in the Kaliningrad Oblast, since the collapse of the Soviet Union, has been a guarantee of continuity of Potsdam’s border solutions.
