Abstract:
After the territorial defeat of the Islamic State of Iraq and Syria (ISIS) thousands of women and children who were associated with ISIS have been interned and detained in various camps in northeast Syria. The present article analyses the story of Ms Shamima Begum, a British teenager who, in 2015, was groomed and trafficked to Syria to marry an ISIS fighter and the case of thousands of foreign children, who are currently detained indefinitely, for their perceived links with the terrorist organisation. The investigation will be carried through the lens of international law by exploring whether the tenets of children’s and human rights have been side-lined in favour of short- term security concerns, possibly buoyed by practices of discrimination.

Abstract:
Swat and Dir valleys in Pakistan have seen the brunt of post 9/11 violent extremism in the recent past. Because this extremism was generated and exploited by a few religiously motivated violent organizations, a popular perception emerged that all religious leaders of the society were involved in terrorism. Therefore, this research focuses on the role played by those religious leaders who involved themselves in mobilizing local communities against violent extremism. Employing a mixed-method research approach and sequential analysis strategy our data shows that most of the common local religious leaders played positive role inbuilding community resilience to countering violent extremism during the early phase of the War on Terrorism in these two valleys.

Abstract:
This article focuses on the clandestine role of women in aiding and abetting terrorism in the valley of Swat, Pakistan. It is based in extensive ethnographic fieldwork in the valley. The article investigates how women got involved in colluding with the Taliban when they took over the valley. Focusing on the class structure of the semi-tribal society of Swat Pushtuns, especially the segregation between men and women, the article suggests the Taliban exploited the long-built tension between the poor landless class and the rich landed class to convince the women of the former to collude with them with the promise of ameliorating their condition.

Abstract:
In order to determine whether an individual or a specific identity-bearing group has potential for terrorism, the state engages in a systematic practice of constructing biographies, which could warrant its use of lethal power. This practice privileges a security consciousness while discounting the vagaries of everyday life contingency, which plays a crucial role in creating who we are and what we do. The element of contingency becomes more visible when we focus on the lives of migrants and their movements. The State’s excessive concern with security inhibits the opportunity spaces for role exits from the indemnity economies it invents. In this brief response to such actions of the state, I take an ethical stance that affords victims the right to refute their constructed identities and to presenting counter-biographies.

5. Anti-terrorism Legal Regime of Pakistan and the Global Paradigm of Security: A Genealogical and Comparative Analysis

Abstract:
Pakistan is often criticized for its anti-terrorism legal regime—which institutionalizes preventive indefinite detention, special courts, and speedy trials. Pakistani officials, on their part, rebut this criticism by pointing to the Anglo-American anti-terrorism legal regimes, and generally to “the global paradigm of security.” Interestingly, should we trace the genealogy of the anti-terrorism legal regime of Pakistan, we find rich historical-juridical linkages between the Pakistani and Anglo-American regimes. These linkages converge on, or at least begin from, the British law of high treason. This law was adopted in certain colonial regulations in the early 19th century. In this article I demonstrate how the legal form and substance of the high treason law and of certain other colonial regulations traveled through colonial and post-colonial security laws, such that they have recently come to converge with the global paradigm of security.

6. “Divine Violence” After the Kharotabad Killings

Abstract:
In 2011 the law enforcement agencies of Pakistan killed a group of foreigners traveling across Pakistan-Afghanistan border. The agencies then tried to cover up the incident by calling it a potential suicide-bombing attack. However, they could not succeed in the cover-up plan primarily due to a photograph of one of the killed aliens—a woman—that appeared on local media. In this photograph the alien woman is shown lying on the ground near a sandbag-covered check-post waving for mercy/justice. The photograph becomes viral on both electronic news and social media and impels the government to order an inquiry. In this article, I engage the concept of “divine violence” and explore the photograph’s politics of aesthetics, which I argue contextualizes the photograph’s meaning during a creative moment for human rights.
