1. A security dilemma during Disarmament, Demobilisation and Reintegration in the Lake Chad Basin

Abstract:
The security crisis in the Lake Chad Basin (LCB) region has been of great concern since its turning point in 2009 due to the expansion of Boko Haram (BH) as one of the deadliest terrorist groups in the continent. This crisis is characterised by complex causes, including a development deficit, the lack of a social contract between the state and the population, weak governance structures, and a consequent violent extremist insurgency that has emerged and grown from and within the instability. While the efforts of those tasked to fight against the spread of these threats are numerous and commendable, much still needs to be done to ensure a safe and secure environment for all populations in the region. Through kinetic operations and non-kinetic interventions, the four governments of Cameroon, Chad, Niger and Nigeria, with the support of the Multinational Joint Task Force (MNJTF), the Lake Chad Basin Commission (LCBC), the African Union (AU), United Nations (UN) agencies, and other critical partners have scaled up their interventions in the region. The scaled-up interventions include the Disarmament, Demobilisation and Reintegration (DDR) processes as part of the Regional Strategy for the Stabilisation, Recovery and Resilience (RS-SRR) of the Boko Haram-affected areas. However, it is common knowledge that these four countries are faced with challenges in the handling and treatment of individuals associated with BH – and other affiliated groups – when they surrender or exit these groups. First and foremost, these challenges include the lack of pre-conditions for traditional DDR to take place. A further challenge is the proliferation of arms and ammunition in the region among the civilian population due to a lack of security and safety provision.

Abstract:
Conflict refers to actual or perceived incompatibility of interests, goals, and actions in relationships between individuals or groups. It is a dynamic process where attitudes, behaviours, contexts and structures are constantly changing and influencing one another.1 Conflict in pastoral areas has long been linked to the need to gain control of scarce and strategic resources, particularly water and pasture. However, the key issues here are not merely scarcity, which, as highlighted above, has always been a determining feature of life in the rangelands, but also the increased inability to manage scarcity.2 In the Horn of Africa, there are common factors contributing to conflict and violence within and between pastoralists, such as inappropriate government policies, socio-economic and political marginalisation, inadequate land tenure policies, insecurity, intensified cattle rustling, proliferation of small arms and light weapons, weakened traditional governance in pastoral areas, vulnerability to climatic variability, and competition with wildlife.3 In Ethiopia, the pattern and forms of the recent violent conflicts in pastoral areas indicate that they have been involved in resource control and utilisation competition.4 Conflicts are a common phenomenon in the South Omo Zone pastoralist and agro-pastoral communities due mainly to resource competition (pasture and water-points) and negative perceptions.5 However, conflict, by its nature, is dynamic; the drivers or causes and their nature are changeable through time due to many natural and human-made phenomena. Accordingly, an in-depth investigation of natural resource-based conflict and its dynamics in the South Omo Zone in Ethiopia is the focus of this article. This article is based on a study conducted in the Dassanech, Hammer and Nyangatom Woreda collective pastoralist community, and based on empirical primary and secondary data sources. Primary data were collected through semi-structured interviews, document analysis and focus group discussion (FGD).

Abstract:
The Western Sahara conflict has been described as a ‘frozen conflict’ and as ‘decolonisation’s last stand.’ Despite the multiple ceasefires throughout its history, the conflict has not been fully resolved. Since 1974, Western Sahara has been on the shortlist of non-self-governing territories. However, it is the only one on the list that has not condoned this status. The Polisario Front spent 50 years fighting for the independence of the Sahrawi Arab Republic from Morocco, mostly using arms and guerrilla warfare. This period of violence was followed by a ceasefire between the two stakeholders. Nonetheless, in 2020, Morocco’s response to the Sahrawi protests resulted in a resumption of fighting by the Polisario Front, essentially reopening ‘Pandora’s Box’ and showing that, despite the ceasefire, a permanent solution is urgently needed. This would need to happen within the broader African security landscape, which is currently experiencing a shift amidst the weakening of United Nations (UN) peacekeeping operations, the growing presence of various private military companies (PMC), and the emerging role of countries such as Russia and Türkiye in African conflict situations. Considering the aforementioned changes, this article seeks to assess whether these shifts in the African security landscape will influence the situation in Western Sahara by maintaining the status quo or revitalising the efforts to resolve or exacerbate the existing tensions.

Abstract:
This article examines the undercurrents that shape the increasingly destructive conflicts in Samburu county, which is part of the Arid and Semi-Arid Land (ASAL) regions of Kenya. Over the last decade, the county has experienced ongoing conflict exacerbated by various factors. Samburu county is one of the 47 county governments of Kenya that lies within the ASAL region. It covers an estimated area of 21 022 square kilometres and is geographically bordered by Marsabit (Northeast), Turkana (Northwest), Isiolo (East), Laikipia (South) and Baringo (Southwest) counties.1 It is constituted of three sub-counties, namely, Samburu West, Samburu East and Samburu North, which are further subdivided into 15 wards.2 The majority of the communities therein practice nomadic pastoralism, with only a few engaging in agro-pastoralism as a means of livelihood. Over the last decade, Samburu county has continued to manifest unabated intercommunal conflicts. This is attributed to many factors, including the availability and misuse of small arms, inaccessible terrain, ungoverned spaces, struggle for scarce natural resources, intercommunal raiding, revenge and retaliatory attacks, harsh climatic conditions, and political incitements, among others. The persistent conflicts have been detrimental to the local economy and polarised intercommunal relations. Interventions to deal with the conflict, including through the deployment of security forces, have remained limited because they have largely been reactive and do not often address the root causes of the conflict, which are related to the structural conditions of underdevelopment and broken relationships. This article sets out to understand the nature, actors and issues that underpin the teetering conflicts in Samburu county. The aim is to suggest viable policy responses that may deal with the root causes of conflict and help address the local needs of the different communities in the county.

Abstract:
Since mid-2021, in the period preceding the run-up to the South African Municipal Elections that took place on 1 November 2021 to elect councils for district, metropolitan and local municipalities, South Africa experienced a rise of vigilantism against migrants and anti-immigration activism. Vigilantism against migrants and anti-immigration activism existed before 1994 and in the post-apartheid era, and it has often resulted in, or triggered, xenophobic attacks and xenophobic violence. However, it is the emergence of anti-immigration groups that has given rise to some community members, especially in urban areas, conducting vigils aimed at enforcing the country’s immigration laws and labour laws relating to the employment of foreign nationals. The communities are also focused on enforcing compliance with municipal by-laws on the regulation, control and licencing required for hiring and use of municipal premises and facilities for trading by foreign nationals, and the Foodstuffs, Cosmetics and Disinfectants (FCD) Act 54 of 1972 together with public health regulations relating to the alleged selling of expired, contaminated, unsafe, unhygienic or counterfeit food and food products by foreign nationals mostly operating spazas or small shops. Anti-immigration groups include Operation ‘Dudula’, the social media-based Put South Africa First Movement, the South Africa First Party, and All Truck Drivers Foundation (ATDF), among others. Vigilantism against migrants in South Africa rose in intensity, scale and scope in the first quarter of 2022, reaching disturbing levels on 7 April 2022, when a Zimbabwean national living in South Africa, Elvis Mbodazwe Banajo Nyathi, was brutally assaulted and burnt to death in the Johannesburg township of Diepsloot.1 As vigilante groups continue to engage in anti-migrant activism and grow their grassroots support and geographical and regional coverage, this paper seeks to interrogate the legality, appropriateness and sustainability of vigilantism against migrants in South Africa. The analysis adds to the ongoing mainstream debate on illegal migration in South Africa.

Abstract:
In the past five years, Africa has experienced increasingly more complex conflicts, requiring multi-dimensional approaches to enhance and consolidate the responses of states, Regional Economic Communities and Mechanisms (RECs/Ms), and the African Union (AU). Peace and security issues often interlock with those of governance, and in many respects, governance issues are the root causes of most threats to peace and security. One of the peace and security areas that have become increasingly more complex for states to deal with internally is local and national protest. Protests have become more frequent on the African continent.1 While there are various causes attributed to the increase in protest action, most of them emanate from governance shortfalls in Africa. Protests are an important avenue for citizens to relay domestic grievances, but they can pose a security threat when these issues go unaddressed for prolonged periods. Among other things, tools to detect and, therefore, respond timeously to emerging conflicts are necessary for countries to address governance issues to prevent the frequency and intensity of protests. In this regard, the AU has recognised the African Peer Review Mechanism (APRM) as an early warning tool for conflict prevention in the context of its harmony and synergy with the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA).2 This emphasises the nexus between governance and peace and security. The Peace and Security Council (PSC) further acknowledges the importance of the APRM as an effective mechanism for promoting conflict prevention by contributing to addressing structural root causes of conflicts that relate to governance.3 This article aims to assess the APRM Country Review Reports (CRRs) as early warning tools for identifying, preventing, mitigating, and addressing governance issues that cause, and arise from, domestic protests. Therefore, it looks at three APRM CRRs produced from 2018 to identify early warnings which can be linked to protests. Moreover, it will analyse the extent to which these early warnings were used in the domestic context of the member countries reviewed during this period, with a view to preventing or responding to local and national protests.

Abstract:
After focusing on pastoralist conflicts in three cross-border areas for ten years, the Conflict Early Warning and Response Network (CEWARN) adopted an ambitious new Strategy Framework in 2012. The strategy transformed CEWARN into a system to detect and respond timeously to the potential escalation of violent conflicts that may be triggered by economic, environmental, governance, security and social matters in all member states of the Intergovernmental Authority on Development (IGAD).1 Besides expanding the thematic and geographical range, the strategy enhanced CEWARN’s partnership with civil society, which was initiated by the pioneering CEWARN Protocol in 2002.2 This article reviews the implementation of CEWARN’s partner-ships with civil society organisations (CSOs) for data collection, analysis and response under the current Strategy Framework. It identifies outstanding challenges and lessons for (inter)governmental conflict early-warning and response systems (CEWRS).

Abstract:
Kidnapping in Nigeria is not a new phenomenon but has assumed an alarming dimension in recent times. Acts of kidnapping are increasingly perpetrated by different criminal elements, such as militias, gangs, ritualists, and terrorists, among others, for a variety of reasons. However, the increased frequency, geographical spread, and operational sophistication of kidnapping for ransom (K4R) is a major source of concern for individuals, organisations, the diplomatic community, and, indeed, the Nigerian Government. Much of the concern is about the safety of the victims as well as the cost of this expanding criminal enterprise. For instance, Nigeria’s main geopolitical intelligence platform, SBM Intelligence, estimated that between 2011 and 2020, Nigerians paid at least US$18.34 million (₦7 billion) in ransoms to kidnappers.[1] In the first half of 2021, 2 371 people were kidnapped and the sum of about US$23.84 million (N10 billion) was demanded in ransoms in Nigeria.[2] The targets are as diverse as the actors who benefit from and the factors that underpin the upsurge in K4R. Expatriates, businesspeople, schoolchildren, women, politicians, government officials, diplomats, and traditional rulers, among others, are increasingly being targeted by criminal gangs.[3] The wanton predation on schoolchildren through mass abduction by armed groups that are ideologically or economically motivated is the latest worrisome trend in the pattern of criminal victimisation in Nigeria. This article examines the trajectory of the mass abduction of schoolchildren in northern Nigeria, highlighting the drivers of mass abduction and evaluating emerging responses by the government.

Abstract:
Since International Youth Day was celebrated on 12 August 2020, it is a good time to take stock of the youth and their role in peacebuilding and peace processes in Africa. With the youth, peace and security agenda gaining ground in recent years, this is an opportune time for youth-focused organisations to strengthen their work on youth and peacebuilding, while contributing to the ongoing discourse. The youth, peace and security agenda is currently backed by three United Nations Security Council (UNSC) resolutions adopted between 2015 and 2020, namely UNSC Resolutions 2250 (2015), 2419 (2018) and 2535 (2020). Among other priorities, the resolutions emphasise the importance of youth as agents of change in the maintenance and promotion of peace and security;[1] reiterate the need for stakeholders to take young people’s views into account and facilitate their equal and full participation in peace and decision-making processes at all levels; and recognise the positive role young people can play in negotiating and implementing peace agreements and in preventing and resolving conflict.[2] The third resolution, adopted in July 2020, also establishes a regular biennial reporting requirement on youth, peace and security by the United Nations (UN) Secretary-General, which is a great step forward in mainstreaming the youth, peace and security agenda into the work of the UN – especially since youth engagement in peacebuilding and peace processes is ad hoc and intermittent. The reporting requirement will therefore provide a snapshot of ongoing processes and how engagement can be enhanced and deepened in future processes.

Abstract:
Insecurity in Nigeria is a recurring phenomenon that threatens the well-being of its citizens. The multipronged occurrence constitutes a bane to development and leads to the proliferation of crime. As a multifaceted quandary, insecurity assumes varying dimensions in different geopolitical zones. The South West is plagued by a surge in cybercrime, armed robbery, kidnapping, domestic crime, extrajudicial killings, herder-farmer conflicts, ritual killings, and banditry. The South East is a haven for ritual killings, commercial crime, secessionist agitation, kidnapping, herder-farmer clashes, attacks by unknown gunmen, and banditry. The South remains threatened by militancy, kidnapping, and environmental agitation. The North East has been subject to a humanitarian crisis lasting over a decade and caused by the Boko Haram insurgency and the Islamic State in West Africa Province. Meanwhile, the North West is enmeshed in illegal mining, ethnoreligious killings, and banditry. It is, therefore, an axiom that insecurity in Nigeria has assumed a disproportionate geopolitical stance and that it has claimed thousands of lives and extensive damage and loss of property.
