1. China: New Hegemonic Power after the War in Ukraine?

Abstract:
The War in Ukraine has had international order implications, deepening previously existing fault lines between West and East (Leoni & Tzinieris, 2024). As China’s grand strategy does also have an impact on the international order, the conflict in Eastern Europe provides an opportunity to pause and reflect on what this means from a perspective of China’s engagement with the world. While the literature on Chinese grand strategy has been prolific in recent years, lessons from Ukraine have yet to be captured in a systematic manner. Hence, this article examines China’s behaviour in relation to the war in Ukraine to evaluate whether this case study offers valuable insights into China’s grand strategy and foreign policy. The contribution concludes that the war in Ukraine has confirmed that China is not yet willing or capable of taking a role of leadership over international controversies, and thus is not directly challenging US hegemony. However, it is actively seeking to build a sphere of interests that involves non-Western countries and the developing world, as highlighted by our discourse analysis of the communications on the “Ukraine issue” from the Foreign Ministry through its spokespersons. To assess whether there is evidence that the war in Ukraine has provided China with an opportunity to pursue a hegemonic project and whether it has been successful at it so far, the article adopts a critical IR approach and delves into the study of communications by the Chinese Foreign Ministry spokespeople on the “Ukraine issue” as key to building a hegemonic discourse. Articles published from the 24th of February 2022 until the 24th of February 2024 have been extracted from the official website of the Ministry of Foreign Affairs of the People’s Republic of China and imported into software for qualitative and mixed methods data analysis to examine keywords’ frequency and correlations.

Abstract:
Beginning in late July, the world’s attention will focus on Paris for the 2024 Summer Olympic Games, followed by the Paralympics. In our cover article, Petter Nesser and Wassim Nasr describe a threat landscape facing the Games that is “diverse and multifaceted” with “both known and predictable terror threats and others that are less likely on paper but hold the potential for surprise.” “Jihadism,” they write, “remains the main non-state terror threat to Western Europe, France, and the Olympics, with Islamic State Khorasan posing a clear and present danger to the Games.” Richard Walton, former head of the London Metropolitan Police’s Counter Terrorism Command who led its counterterrorism efforts during the 2012 Olympics, offers insights into what security services are facing with the Paris Games. “This will be France’s biggest peacetime security policing challenge,” he surmises. “It will be France’s biggest test of their new intelligence infrastructure since they reviewed it post-2015 after the Paris attacks.” The stakes will be high throughout the entire country for the duration of the Olympics and Paralympics, he notes. “Any attack in France during the Games is an attack on the Games.” Alexandre Rodde, David Mcilhatton, John Cuddihy, and Rachel Monaghan describe the attractiveness of sports venues as terrorist targets as well as the associated public spaces that support these competitions, such as hotels, restaurants, and public transportation—what they refer to as the events’ “supply chain.” While security at venues is always robust during competitions, they warn that “what is left more exposed is the supply chain to these events. There are simply too many locations and businesses to provide protective security measures at scale … significant importance must be placed on engaging as many of those locations as possible, by providing training for businesses to help them understand the threats they might face, what to do if something does happen, and how to recover.” Finally, Yannick Veilleux-Lepage examines right-wing extremists’ use of 3D-printed firearms (3DPF). Utilizing an original dataset of 35 incidents worldwide, he investigates “the geographical and temporal spread of 3DPF use by RWE” and outlines several of the main motivations for their use. He finds “a troubling increase in the incidents involving 3DPF across multiple regions, indicating a spread beyond isolated communities into more mainstream adoption among right-wing extremist factions” with the number of cases rising from just one incident in 2017 to 11 in 2023. This data-driven article will serve as an important foundational piece of work upon which other researchers and practitioners can build so that the CT community can better track the evolution of this important and evolving threat area.

4. Centralization in National High-Performance Sports Systems: Reasons, Processes, Dimensions, Characteristics, and Open Questions

Abstract:
Centralization provides for the bundling of tasks that are relevant to the achievement of an institution's goals. Centralization is discussed in almost all areas of life: For example, in politics (more centralized structures in France vs. more decentralized structures in Germany), in economics (centrally planned organization as in the former COMECON-Countries), decentralized decision-making at the individual level in market economies), and at the corporate level. Objects of centralization can be, for example, decision-making processes, products, personnel and customer groups. In some cases, the aim is to centralize (only) certain objects, while other activities are to remain decentralized, for example. In some cases, centralization in some areas virtually necessitates decentralization in others: For example, centralization by product usually leads to decentralization by sales area. Synergy effects, specialization advantages and, ultimately, cost degression effects are cited as benefits or advantages of more centralization; duplication of work and infrastructure can be avoided. Decision-making processes can be accelerated and simplified – subordinate or geographically distant units do not participate in the decision-making process. Unified concepts and strategies can be better enforced. “Density effects" must also be taken into account: There often are positive spill-over effects between people with related activities, for example, due to imitation and learning effects, but also due to the exchange of experience, which leads to an increase in the productivity of those involved. However, the decentralization tendencies that have emerged as a result of the Corona pandemic, for example through homeworking, partly question this finding. One of the disadvantages of centralization is that large centralized companies have high demands on information and decision-making systems because the experience, problems and ideas for solutions that arise decentrally have to reach the decisionmakers and therefore often (but not always) react more slowly to external changes. Less consideration may be given to regional peculiarities. Due to the standardization usually associated with centralization the scope for adaptation to specific circumstances may be lost. Centralization can increase the distance of decision-makers from "grassroots" concerns. The non-central units can suffer from devaluation, delegitimization, and demotivation, possibly associated with a long-term decrease of activities. The restricted competition of ideas can lead to a long-term decline in competitiveness, since the reduced competencies of the decentralized employees can inhibit their individual performance development. Centralization leads to a greater burden on central decisionmakers because the quantity and complexity of decisions increase. Individuals affected by centralization (in a different location) may experience family relocation problems and additional financial problems. The Corona pandemic and the current China discussion have brought additional arguments into the discussion with contagion risks for (too) many and (too) strong dependencies/blackmail possibilities on centralized procurement. And Ukraine's energy supply, which is based on relatively few large nuclear power plants, illustrates the possible increased susceptibility of certain centralized structures to crises.

Abstract:
The row between International Olympic Committee (IOC) President Thomas Bach and Ukrainian President Volodymyr Zelensky over potential Russian and Belarussian athlete participation at Paris 2024 exposes the Achilles’ Heel of the Olympic Games: the peace-promising celebrations are inescapably ensnared in nation-state power politics. The IOC announced on January 25 a proposal to facilitate participation in the 2024 Olympic Games for individual athletes from Russia (and close ally Belarus) individually and neutrally in the Paris games. The statement reversed an IOC Executive Board decision from February 28, 2022, to impose more sweeping participation sanctions on Russia following the Ukraine invasion.

The year 2022 is proving to be a difficult one for China and for President Xi Jinping. Choices like Xi’s embrace of Russia and the zero-COVID policy have prompted sporadic outbursts from the Chinese public and a backlash abroad. Unsurprisingly, this has spawned speculation that Xi is facing political difficulties at home that could hamstring or even disrupt his plan to remain China’s top leader after the 20th Party Congress later this year. Despite the real challenges Xi and the party have faced in 2022, however, this paper will argue that such narratives rest on a series of faulty assumptions about the impetus for Xi’s consolidation of power, the presence of powerful opposition voices within the Chinese Communist Party (CCP) system, and the judgment that Xi’s policy approach amounts to a series of blunders that may help his critics as they try to diminish him at the party congress.

As the U.S. and other Western nations announced diplomatic boycotts of the 2022 Beijing Winter Olympics, the People’s Republic of China (PRC) frequently exhorted the international community to keep politics out of the games (People’s Daily, December 8, 2021). Spokespersons of the Beijing Organizing Committee also objected to the “politicization” of the Olympic Games, and claimed that the closed loop Olympic bubble was solely a COVID-19 containment measure necessitated by growing concerns over the spread of the Omicron variant in China (Global Times, January 5). Although, the creation of a closed loop bubble was ostensibly undertaken for epidemic prevention purposes, it also had the impact of isolating athletes and journalists, and forestalling unwanted international focus on poor human rights conditions in China.

Abstract:
The Summer Olympic Games are the most globalized sporting event on earth. Until now, the Summer Games had been postponed only three times—in 1916, 1940, and 1944—all because of world wars. So, the announcement that in response to the COVID-19 pandemic, the 2020 Tokyo Games would be postponed by a year is significant, implicit testimony to the destructiveness of the pandemic. The Tokyo Games were expected to continue the evolution of the Games away from the aristocratic European milieu where the modern Olympic movement began. As poverty has declined and incomes across the global economy have converged, participation in the Games has broadened and the pattern of medaling has become more pluralistic, particularly in sports with low barriers to entry in terms of facilities and equipment. This Policy Brief presents forecasts of medal counts at the 2020 Tokyo Summer Games had they had gone on as scheduled, setting aside possible complications arising from the coronavirus pandemic. The forecasts are not just a depiction of what might have been. They establish a benchmark that can be used when the Games are eventually held, to examine the impact of the uneven incidence of the pandemic globally.
