Abstract:: Around the world, hundreds of thousands of people live in and around former nuclear test sites. Semipalatinsk Nuclear Test Site in Kazakhstan provides both a home and a livelihood for an estimated 50,000 people, but security measures are not yet sufficient to protect them from radioactive waste from the past. RECOMMENDATIONS ■ Establish local education programs to prevent unintentional exposure to residual radioactivity ■ Encourage local authorities to promote radiation-safety programs ■ Cordon off and secure unmarked radioactive areas on nuclear test sites ■ Carry out regular radiation monitoring in villages close to nuclear test sites, as well as of livestock

Abstract:: The ballistic missiles that Iran fired at two military bases in Iraq housing American troops could only be the start of Tehran’s retaliation. Many observers worry that more blowback could come in the form of Iran’s favored tactic of asymmetric warfare waged through its proxies, such as Hezbollah in Lebanon and pro-Iranian militias in Iraq. This escalation did not begin with the killing of Soleimani, but in May 2018, when Trump unilaterally took the United States out of the international agreement curbing Iran’s nuclear program, known as the JCPOA, and reimposed crippling sanctions on Iran’s economy. Abstract:: Germany will need to replace its aging “Tornado” combat aircraft from 2025. To date, the federal government is considering purchasing F-18 aircraft from the United States or refitting Eurofighter planes. Buying state-of-the-art F-35 planes has been ruled out. Given Russia’s deployment of new intermediate-range missiles on its Western territory, this decision should be reconsidered.

Abstract:: This edited volume is the third in a series of three. The series forms part of a SIPRI project that explores regional perspectives and trends related to the impact that recent advances in artificial intelligence could have on nuclear weapons and doctrines, as well as on strategic stability and nuclear risk. This volume assembles the perspectives of eight experts on South Asia on why and how machine learning and autonomy may become the focus of an arms race among nuclear-armed states. It further explores how the adoption of these technologies may have an impact on their calculation of strategic stability and nuclear risk at the regional and transregional levels.
