Abstract:
A handbook on Data-driven Decision Making and Urban95: Data-driven Policy Tool (harita.kent95.org). The majority of the world population now lives in cities, while relations between technology and individuals and institutions and things are stronger than ever. The resultant growth in the volume and diversity of data has rendered the issue of data-driven policy development, which has been in existence since the 1990s, much more visible. We can define the concept of data-driven decision making as institutions that provide urban services making use of data to develop accurate, effective and measurable policies when planning how, to whom, with what content and where in the city these services will be provided. This has recently become an important topic in Turkey. We frequently encounter the importance especially of local administrations making use of data when making and following their strategic plans. In order to make use of data in developing urban policy, we first of all need to have a sense of what urban data is and the channels by which it is produced, providing us a holistic perspective. We can usually speak of five types of data in this context: The first is public administration data produced by local administrations and state agencies. The second is official statistical data such as census or household/workplace surveys gathered through questionnaires under the direction of the national statistical institute. The third is operational data on services provided by local administrations or specific institutions – institutions providing transportation service for example. The fourth is scientific data on environmental conditions such as the air, water level, pollution and noise. The fifth consists of composite indicators or estimates produced through combining and analyzing these four types of data. While most of the data in urban dashboards consist of traditional data updated monthly or yearly, operational and scientific data’s level of inclusion of real time big data in particular is increasing.

2. Rural Sanitation Practices: A Rapid Assessment Study for Odisha

Abstract:
The state of Odisha has made unprecedented strides in increasing access to individual toilets from 14% in 2011 to a purported 100% in 2019 under the Swachh Bharat Mission - Gramin. In light of the clarion call of a ‘Swachha Odisha, Sustha Odisha’, and the national imperatives set by the National Rural Sanitation Strategy, 2019-2029, the state has created a systematic framework towards the achievement of total sanitation in the form of the Odisha Rural Sanitation Policy, 2020. To inform the creation of the Policy and shape its contours for responding optimally to ground realities, we undertook a rapid assessment of the prevailing sanitation practices in three districts of the state. The present report discusses the resulting findings relating to varied aspects of rural sanitation - ranging from trends in toilet use and on-site sanitation systems to the availability and state of Solid and Liquid Waste Management (SLWM) infrastructure.

3. The Pandemic and Public Administration: A survey of Indian Administrative Service (IAS) Officers

Abstract:
The Covid-19 pandemic has caused extraordinary hardship since India’s first case was reported in Thrissur, Kerala in January 2020. Individuals and communities have since then made drastic changes to their behaviours, daily routines and lives, quite often in response to announcements or regulatory direction provided by the state. Officers of the Indian Administrative Service (IAS) are important actors at the forefront of framing, implementing and evaluating the state’s response to the pandemic, and uniquely positioned between the political executive and India’s massive frontline state. Their views on the state’s response, preparedness, the public and stakeholders in governance, and their positions on important normative debates underlying policy formulation and implementation therefore offer useful insights into both how the Indian state governs, and how it might govern better in the future. This report presents the results of a representative survey of over 500 IAS officers conducted between August and September 2020, 7-8 months into the pandemic. The survey sought to engage members of the IAS in reflecting on the critical challenges, decisions, and trade-offs that confronted public administrators charged with managing the state response at different levels. In doing so, it revealed both widely shared and sharply contested views on a range of subjects, including the role of the civil servant, executive and bureaucratic functioning in a crisis, and perceptions of and relations between the state, the public, and other important actors and institutions. The report finds that on the one hand, IAS officers are remarkably consistent in expressing high levels of motivation and public service commitment and endorse the view that the Indian state and bureaucracy galvanise resources and deliver reasonably well in times of crisis. On the other hand, there is a consistent tension between some strongly expressed ideals and the realities of administrative action, especially on engagement and communication with, and trust in the public. Finally, there is significant diversity among IAS officers when it comes to perceptions of key stakeholders (civil society, international agencies and the media) and a striking distrust of the private sector. The report also highlights the diversity in responses of officers across state cadres and seniority in several places through disaggregated analysis. This report, by the State Capacity Initiative at the Centre for Policy Research is part of a larger body of work on understanding the norms and values underpinning different state institutions in India. As we develop this body of work over the coming years, our goal is to continue to probe not just how the state performs, but how it perceives its own capacity, why and how it makes choices, imagines possibilities for governance, and engages with citizens.

4. Preferential Trade Agreements vs. Multilateralism: In the New Trump-World, Does Canada Face an Impossible Choice?

International trade is often framed in starkly divergent terms: either countries choose multilateral trade agreements (MTAs) and advance the cause of global economic liberalization, or they choose preferred trade agreements (PTAs) and put the entire system at risk. Canada has a long track record of pursuing PTAs and with the Trump administration’s opposition to multilateralism, and longstanding opposition in elements of the Republican and Democratic parties, this trend will likely continue. The question is whether progress will come at the expense of the global trade system. Some economists believe PTAs to be trade-diverting, reducing trade with more efficient producers outside the agreement. Others insist that PTAs can create trade by shifting production to lower-cost producers in one of the participating countries. One prominent contrary argument holds that PTAs lead to discontinuities in tariff regimes between countries and regions, increasing transaction costs, disrupting supply chains, creating opportunities for corruption and harming global welfare, especially in developing nations. While debate continues about the effects of PTAs, a closer examination suggests that worries are overblown about their negative impacts on global trade flows. Evidence indicates that they support rather than harm the international trading system. Countries shut out of PTAs are more motivated to seek out agreements in new markets, increasing liberalization overall. They may also seek a reduction in most-favoured nation (MFN) tariffs, which would deprive PTAs of their major tariff benefits. Studies have found complementarity between preferential and MFN tariffs, revealing that PTAs promote external trade liberalization. Even if a PTA reduces a given country’s incentive to push for multilateral liberalization, it raises the odds of that country liberalizing its trade to avoid getting left behind. PTAs are a response to the difficulties of securing sweeping multilateral agreements. The World Trade Organization (WTO) Agreements authorize them under GATT Article XXIV, GATS Article V, and the enabling clause, and the WTO facilitates a degree of governance over PTAs through its dispute settlement process. Over the past 25 years, countries have adopted these deals at a rapid pace. Between 1994 and 2005, the number of PTAs increased from 50 to 200. By April 2018, 336 were in effect. At the same time, global trade has increased significantly. Between 1994 and 2010, the volume of world merchandise exports more than doubled. The proliferation of PTAs has resulted in a rise in international trade governance, because the countries involved shape their relationships in line with the WTO agreements. This juridification makes PTAs subordinate to the international system rather than giving them room to dissolve it. Canada should therefore have no fear of pursuing PTAs within the larger framework of the effort to achieve multilateral trade liberalization.

5. Strategies to Strengthen Socially Responsible Public Procurement Practices in German Municipalities: A Mapping Exercise

Abstract:
Socially Responsible Public Procurement (SRPP) is a tool to use the market power of the public sector to trigger private companies to provide socially responsible products and services. In this sense, SRPP contributes to achieving SDG 12 of the Agenda 2030 (“Ensure sustainable consumption and production patterns”). However, while regulations at EU level and within the member states encourage SRPP, German municipalities lack effective implementation of social criteria in their tenders. This gap seriously decreases the triggering effect of the country’s procurement expenditures of which municipalities account for more than 50 per cent. By triangulating interview data with secondary literature, this paper identifies success factors and triggers for the introduction and consolidation of SRPP practices in German municipalities. Our research shows that there is not one gold standard of implementing SRPP in a municipality (as suggested by most existing toolboxes and handbooks on the topic). Rather, our paper presents a compilation of various different entry points from which practitioners may embark on fitting pathways. Beyond this, we have translated the most crucial success factors and triggers into nine recommendations for political action, for example, with regard to clear and ambitious regulations; measures to ensure broad support for SRPP within the municipal administration; and approaches for a more strategic procurement management. Our research also highlights the role played by individuals, that is, the importance of personal commitment for successful implementation of SRPP. This finding, however, is problematic when it comes to transferring and upscaling good practices. To reach a high level of broad and ambitious SRPP action, the balance between individual, regulatory and institutional measures has to change for the benefit of the latter two.

6. Socially Responsible Public Procurement (SRPP) in Multi-Level Regulatory Frameworks: Assessment Report on Policy Space for SRPP Regulation and Implementation in Germany and Kenya

Public Procurement is a highly regulated process ruled by a complex legal framework. It comprises not only national but also, increasingly, sub- and supranational regulations, giving rise to a multi-level regulatory governance of public procurement. The integration of sustainability aspects into public procurement, as called for in goal 12.7 of the Sustainable Development Goals (SDGs) of the Agenda 2030, needs to take this multi-level character into account. This reports focuses on social considerations, which are a central part of sustainable procurement – whether with a domestic focus or along international value chains. Social considerations have been somewhat neglected in Europe, whereas they feature prominently in procurement regulations in many countries of the Global South, especially in Sub-Saharan Africa (SSA). The advanced process of regional integration in the European Union (EU) and the progress made towards integration in some regional economic communities in Sub-Saharan Africa call for deeper analyses of the influence of the higher levels of the regulatory framework on the lower levels. The question is whether public entities, from the national down to the local level, are required or at least have the option to integrate socially responsible public procurement (SRPP) into their procurement processes and tenders, or at least have the option to do so. This report is conducted as part of the project “Municipalities Promoting and Shaping Sustainable Value Creation (MUPASS) - Public Procurement for Fair and Sustainable Production”, implemented by DIE in cooperation with Service Agency Municipalities in One World (SKEW) with funds from the Federal Ministry of Economic Cooperation and Development (BMZ) and compares public procurement in Germany and Kenya. In both countries, the multi-level regulatory frameworks allow for SRPP regulations and practices ar the national and sub-national levels of government. There is, however, an implementation gap for SRPP in Germany and Kenya that appears to be independent from the specifics of the respective regulatory framework. To tackle this, supportive measures, such as capacity building, are key. Furthermore, Regional economic communities, such as the EU and the Common Market for Eastern and Southern Africa (COMESA), can play a role in promoting SRPP, even without introducing mandatory provisions. At the other end of the multi-level regulatory spectrum, municipalities in the EU had and have an important role in SRPP implementation, that might be replicable by sub-national public entities in Kenya and other contexts.

Every era has its symbols. In 1984, Mitterrand and Kohl held hands on the battlefield in Verdun, coming to symbolise the importance of peace in the pursuit of European integration. Today, in times of COVID-19, the so-called “Coronabonds” could have emerged as the symbol of a new Europe, one that is ready and able to do what it takes to collectively overcome the present crisis. Yet, what some member states consider an indispensable emblem of European solidarity, namely debt mutualisation to face an unprecedented symmetric crisis brought about by COVID-19, is regarded by others as an ultimate excuse for moral hazard. As a result, Europe could end up with a politically more digestible European Fund, as proposed by Commissioners Paolo Gentiloni and Thierry Breton, designed to issue long-term bonds.[1] Or, as outlined by the Eurogroup, a Recovery Fund that is “temporary, targeted and commensurate” to the extraordinary costs of the current crisis, helping to spread them across time.

8. Regional Financial Arrangements and the International Monetary Fund: Sustaining Coherence in Global Financial Governance

Cooperation and competition among regional financial arrangements (RFAs) and the International Monetary Fund (IMF) increasingly determine the effectiveness of the global financial safety net (GFSN), which many observers fear is becoming fragmented. Overlap among these crisis-fighting institutions has important benefits but also pitfalls, including with respect to competition, moral hazard, independence, institutional conflict, creditor seniority and non-transparency. The study reviews the RFAs in Latin America, East Asia and Europe to assess their relationships with the IMF and address these problems. Among other things, it concludes: institutional competition, while harmful in program conditionality, can be beneficial in economic analysis and surveillance; moral hazard depends critically on institutional governance and varies substantially from one regional arrangement to the next; secretariats should be independent in economic analysis, but lending programs should be decided by bodies with political responsibility; and conflicts among institutions are often resolved by key member states through informal mechanisms that should be protected and developed. Findings of other recent studies on the GFSN are critiqued. Architects of financial governance should maintain the IMF at the centre of the safety net but also develop regional arrangements as insurance against the possibility that any one institution could be immobilized in a crisis, thereby safeguarding both coherence and resilience of the institutional complex.

The 2017 hurricane and wildfire seasons were among the worst on record in the United States. The storms that year included three of the five costliest in the nation’s history: Harvey and Irma along the Gulf Coast, and Maria in the Caribbean. More than 70,000 wildfires scorched about 10 million acres. All told, these events affected the lives of nearly 47 million people, testing the Federal Emergency Management Agency (FEMA) in unprecedented ways.

10. Civil-Military Relations in Pakistan: Positive Evolution or More of the Same?

Civilian governance in Pakistan has never lasted longer than eleven years. 2019 is the eleventh year since General Pervez Musharraf resigned the presidency and fears of a coup may exist, but one is not probable—at least not in the near-term future. In fact, two recent Chiefs of Army Staff (COAS)—Generals Kayani and Raheel in 2009 and 2014, respectively—considered taking, but decided not to take, direct control of the government. These decisions demonstrate that military rule is no longer necessary because the Army has already attained its major goals of de facto control of the country’s nuclear and missile programs, key foreign relationships, the military budget, and national security decision-making. In effect, the military has achieved what I have previously termed a “coup-less coup.” Instead of the traditionally fraught civil-military relationship, it seems that, for the first time in Pakistan’s turbulent history, the government and military agree on the three major issues facing Pakistan: domestic politics, the economy, and India. However, key variables, such as economic stability, could quickly change the course of this relationship.
